Wage Methodology for the Temporary Non-Agricultural Employment H-2B Program; Amendment of Effective Date
The Department of Labor (the Department or DOL) proposes to amend the effective date of Wage Methodology for the Temporary Non- agricultural Employment H-2B Program; Final Rule, 76 FR 3452, January 19, 2011, (the Wage Rule). The Wage Rule revised the methodology by which the Department calculates the prevailing wages to be paid to H-2B workers and United States (U.S.) workers recruited in connection with a temporary labor certification for use in petitioning the Department of Homeland Security to employ a nonimmigrant worker in H-2B status. The effective date of the Wage Rule was set at January 1, 2012.
Federal-State Extended Benefits Program-Methodology for Calculating “on” or “off” Total Unemployment Rate Indicators for Purposes of Determining When a State Begins and Ends an Extended Benefit Period

This Notice announces final allotments for PY 2011 for the WIA, Section 166 program. The WIA allotments for the Section 166 program are based on formulas defined at 20 CFR 668.296 and 20 CFR 668.440.
Workforce Investment Act of 1998 (WIA); Notice of Incentive Funding Availability for Program Year (PY) 2009 Performance; Correction
The Employment and Training Administration (ETA) published in the Federal Register on May 9, 2011, an announcement from the Department of Labor, in collaboration with the Department of Education, regarding which states are eligible to apply for WIA (Pub. L. 105-220, 29 U.S.C. 2801 et seq.) incentive awards under WIA section 503. The May 9, 2011, announcement did not include the appendix referencing which states passed the WIA portion and Adult Education and Family Literacy Act of the incentives review, respectively; the notice has been updated to include this appendix. Please note that no information has changed on the notice, nor has the number of states eligible for incentive funding.

Employment and Training Administration Program Year (PY) 2011 Workforce Investment Act (WIA) Allotments to Outlying Areas
This Notice announces PY 2011 WIA Title I Youth, Adult and Dislocated Worker Activities program allotments for outlying areas. The WIA allotments for the outlying areas are based on a formula determined by the Secretary. As required by WIA section 182(d), on February 17, 2000, a Notice of the discretionary formula for allocating PY 2000 funds for the outlying areas (American Samoa, Guam, Marshall Islands, Micronesia, Northern Marianas, Palau, and the Virgin Islands) was published in the Federal Register at 65 FR 8236 (February 17, 2000). The rationale for the formula and methodology was fully explained in the February 17, 2000, Federal Register Notice. The formula for PY 2011 is the same as used for PY 2000 and is described in the section on Youth Activities program allotments. Comments are invited on the formula used to allot funds to the outlying areas.
Notice of Funding Opportunity and Solicitation for Grant Applications (SGA) for Cooperative Agreements Under the Disability Employment Initiative (DEI)
The Employment and Training Administration (ETA), in coordination with Department of Labor's (DOL's) Office of Disability Employment Policy (ODEP) announces the availability of approximately $20 million for a second round of cooperative agreements to state agencies that administer the Workforce Investment Act (WIA). These funds provide an opportunity for states to develop and implement a plan for improving effective and meaningful participation of persons with disabilities in the workforce. DOL is using this funding to implement the Disability Employment Initiative (DEI), through which the Department intends to make six to ten grant awards designed to: (1) Improve educational, training, and employment opportunities and outcomes of youth and adults with disabilities who are unemployed, underemployed, and/or receiving Social Security disability benefits; and (2) Help these individuals with disabilities find a path into the middle class through exemplary and model service delivery by the public workforce system. DOL will award DEI grants for a three-year period of performance. The complete SGA and any subsequent SGA amendments are described in further detail on ETA's Web site at https:// www.doleta.gov/grants or on https://www.grants.gov. The Web sites provide application information, eligibility requirements, review and selection procedures and other program requirements governing this solicitation.
Employment and Training Administration Program Year (PY) 2011 Workforce Investment Act (WIA) Section 167, National Farmworker Jobs Program (NFJP) Allocations
This Notice announces allocations for PY 2011 for the WIA Title I Section 167 National Farmworker Jobs Program (NFJP) program. The NFJP allocations are distributed to the State service areas by a formula that estimates, by State, the relative demand for NFJP services. The formula factors used to allocate funds for the NFJP were published in the Federal Register on May 19, 1999. The notice explained the purpose of the formula; i.e., distributing funds geographically by State service area on the basis of each area's relative share of farmworkers who are eligible for enrollment in the NFJP. The data used in the formula are comprised of a combination of data sets that were selected to yield the relative share distribution across States of eligible farmworkers. While the data factors used in the formula remain unchanged since their development in 1999, the data sets were last updated in 2005 with data from the 2000 Census, the 2003 National Agricultural Workers Survey (NAWS), and the 2002 Census of Agriculture.
