The U.S. Army Corps of Engineers (Corps) is proposing to amend its regulations for two existing danger zones that are located adjacent to the rifle range and pistol range at the U.S. Marine Corps Recruit Depot Parris Island in Beaufort County, South Carolina. These danger zones were established in the 1960s. The proposed amendments include reformatting the existing regulations for clarity, modifying the boundaries of the danger zones, and modifying the hours of range operations from 6:30 a.m. to 5 p.m. to 6 a.m. to 5 p.m. Monday through Friday. These amendments will enhance the ability of the U.S. Marine Corps to provide for the safe operation of the existing rifle and pistol ranges.

In September 2009, the Los Angeles District of the U.S. Army Corps of Engineers (Corps) and the Los Angeles Harbor Department published a joint final Environmental Impact Statement/Environmental Impact Report (EIS/EIR), including the Corps' draft general conformity determination (Section 3.2 and Appendix D.7), for the Federal action associated with the San Pedro Waterfront Project (Project) in the Port of Los Angeles, Los Angeles County, California. Comments were received on the final EIS/EIR and included draft general conformity determination until October 29, 2009. A general conformity determination was necessary because Project construction would require Federal action (i.e., issuance of a Corps permit for work and structures in and over navigable waters, discharges of fill into waters of the U.S., and transport and disposal of dredged material in ocean waters) and not all the Federal action's direct and indirect emissions would be below specified de minimis thresholds (40 CFR 93.153(b)). On May 9, 2011 and May 11, 2011, the Corps made a final general conformity determination and completed its environmental review and executed the Record of Decision (ROD), respectively, for the Federal action associated with the Project. The Corps considered and responded to all comments received in making the final general conformity determination and executing the ROD. National Wetland Plant List

The National Wetland Plant List (NWPL) is used to delineate wetlands for purposes of the Clean Water Act and the Wetland Conservation Provisions of the Food Security Act. Other applications of the list include wetland restoration, establishment, and enhancement projects. To update the NWPL, the U.S. Army Corps of Engineers (Corps), as part of an interagency effort with the U.S. Environmental Protection Agency (EPA), the U.S. Fish and Wildlife Service (FWS) and the U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS), is announcing the availability of the draft National Wetland Plant List (NWPL) and its web address to solicit public comments. The public will now be provided the opportunity to comment and vote on the wetland indicator status ratings of the plants, species nomenclature changes and the revisions to the definition of indicator status ratings contained in the NWPL.

In a November 16, 2010, Federal Register Notice (75 FR 69983), the U.S. Army Corps of Engineers (USACE), Chicago District announced in a notice of intent that it will prepare a feasibility report and an environmental impact statement (EIS) for GLMRIS, and it will host a public scoping meeting in Chicago, Illinois, on December 15, 2010. In a December 8, 2010, Federal Register Notice (75 FR 76447), USACE announced the metropolitan locations where USACE would be hosting nine (9) additional public scoping meetings for GLMRIS. The December 8, 2010, notice did not include specific meeting details. This notice announces the venues, dates and times of these nine (9) public scoping meetings and also announces USACE's intent to host two (2) additional public scoping meetings in Milwaukee, Wisconsin and New Orleans, Louisiana. USACE, in consultation with other federal agencies, Native American tribes, state agencies, local governments and non-governmental organizations, is conducting a feasibility study of the options and technologies that could be applied to prevent aquatic nuisance species (ANS) transfer between the Great Lakes and Mississippi River basins through aquatic pathways.

The Alaska District, U.S. Army Corps of Engineers (USACE) intends to prepare an SEIS to identify and analyze the potential impacts associated with the proposed Chuitna Coal Project. It is anticipated that the Environmental Protection Agency (EPA), the Native Village of Tyonek (NVT), the U.S. Fish and Wildlife Service (USFWS), and the Alaska Department of Natural Resources (ADNR) will participate as cooperating agencies in the SEIS development process. The USACE will be evaluating a permit application for work under Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act. The SEIS will be used as a basis for the Corps' permit decision and to ensure compliance with the National Environmental Policy Act (NEPA). The SEIS will also address issues related to the Alaska Surface Coal Mining Control and Reclamation Act (ASCMCRA) permit, which governs all aspects of the mining operation and infrastructure.

