National Assessment Governing Board; Meeting
The notice sets forth the schedule and proposed agenda of a forthcoming meeting of the National Assessment Governing Board. This notice also describes the functions of the Board. Notice of this meeting is required under section 10(a)(2) of the Federal Advisory Committee Act. This document is intended to notify members of the general public of their opportunity to attend. On July 2, 2007, the Department of Education published a comment period notice in the Federal Register (Page 35982, Column 2) for the information collection, ``Student Achievement and Institutional Performance Pilot Program.'' The date for submitting comments stated in the Preamble was incorrect. As stated in the Abstract, interested persons are invited to submit comments by July 19, 2007. Technical Assistance on Data Collection-General Supervision Enhancement Grants
The Assistant Secretary for Special Education and Rehabilitative Services announces three separate funding priorities under the Technical Assistance on State Data Collection program authorized under the Individuals with Disabilities Education Act (IDEA). The Assistant Secretary may use the priorities for competitions in fiscal year (FY) 2007 and later years. We take this action to focus attention on an identified national need to provide technical assistance to improve the capacity of States to meet data collection requirements.
A Framework for Developing High-Quality English Language Proficiency Standards and Assessments
On June 6, 2007, the Secretary of Education (Secretary) published a notice in the Federal Register (72 FR 31300) announcing plans to hold three public meetings to seek recommendations on developing a Framework for States to consider in examining the quality of their standards and assessments for English language proficiency (ELP) under Title III of the Elementary and Secondary Education Act of 1965 (ESEA), as amended by the No Child Left Behind Act of 2001 (NCLB). The name of the hotel listed as the site for the July 18, 2007 meeting has been changed.
The Individuals With Disabilities Education Act Multi-Year Individualized Education Program Demonstration Program
The Assistant Secretary for Special Education and Rehabilitative Services announces additional requirements and selection criteria for a competition in which the Department will select up to 15 States to participate in a pilot program, the Multi-Year Individualized Education Program (IEP) Demonstration Program (Multi-Year IEP Program). State proposals approved under this program will create opportunities for participating local educational agencies (LEAs) to improve long- term planning for children with disabilities through the development and use of comprehensive multi-year IEPs. Additionally, the additional requirements and selection criteria focus on an identified national need to reduce the paperwork burden associated with IEPs while preserving students' civil rights and promoting academic achievement. The Assistant Secretary will use these additional requirements and selection criteria for a single one-time only competition.

The Assistant Secretary for Special Education and Rehabilitative Services announces additional requirements and selection criteria for a competition in which the Department will select up to 15 States to participate in a pilot program, the Paperwork Waiver Demonstration Program (Paperwork Waiver Program). State proposals approved under this program will create opportunities for participating States to reduce paperwork burdens and other administrative duties in order to increase time for instruction and other activities to improve educational and functional results for children with disabilities, while preserving students' civil rights and promoting academic achievement. The Assistant Secretary will use these additional requirements and selection criteria for a single, one-time-only competition for this program.

The Assistant Secretary for Special Education and Rehabilitative Services announces a funding priority and eligibility requirements under the Technical Assistance on State Data Collection program authorized under the Individuals with Disabilities Education Act (IDEA). The Assistant Secretary may use the priority and eligibility requirements for competitions in fiscal year (FY) 2007 and later years. We take this action to focus attention on an identified national need to provide technical assistance to improve the capacity of States to meet data collection requirements relating to their implementation of section 616 of the IDEA.

Special Demonstration Programs-Model Demonstration Projects to Improve the Postsecondary and Employment Outcomes of Youth with Disabilities
The Assistant Secretary for Special Education and Rehabilitative Services (OSERS) announces a final priority and definitions under the Special Demonstration Programs administered by the Rehabilitation Services Administration (RSA). The Assistant Secretary may use the priority and definitions for competitions in fiscal year (FY) 2007 and later years. We intend for the priority to support projects that demonstrate the use of promising practices in collaborative transition planning and service delivery to improve the postsecondary education and employment outcomes of youth with disabilities.

The Department of Education (Department) gives notice that on March 30, 2007, an arbitration panel rendered a decision in the matter of Ronald Carter v. Georgia Department of Labor, Division of Rehabilitation Services (Case No. R-S/06-2). This panel was convened by the Department under 20 U.S.C. 107d-1(a), after the Department received a complaint filed by the petitioner, Ronald Carter.
