21st Century Energy Workforce Advisory Board
The U.S. Department of Energy (DOE or the Department) announces the establishment of the 21st Century Energy Workforce Advisory Board (EWAB), pursuant to the Infrastructure Investment and Jobs Act (hereafter, ``IIJA''), and in accordance with the Federal Advisory Committee Act (FACA), and the rules and regulations in implementation of that Act.
Energy Conservation Program: Notification of Petition for Rulemaking
On January 12, 2023, the Department of Energy (``DOE'') received a petition from the Association of Home Appliance Manufacturers (``AHAM'') to consider amendments to the conventional cooking products test procedure to allow a calculation in place of certain testing provisions for conventional cooking tops, clarify the definition of the term specialty cooking zone, clarify the equipment used to measure electric coil heating element diameter, and stay the effectiveness of any mandatory use of the test procedure. Through this notification, DOE seeks comment on the petition, as well as any data or information that could be used in DOE's determination whether to grant the petition.
Boulder Canyon Project
The Desert Southwest Region (DSW) of the Western Area Power Administration (WAPA) proposes an adjustment to the base charge and rates for fiscal year (FY) 2024 Boulder Canyon Project (BCP) electric service under Rate Schedule BCP-F11. The proposal would increase the base charge 3.5 percent from $66.8 million in FY 2023 to $69.1 million in FY 2024. The change is primarily the result of a decrease in prior year carryover funds from FY 2023. The proposed base charge and rates would go into effect on October 1, 2023, and remain in effect through September 30, 2024. Publication of this Federal Register notice will initiate the public process.
A Unified Data Framework for DOE Biological and Environmental Research
The Biological and Environmental Research (BER) Program, as DOE's coordinating office for research on biological systems, bioenergy, environmental science, and Earth system science, is seeking input on the need and the structure of a unified data framework that links or integrates existing data activities within BER. Information produced in response to this request may be used by the BER Advisory Committee (BERAC) to help inform and recommend to BER a strategy for next-generation data management and analysis within a unified framework.

Magnolia LNG, LLC; Request for Limited Extension to Start Date of Term of Authorization
The Office of Fossil Energy and Carbon Management (FECM) (formerly the Office of Fossil Energy) of the Department of Energy (DOE) gives notice (Notice) of receipt of a request (Request), filed by Magnolia LNG, LLC (Magnolia) on March 20, 2023. Magnolia requests an amendment to its existing authorization to export domestically produced liquefied natural gas (LNG) to non-free trade agreement countries set forth in DOE/FE Order No. 3909, as amended most recently in DOE/FECM Order No. 3909-Cspecifically, an extension of its deadline to commence export operations. Magnolia filed its request under the Natural Gas Act (NGA). Protests, motions to intervene, notices of intervention, and written comments are invited.
Gulfstream LNG Development, LLC; Application for Long-Term Authorization to Export Liquefied Natural Gas to Non-Free Trade Agreement Nations
The Office of Fossil Energy and Carbon Management (FECM) of the Department of Energy (DOE) gives notice (Notice) of receipt of an application (Application), filed by Gulfstream LNG Development, LLC (Gulfstream LNG) on March 10, 2023. Gulfstream LNG requests long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in a volume equivalent to 237.5 billion cubic feet per year (Bcf/yr) of natural gas from the proposed Gulfstream LNG Project, a LNG export project to be located in Plaquemines Parish, Louisiana. Gulfstream LNG filed the Application under the Natural Gas Act (NGA).
