Millennium Challenge Corporation – Federal Register Recent Federal Regulation Documents

In accordance with Section 610(b)(2) of the Millennium Challenge Act of 2003 (22 U.S.C. 7701-7718), the Millennium Challenge Corporation (MCC) is publishing a summary of the Millennium Challenge Compact between the United States of America, acting through the Millennium Challenge Corporation, and the Republic of Ghana. Representatives of the United States Government and Ghana executed the Compact documents on August 5, 2014. The complete text of the Compact has been posted at mcc.gov.

The purpose of this document is to outline the procedures by which the Millennium Challenge Corporation proposes to respond to subpoenas or other official demands for information and testimony served upon itself or its employees.

This report is provided in accordance with section 608(d)(1) of the Millennium Challenge Act of 2003, Public Law 108-199, Division D, (the ``Act''), 22 U.S.C. 7708(d)(1).

Representatives of the United States Government and Georgia executed the Compact documents on July 26, 2013.

The Millennium Challenge Corporation (MCC) is reporting for the quarter October 1, 2012, through December 31, 2012, on assistance provided under section 605 of the Millennium Challenge Act of 2003 (22 U.S.C. 7701 et seq.), as amended (the Act), and on transfers or allocations of funds to other federal agencies under section 619(b) of the Act. The following report will be made available to the public by publication in the Federal Register and on the Internet Web site of the MCC (www.mcc.gov) in accordance with section 612(b) of the Act.

The Millennium Challenge Corporation (MCC) is reporting for the quarter January 1, 2012 through March 31, 2012, on assistance provided under section 605 of the Millennium Challenge Act of 2003 (22 U.S.C. 7701 et seq.), as amended (the Act), and on transfers or allocations of funds to other federal agencies under section 619(b) of the Act. The following report will be made available to the public by publication in the Federal Register and on the Internet Web site of the MCC (www.mcc.gov) in accordance with section 612(b) of the Act.

Section 608(d) of the Millennium Challenge Act of 2003 (the ``Act'') requires the Millennium Challenge Corporation to publish a report that identifies countries that are ``candidate countries'' for Millennium Challenge Account assistance during FY 2012. In December 2011, Congress enacted changes in MCC's FY 2012 appropriation that redefined candidate countries for FY 2012 as part of the Consolidated Appropriations Act, 2012 (Pub. L. 112-74) (the ``Appropriations Act'').\1\ While this does not affect the compact or threshold program eligibility decisions made at the December 2011 MCC Board meeting, it does alter the income classification of some candidate countries. As such, it is necessary for MCC to revise its FY 2012 Candidate Country Report. This revised report incorporates the new definitions and the subsequent reclassification of countries. The report is set forth in full below and updates the report published November 8, 2011 (76 FR 69291).

The following report will be made available to the public by publication in the Federal Register and on the Internet Web site of the MCC (https://www.mcc.gov) in accordance with section 612(b) of the Act.

This notice amends the previously published report entitled ``Report on the Criteria and Methodology for Determining the Eligibility of Candidate countries for Millennium Challenge Account Assistance for Fiscal Year 2011,'' which appeared October 4, 2010 in the Federal Register (Volume 75, Number 191, pages 61216-61219).
