Final Priority-Promise Zones
The Secretary of Education (Secretary) announces a priority that the Department of Education (Department) may use for any appropriate discretionary grant program in fiscal year (FY) 2014 and future years. Through this action, we intend to focus Federal financial assistance on expanding the number of Department programs and projects that support activities in designated Promise Zones. This action will permit all offices in the Department to use this priority, as appropriate, in any discretionary grant competition.

Request for Information on the Use of Results Data in Making Determinations Under Sections 616(d)(2) and 642 of the Individuals With Disabilities Education Act (IDEA)
The U.S. Department of Education (Department) is requesting stakeholder input on how best to use results data (e.g., performance on assessments, graduation rates, and early childhood outcomes) in its accountability system under the IDEA. We believe that the Department must provide greater support to States' efforts to improve results for infants, toddlers, children and youth with disabilities (children with disabilities). We need to ensure that States focus not only on complying with provisions of the law, but also on improving results for children with disabilities.

Program Integrity: Gainful Employment
The Secretary proposes to amend the regulations on institutional eligibility under the Higher Education Act of 1965, as amended (HEA), and the Student Assistance General Provisions to establish measures for determining whether certain postsecondary educational programs prepare students for gainful employment in a recognized occupation, and the conditions under which these educational programs remain eligible under the Federal Student Aid programs authorized under title IV of the HEA (title IV, HEA programs).
Notice Extending the Application Deadline for Fiscal Year 2015 Awards; Impact Aid Section 8002 Grant Program
The Secretary extends to April 30, 2014, the deadline date for the submission of applications for fiscal year (FY) 2015 awards under the Impact Aid Section 8002 Grant Program. Impact Aid regulations specify that the annual application deadline is January 31. However, the Secretary extends this deadline because of application changes necessitated by amendments in the FY 2013 National Defense Appropriation Act, and the time needed to implement subsequent technology upgrades to the application package.

We intend the priority to address a gap in the types of institutions, faculty, and students that have historically benefitted from the instruction, training, and outreach available at national resource centers and to address a shortage in the number of teachers entering the teaching profession with international education and world language training certification and credentials.

Proposed Waiver and Extension of the Project Period for the Literacy Information and Communication System Regional Professional Development Centers
For the current 36-month grant projects under the Literacy Information and Communication System (LINCS) Regional Professional Development Centers (RPDC) program, the Secretary proposes to: (1) Waive the restriction against project period extensions involving the obligation of additional Federal funds; and (2) extend for an additional 12 months the project period of these grants. The Secretary proposes this action because we do not believe that it would be in the public interest to hold a LINCS RPDC competition in FY 2014, the same year in which the Department's LINCS Resource Collection contract and the LINCS technical services contract will end. This proposed one-year extension of the LINCS RPDC project period is intended to ensure seamless technical assistance service delivery to our adult education customers.
