Funding Opportunity for Consent-Based Siting Program; Extension of Application Deadline
On September 20, 2022, the Department of Energy (DOE or the Department) issued a $16 million funding opportunity announcement (FOA) to support community engagement with DOE's consent-based siting activities and foster the development of innovative community ideas and feedback related to the potential role that one or more federal consolidated interim storage facilities for commercial spent nuclear fuel may have in the community. The Department then published a notice of funding opportunity in the Federal Register on October 27, 2022, inviting applications. This notice extends the deadline date for transmittal of questions until January 16, 2023 and extends the deadline for submittal of FOA applications until January 31, 2023.

Southern LNG Company, L.L.C.; Application for Blanket Authorization To Export Previously Imported Liquefied Natural Gas to Non-Free Trade Agreement Countries on a Short-Term Basis
The Office of Fossil Energy and Carbon Management (FECM) (formerly the Office of Fossil Energy) of the Department of Energy (DOE) gives notice (Notice) of receipt of an application (Application), filed on December 16, 2022, by Southern LNG Company, L.L.C. (Southern LNG). Southern LNG requests blanket authorization to export liquefied natural gas (LNG) previously imported into the United States by vessel from foreign sources in a volume equivalent to 182.5 billion cubic feet (Bcf) of natural gas on a cumulative basis over a two-year period. Southern LNG filed the Application under the Natural Gas Act (NGA).
Energy Conservation Program: Test Procedure for Dishwashers
The U.S. Department of Energy (``DOE'') is amending the current test procedures for dishwashers, adopting a new test procedure appendix, incorporating by reference Association of Home Appliance Manufacturers (``AHAM'') standardsAHAM DW-1-2020 and DW-2-2020and applying certain provisions of the industry standards to the test procedures appendices. The amendments to the current appendix establish requirements for water hardness, relative humidity, and loading pattern; update requirements for ambient temperature, detergent dosage, and standby power measurement; and include testing approaches from published dishwasher waivers. The new test procedure appendix additionally includes provisions for a minimum cleaning index threshold to validate the selected test cycle and updated annual number of cycles and low-power mode hours for the calculation of annual energy consumption.
Applications for Permits To Site Interstate Electric Transmission Facilities
The Federal Energy Regulatory Commission proposes to revise its existing regulations governing applications for permits to site electric transmission facilities under section 216 of the Federal Power Act, as amended by the Infrastructure Investment and Jobs Act of 2021.
Inflation Adjustment of Civil Monetary Penalties
The Department of Energy (``DOE'') publishes this final rule to adjust DOE's civil monetary penalties (``CMPs'') for inflation as mandated by the Federal Civil Penalties Inflation Adjustment Act of 1990, as further amended by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 (collectively referred to herein as ``the Act''). This rule adjusts CMPs within the jurisdiction of DOE to the maximum amount required by the Act.
