Proposed Priorities, Requirements, and Selection Criteria-Technical Assistance and Dissemination To Improve Services and Results for Children With Disabilities-The Individuals With Disabilities Education Act (IDEA) Paperwork Reduction Planning and Implementation Program
The Department of Education (Department) proposes priorities, requirements, and selection criteria for the IDEA Paperwork Reduction Planning and Implementation Program, Catalog of Federal Domestic Assistance (CFDA) number 84.326F. The Department may select as many as 15 States to receive support in planning for and implementing waivers of statutory requirements of, or regulatory requirements relating to, IDEA Part B to reduce excessive paperwork and noninstructional time burdens that do not assist in improving educational and functional results for children with disabilities. The Department may use the priorities, requirements, and selection criteria in this document for competitions in fiscal year (FY) 2020 and later years. The IDEA Paperwork Reduction Planning and Implementation Program focuses on an identified national need to reduce the paperwork burden associated with the requirements of IDEA Part B while preserving the rights of children with disabilities and promoting academic achievement.

Extension of the Application Deadline Date; Applications for New Awards; Magnet Schools Assistance Program
On March 10, 2020, we published in the Federal Register (85 FR 13878) a notice inviting applications (NIA) for the fiscal year (FY) 2020 Magnet Schools Assistance Program competition, Catalog of Federal Domestic Assistance (CFDA) number 84.165A. The NIA established a deadline date of May 26, 2020 for the transmittal of applications. This notice extends the deadline date for transmittal of applications until June 30, 2020 and extends the date of intergovernmental review until August 28, 2020. It also extends the date for proof of approval of all modifications to court-ordered desegregation plans to July 28, 2020.
Impact Aid Program; Extension of the Application Amendment Deadline
The Department of Education (Department) extends the Fiscal Year (FY) 2021 application amendment period for Impact Aid program (IAP) applications, CFDA number 84.041, under sections 7002 and 7003 of the Elementary and Secondary Education Act of 1965, as amended (ESEA). We extend the application amendment deadline from June 30, 2020, to August 31, 2020, by 11:59:59 p.m., to allow local educational agencies (LEAs) impacted by the extraordinary circumstances related to the COVID-19 pandemic additional time to submit their amended applications.

The Individuals with Disabilities Education Act (IDEA) established the National Instructional Materials Access Center (NIMAC) in 2004 to assist State educational agencies (SEAs) and local educational agencies (LEAs) with producing accessible instructional materials for students with print disabilities. The U.S. Department of Education (Department) issues this final notice of interpretation to clarify that the definition of ``print instructional materials'' in IDEA includes digital instructional materials.

Notice of Waivers Granted Under Section 8401 of the Elementary and Secondary Education Act of 1965 (ESEA)
In this notice, we announce waivers related to assessments, accountability and school identification, and related reporting requirements that the U.S. Department of Education (Department) granted under section 8401 of the ESEA because of widespread school closures due to the novel Coronavirus disease 2019 (COVID-19).
Nondiscrimination on the Basis of Sex in Education Programs or Activities Receiving Federal Financial Assistance
The Secretary of Education amends the regulations implementing Title IX of the Education Amendments of 1972 (Title IX). The final regulations specify how recipients of Federal financial assistance covered by Title IX, including elementary and secondary schools as well as postsecondary institutions, (hereinafter collectively referred to as ``recipients'' or ``schools''), must respond to allegations of sexual harassment consistent with Title IX's prohibition against sex discrimination. These regulations are intended to effectuate Title IX's prohibition against sex discrimination by requiring recipients to address sexual harassment as a form of sex discrimination in education programs or activities. The final regulations obligate recipients to respond promptly and supportively to persons alleged to be victimized by sexual harassment, resolve allegations of sexual harassment promptly and accurately under a predictable, fair grievance process that provides due process protections to alleged victims and alleged perpetrators of sexual harassment, and effectively implement remedies for victims. The final regulations also clarify and modify Title IX regulatory requirements regarding remedies the Department may impose on recipients for Title IX violations, the intersection between Title IX, Constitutional protections, and other laws, the designation by each recipient of a Title IX Coordinator to address sex discrimination including sexual harassment, the dissemination of a recipient's non- discrimination policy and contact information for a Title IX Coordinator, the adoption by recipients of grievance procedures and a grievance process, how a recipient may claim a religious exemption, and prohibition of retaliation for exercise of rights under Title IX.

Virtual Meetings
The National Assessment Governing Board (hereafter referred to as Governing Board) announces two meetings that will be conducted via videoconference. The first videoconference will be held by the Governing Board's Executive Committee on May 14, 2020 and will be closed to the public. The second videoconference will be a meeting of the full Board scheduled on May 15, 2020. This meeting will be open to the public, with visual and audio access. This notice sets forth the agenda for the two meetings and meeting participation guidelines. Notice of the full Board meeting is required under Sec. 10(a)(2) of the Federal Advisory Committee Act (FACA). This notice is published less than 15 days prior to the meetings due to scheduling delays resulting from the pandemic. The COVID-19 impact has required a change in rescheduling the meeting from an in-person meeting to a virtual meeting.

Final Priorities-Competitive Grants for State Assessments Program
The Assistant Secretary for Elementary and Secondary Education announces priorities under the Competitive Grants for State Assessments (CGSA) program, Catalog of Federal Domestic Assistance (CFDA) number 84.368A. The Assistant Secretary may use these priorities for a competition in fiscal year (FY) 2020 and in later years. We take this action to focus Federal financial assistance related to student assessments on innovative assessments. We intend the priorities to increase the number of States requesting and, then, using flexibility under the Innovative Assessment Demonstration Authority (IADA) and to support high-quality work among those States that do so. Given the national emergency related to the novel coronavirus (COVID-19), flexible approaches to education, including innovative, formative, and competency-based assessments such as those that these priorities will support, are essential for students, parents, and educators.