The St. Paul District of the U.S. Army Corps of Engineers (St. Paul District) will prepare a Supplement to the Draft Environmental Impact Statement and Feasibility Study (EIS/FS) for a Proposed Fargo- Moorhead Flood Risk Management Project on the Red River of the North in Fargo, ND, and Moorhead, MN (Proposed Fargo-Moorhead Project). On June 11, 2010, the St. Paul District published a notice of availability of the Draft EIS/FS. The U.S. Army Corps of Engineers has now decided to prepare a Supplemental Draft EIS/FS to further evaluate impacts of a Proposed Fargo-Moorhead Project and potential measures to mitigate for those impacts. The Supplemental Draft EIS/FS should be available for public review and comment in the spring of 2011.

Preparation of the PEIS for Modernization of Training Infrastructure at Pōhakuloa Training Area, HI

The United States Army Pacific (USARPAC) and United States Army Garrison, Hawai`i (USAG-HI) intend to prepare a Programmatic Environmental Impact Statement (PEIS) for modernizing training ranges, training support infrastructure (roads and utilities), and training support facilities in the cantonment area at P[omacr]hakuloa Training Area (PTA) to meet better the readiness needs of military units in Hawai`i. The PEIS will evaluate PTA's long-term vision for modernizing training ranges, training support infrastructure, and the cantonment area to improve a current shortfall in collective (group) live-fire training capabilities for units stationed in Hawai`i. The PEIS also includes an analysis for constructing and operating an Infantry Platoon Battle Area (IPBA) that would include an Infantry Platoon Battle Course (IPBC), Live-fire Shoothouse, and Military Operations on Urban Terrain (MOUT) facility. The IPBC would augment the existing non-standard IPBC (located at Range 10 on PTA), which is undersized and cannot be modernized in its current footprint. The Range 10 IPBC would continue to be used for non-standard collective live-fire training exercises. Many of the training ranges and infrastructure at PTA do not meet current doctrinal training and standard range design requirements. Many of the range assets at PTA also do not have sufficient throughput capacity to meet collective live-fire training requirements. Alternatives analyzed in the PEIS will consider modernizing the training ranges, training support infrastructure, and the cantonment area at PTA, and a No Action alternative. Under the No Action alternative, the Army would continue utilizing current training lands and facilities as efficiently as possible. The PEIS will also present a range of alternatives for the IPBA at either the Western Range Area of PTA, Charlie's Circle, or along the southwest side of Range 20, or to not build and operate the IPBA at all. The primary environmental issues to be analyzed in the PEIS include (but are not limited to) air quality, traffic, biological resources, cultural resources, public services and utilities, wildfires, and hazardous materials and waste. There could be significant impacts to cultural resources, air quality, and risk from igniting wildfires. Also, we anticipate that some federally-listed threatened or endangered plants would be affected. Predicted environmental impacts associated with implementing the initial range project of constructing and operating the IPBA will be analyzed to include an increase in vehicle traffic, air quality impacts, and live-fire activities at currently underutilized range locations at PTA. The proposed action may increase the risk of igniting wildfires or may result in a loss of cultural resources. The Army will identify mitigation measures that could be implemented to reduce or eliminate adverse impacts to the environmental resources.

Reference the Notice of Intent published in the Federal Register on Tuesday, November 16, 2010, Volume 75, number 220, pages 69983-5. This notice contains corrections and clarifications to this November 16, 2010 notice, extends the public comment period and identifies additional locations for the GLMRIS public scoping meetings. The Corps of Engineers is proposing to amend an existing permanent danger zone in the waters of the Upper Machodoc Creek and the Potomac River in the vicinity of Dahlgren in King George County, Virginia. The Naval Surface Warfare Center, Dahlgren conducts research, development, testing and evaluation of national defense systems on the Potomac River Test Range. Many of the tests are hazardous operations presenting a danger to persons or property in the danger zone. The proposed amendment is necessary to protect the public from hazardous operations such as firing large and small caliber guns and projectiles, aerial bombing, use of directed energy and operating manned or unmanned watercraft. The proposed amendment adds a 100-yard buffer to the Middle Danger Zone to prevent public contact with unexploded ordnance along the shoreline of Naval Surface Warfare Center, Dahlgren within this zone.

