Notice of Development of the U.S. Department of Labor, Employment and Training Administration's Five-Year Research and Evaluation Strategic Plan for 2010-2015; Request for Public Comment
Notice is hereby given on the development of the U.S. Department of Labor (Department), Employment and Training Administration's (ETA) Five-Year Research and Evaluation Strategic Plan for 2010-2015, hereafter referred to as the ``Research Plan.'' The Research Plan is required under the Workforce Investment Act (WIA) of 1998 (29 U.S.C. 2916(a)). The Research Plan sets a research agenda by identifying high priority topics for potential pilot, demonstration, multiservice, multistate, research, and evaluation efforts that should be examined over the next five years. The draft Research Plan was based on a consultation process of internal and external stakeholders. This request for public comment is another opportunity for ETA to receive additional stakeholder feedback as part of its process in finalizing the Research Plan and transmitting it to Congress. Comment Request for Extension of a Currently Approved Information Collection: Labor Condition Application and Instructions for H-1B, H-1B1, and E-3 Nonimmigrants; Forms ETA 9035, ETA 9035E and ETA 9035CP and WHD Nonimmigrant Worker Information Form WH-4, OMB Control No. 1205-0310
The Department of Labor (Department), as part of its continuing effort to reduce paperwork and respondent burden, is conducting a pre-clearance consultation to provide the general public and Federal agencies with an opportunity to comment on the continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA), 44 U.S.C. 3506(c)(2)(A). The Department undertakes this consultation to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Through this notice, the Employment and Training Administration (ETA) is soliciting comments concerning the extension of the approval for the information collection, Office of Management and Budget (OMB) Control Number 1205-0310, containing Form ETA 9035Labor Condition Application for Nonimmigrant Workers; Form ETA 9035ELabor Condition Application for Nonimmigrants (electronic version); Form ETA 9035CPGeneral Instructions for the 9035 & 9035E; Form ETA 9035CP Appendix IMapping of 3-Digit DOT Codes to SOC/O*NET Job Titles; Form ETA 9035CP Appendix IISample of Acceptable Wage Survey Sources; and Wage and Hour Division (WHD) Form WH-4Nonimmigrant Worker Information Form, which expire on January 31, 2012. Announcement of Updated Funding Availability for H-1B Technical Skills Training Grants
On May 3, 2011, the Employment and Training Administration (ETA) published a notice in the Federal Register announcing the availability of $240 million for the H-1B Technical Skills Training Grants to be awarded through a competitive process in SGA/DFA PY 10-13. Through this notice, ETA clarifies existing language in Section II.A of the Solicitation for Grant Application (SGA).
Migrant and Seasonal Farmworkers (MSFWs) Monitoring Report and One-Stop Career Center Complaint/Referral Record: Comments
The Department of Labor, as part of its continuing effort to reduce paperwork and respondent burden, conducts a pre-clearance consultation program to provide the general public and Federal agencies with an opportunity to comment on proposed and/or continuing collections of information in accordance with the Paperwork Reduction Act of 1995 (PRA95) [44 U.S.C. 3506(c)(2)(A)]. This program helps to ensure that requested data can be provided in the desired format, reporting burden (time and financial resources) is minimized, collection instruments are clearly understood, and the impact of collection requirements on respondents can be properly assessed. Currently, the Employment and Training Administration (ETA) is soliciting comments concerning the proposed extension of the expiration date without revision for ETA Form 5148, Services to Migrant and Seasonal Farm Workers Report, and an extension with revision for ETA Form 8429, One-Stop Career Center Complaint/ Referral Record, to March 1, 2015. The changes incorporated to ETA Form 8429 include the following: (1) In Part I, of item 8, increased the space provided for description of complaint, (2) in Part II, of items 2 and 3, added the word ``Job Service,'' and (3) Part II, item 9 at the bottom added ``Complaint resolved? [squ] Yes [squ] NoIf ``No,'' explain.'' The current Office of Management and Budget (OMB) Information Collection Request (ICR) authorization number 1205-0039 expires on February 29, 2012.
