Adjustment of Indemnification Amount for Inflation
The Department of Energy (DOE or the Department) is announcing the adjusted amount of indemnification provided under subsection 170d. of the Atomic Energy Act of 1954 (AEA), commonly known as the Price- Anderson Act. Subsection 170t. of the AEA requires an inflation adjustment of the indemnification amount at least once during each 5- year period following July 1, 2003, in accordance with the aggregate percentage change in the Consumer Price Index (CPI). This notice announces $16,592,154,000 as the fourth inflation-adjusted indemnification amount based on the aggregate percentage change in the CPI during the 5-year period from July 1, 2018 to July 1, 2023.

In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-583, Annual Kilowatt Generating Report (Annual Charges), which will be submitted to the Office of Management and Budget (OMB) for a review of the information collection requirements.
Privacy Act of 1974; System of Records
As required by the Privacy Act of 1974 and the Office of Management and Budget (OMB) Circulars A-108 and A-130, the Department of Energy (DOE or the Department) is publishing notice of a modification to an existing Privacy Act System of Records. DOE proposes to amend System of Records DOE-66 Power Sales to Individuals. This System of Records Notice (SORN) is being modified to align with new formatting requirements, published by the Office of Management and Budget, and to ensure appropriate Privacy Act coverage of business processes and Privacy Act information. While there are no substantive changes to the ``Categories of Individuals'' or ``Categories of Records'' sections covered by this SORN, substantive changes have been made to the ``System Locations,'' ``Routine Uses,'' and ``Administrative, Technical and Physical Safeguards'' sections to provide greater transparency. Changes to ``Routine Uses'' include new provisions related to responding to breaches of information held under a Privacy Act SORN as required by OMB's Memorandum M-17-12, ``Preparing for and Responding to a Breach of Personally Identifiable Information'' (January 3, 2017). Language throughout the SORN has been updated to align with applicable Federal privacy laws, policies, procedures, and best practices.

Notice of Availability of National Transmission Needs Study
The U.S. Department of Energy (DOE) gives notice of availability of the final ``National Transmission Needs Study'' (Needs Study) pursuant to the Federal Power Act, which requires DOE to conduct a study of electric transmission capacity constraints and congestion every three years. The Needs Study will inform the potential exercise of DOE's National Interest Electric Transmission Corridor designation authority and the use of other DOE authorities and funding related to electric transmission.

National Nuclear Security Administration Advisory Committee for Nuclear Security
This notice announces a closed meeting of the Advisory Committee for Nuclear Security (ACNS). The Federal Advisory Committee Act requires that public notice of meetings be announced in the Federal Register. Due to national security considerations, the meeting will be closed to the public and matters to be discussed are exempt from public disclosure under Executive Order 13526, and the Atomic Energy Act of 1954.
Proposed Modifications to Open Access Transmission Tariff; Public Hearing and Opportunities for Public Review and Comment
Bonneville is initiating a proceeding pursuant to Bonneville's open access transmission tariff (Tariff) and the Federal Power Act to modify the non-rate terms and conditions for transmission and interconnection services in the Tariff. The proposed modifications to Bonneville's Tariff implement a first-ready, first-served cluster study process for all new large generator interconnection requests and establish the transition process available for pending requests received in Bonneville's queue as of 15 days after publication of this notice. The proposed modifications will be effective on June 30, 2024. Bonneville has designated this proceeding Docket No. TC-25.
Energy Conservation Program: Energy Conservation Standards for Dehumidifiers
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including dehumidifiers. EPCA also requires the U.S. Department of Energy (``DOE'') to periodically determine whether more stringent standards would be technologically feasible and economically justified, and would result in significant energy savings. In this notice of proposed rulemaking (``NOPR''), DOE proposes amended energy conservation standards for dehumidifiers, and also announces a public meeting to receive comment on these proposed standards and associated analyses and results.
