Proposed Waiver and Extension of the Project Period for a Grant That Provides Rehabilitation Short-Term Training to the Client Assistance Program (CAP)
The Secretary proposes to waive the requirements in the Education Department General Administrative Regulations that generally prohibit project periods exceeding five years and project period extensions involving the obligation of additional Federal funds. The proposed waiver and extension would enable the Rehabilitation Short- Term Training to the CAP under Catalog of Federal Domestic Assistance (CFDA) number 84.246K to receive funding for an additional performance period of one year, not to exceed September 30, 2021.
Proposed Priorities-Innovative Rehabilitation Training Program
The Assistant Secretary for the Office of Special Education and Rehabilitative Services proposes priorities under the Innovative Rehabilitation Training program, Catalog of Federal Domestic Assistance (CFDA) numbers 84.263D/E/F. The Assistant Secretary may use one or more of these priorities for competitions in fiscal year (FY) 2020 and later years. We take this action to improve employment outcomes and raise expectations for all people with disabilities. The program funds time- limited pilot innovative rehabilitation training projects to develop, refine, implement, evaluate, and disseminate innovative methods of training vocational rehabilitation (VR) personnel to support the work of the State VR agencies in the following topic areas: Client Assistance Program (84.263D); assisting and supporting individuals with disabilities pursuing self-employment, business ownership, and telecommuting (84.263E); and field-initiated projects in an area related to VR (84.263F).

Proposed Priority and Definitions-State Personnel Development Grants
The Office of Special Education and Rehabilitative Services (OSERS) proposes a funding priority and definitions under the State Personnel Development Grants (SPDG) program, which assists States in reforming and improving their systems for personnel preparation and personnel development in order to improve results for children with disabilities. We take this action to focus attention on the need to improve results for children with disabilities by empowering personnel to select professional development activities to improve their ability to serve children with disabilities. The Department may use the proposed priority and definitions for competitions in fiscal year (FY) 2020 and later years.
Extension of the Application Deadline Date; Applications for New Awards; Office of Indian Education (OIE) Formula Grant to Local Educational Agencies
On February 7, 2020, we published in the Federal Register a notice of application deadline for the fiscal year (FY) 2020 OIE Formula Grants, Catalog of Federal Domestic Assistance (CFDA) number 84.060. On March 2, 2020, we published in the Federal Register a notice correcting the original notice of application deadline to extend the deadline for Part I of the OIE Formula Grant application, and updated the program contact information. This notice extends the deadline date for transmittal of Part II of Electronic Application System for Indian Education (EASIE) applications until June 19, 2020 at 11:59 p.m.

The mission of the Office of Special Education and Rehabilitative Services (OSERS) is to improve early childhood, educational, and employment outcomes and raise expectations for all people with disabilities, their families, their communities, and the Nation. As such, the Department of Education (Department) is issuing a notice inviting applications for new awards for fiscal year (FY) 2020 for Parent Information and Training Program-Technical Assistance for Parent Training and Information Centers, Catalog of Federal Domestic Assistance (CFDA) number 84.235G. The national center under this competition is designed to provide technical assistance to, and coordination among, the State-level Parent Training and Information (PTI) centers that are funded under section 303(c) of the Rehabilitation Act, known as the Rehabilitation Services Administration (RSA) PTI centers, and to establish and maintain partnerships with the State-level PTI centers established pursuant to section 671 and 681(d) of the Individuals with Disabilities Education Act (IDEA), known as the Office of Special Education Programs (OSEP)-funded PTIs. This notice relates to the approved information collection under OMB control number 1820-0028.

Distance Education and Innovation; Correction
On April 2, 2020, the Department published in the Federal Register a notice of proposed rulemaking to amend the general, establishing eligibility, maintaining eligibility, and losing eligibility sections of the Institutional Eligibility regulations issued under the Higher Education Act of 1965, as amended (HEA), related to distance education and innovation. In that document, the Secretary also proposes to amend the Student Assistance General Provisions regulations issued under the HEA. This document corrects the name, telephone number, and email address of the individual to whom postal mail, commercial delivery, or hand delivery should be addressed and to whom requests for further information should be directed.
Proposed Priorities, Requirements, Definition, and Selection Criteria-Education Innovation and Research- Teacher-Directed Professional Learning Experiences
The Assistant Secretary for the Office of Elementary and Secondary Education proposes priorities, requirements, definition, and selection criteria under the Education Innovation and Research (EIR) program, Catalog of Federal Domestic Assistance (CFDA) numbers 84.411A/ B/C. The Assistant Secretary may use these priorities, requirements, definition, and selection criteria for competitions in fiscal year (FY) 2020 and later years. The Department proposes these priorities, requirements, definition, and selection criteria to support competitions under the EIR program for the purpose of developing, implementing, and evaluating teacher-directed professional learning projects designed to enhance instructional practice and improve achievement and attainment for high-need students. The Department believes that teacher-directed professional development provided through such projects may be more effective in improving instructional practice and student outcomes than the one-size-fits-all professional development activities often funded by school systems in response to districtwide improvement goals.

We take this action to focus Federal financial assistance on identified national needs and to improve employment outcomes under the Vocational Rehabilitation (VR) program and raise expectations for all people with disabilities. We intend the VRTAC-QM to provide training and technical assistance to State VR agencies that will better enable VR personnel to manage available resources, improve effective service delivery, and increase the number and quality of employment outcomes for individuals with disabilities. We intend the VRTAC-QE to provide training and technical assistance to State VR agencies that will better enable VR personnel, especially VR counselors, to implement innovative and effective VR and employment strategies and practices to increase the number and quality of employment outcomes for individuals with disabilities.