The U.S. Army Corps of Engineers (Corps) is making available to the public all work products of the Chetco River Gravel Mining Executive and Technical Teams. These work products consist of meeting agendas, meeting minutes, reports, and other documents related to the proposed Chetco River Gravel Mining Regional General Permit and the evaluation of commercial gravel mining activities in other river systems within the state of Oregon. The Department of the Army announces the availability of the ROD for the construction and operation of up to twelve range projects and two garrison support facilities at Fort Stewart. The Army, through the ROD, selects Alternative B for implementation. Alternative B includes sites for projects that predominantly utilize footprints of existing ranges, limits construction and restrictions on existing maneuver terrain, are located in relative close proximity to the cantonment area to reduce unit transit time, and have less overall environmental impacts. Notice of Availability of a Draft Programmatic Environmental Impact Statement (PEIS) for the Growth, Realignment, and Stationing of Army Aviation Assets

The Department of the Army announces the availability of the Draft PEIS for the proposed growth, realignment, and stationing of new and existing Army aviation assets. The proposed action includes the consolidation and reorganization of existing aviation units, and the potential establishment of one or more Combat Aviation Brigades (CABs). The proposed action will increase the availability of helicopter assets to meet current and future national security requirements and will allow the Army better to organize existing aviation assets to promote more effective training and force management. The Draft PEIS evaluates the environmental impacts associated with the proposed action, which also includes the construction and renovation of garrison facilities, as well as additional training needed to support the aviation units. Land acquisition is not being considered as part of this action. The Draft PEIS considers the following alternatives: Alternative 1Realign and Station Existing Aviation Elements of Up to a Full CAB or Activate and Station a New CAB at Fort Carson, Colorado. Under this alternative, the Army either will consolidate existing aviation units not currently assigned to a CAB into a standard CAB structure at Fort Carson or activate a new CAB at Fort Carson. As part of this alternative, aviation units will conduct training on existing land at Pinon Canyon Maneuver Site (PCMS), Colorado, in order to maintain training proficiency and support integrated training with ground units. Land acquisition is not being considered as part of this action. Alternative 2Realign and Station Existing Aviation elements of Up to a Full CAB or Grow, Station and Activate a CAB at Joint Base Lewis- McChord (JBLM) Washington. Under this alternative, the Army either will consolidate existing aviation units not currently assigned to a CAB into a standard CAB structure at JBLM or activate a new CAB at JBLM. As part of this alternative, aviation units will conduct training on existing training land at Yakima Training Center (YTC), Washington, in order to maintain training proficiency and support integrated training with ground units. Land acquisition is not being considered as part of this action. Alternative 3Implement Alternatives 1 and 2 (preferred alternative). Under this alternative, the Army will implement both alternatives. Under this alternative, the consolidated units forming a CAB would be stationed at one installation, and the new CAB would be activated and stationed at the other installation. Fort Carson and JBLM would each gain up to one CAB. As part of this alternative, aviation units would conduct training on existing training land at the installation's training maneuver area (PCMS for Fort Carson and YTC for JBLM) in order to maintain training proficiency and support integrated training with ground units. Alternative 4No Action Alternative. Under this alternative, the Army would retain its aviation force structure at its current levels, configurations, and locations. Fort Carson and JBLM are the only stationing alternatives that meet all of the Army's stationing requirements for new CAB stationing. These locations have existing runways and airfields, provide adequate maneuver and airspace for CAB operations, and are equipped with existing training ranges that can support CAB training. Most importantly, Fort Carson and JBLM are the only major installations that have three or more Brigade Combat Teams but no CAB dedicated to provide aviation support for training. The proposed action would allow the Army to maximize integrated air-ground training. Land acquisition is not being considered as part of this action.
