Public Information Session Regarding Benin Compact Signing
The Millennium Challenge Corporation (``MCC'') will hold a public information meeting on Thursday, February 23, 2006 at the Institute for International Economics in Washington, DC. The meeting will inform interested parties about the MCC Compact with Benin, which will be signed on February 22, 2006. The event is being co-sponsored by MCC and the Center for Global Development. MCC's Chief Executive Officer, Ambassador John J. Danilovich, will be presenting remarks and members of the Benin Transaction Team, from both MCC and Benin, will participate in a panel discussion.
Notice of the Millennium Challenge Corporation Environmental Guidelines
On January 17, 2006, the Board of Directors of the Millennium Challenge Corporation (the ``Corporation'') approved the Corporation's Environmental Guidelines (``Environmental Guidelines'') and authorized the Corporation to apply them for the purpose of ensuring that projects funded under Millennium Challenge Compacts are environmentally sound, are designed to operate in compliance with relevant regulatory requirements, and, as required by section 605(e)(3) of the Millennium Challenge Act of 2003, are not likely to cause a significant environmental, health or safety hazard. In accordance with Section 610(b)(2) of the Millennium Challenge Act of 2003 (Pub. L. 108-199, Division D), the Millennium Challenge Corporation is publishing a detailed summary and text of the Millennium Challenge Compact between the United States of America, acting through the Millennium Challenge Corporation, and the Government of Georgia. Representatives of the United States Government and the Government of Georgia executed the Compact documents on September 12, 2005.
Report on the Criteria and Methodology for Determining the Eligibility of Candidate Countries for Millennium Challenge Account Assistance in FY 2006
This report to Congress is provided in accordance with Section 608(b) of the Millennium Challenge Act of 2003, 22 U.S.C.A. 7701, 7707(b) (the ``Act''). The Act authorizes the provision of Millennium Challenge Account (``MCA'') assistance to countries that enter into compacts with the United States to support policies and programs that advance the prospects of such countries achieving lasting economic growth and poverty reduction. The Act requires the Millennium Challenge Corporation (``MCC'') to take a number of steps in determining the countries that, based on their demonstrated commitment to just and democratic governance, economic freedom and investing in their people, will be eligible for MCA assistance during Fiscal Year 2006. These steps include the submission of reports to the congressional committees specified in the Act and the publication of Notices in the Federal Register that identify: 1. The countries that are ``candidate countries'' for MCA assistance during Fiscal Year 2006 based on their per-capita income levels and their eligibility to receive assistance under U.S. law and countries that would be candidate countries but for legal prohibitions on assistance (Section 608(a) of the Act); 2. The criteria and methodology that the Board of Directors of MCC (the ``Board'') will use to measure and evaluate the relative policy performance of the candidate countries consistent with the requirements of Section 607 of the Act in order to select ``eligible countries'' from among the ``candidate countries'' (Section 608(b) of the Act); and 3. The list of countries determined by the Board to be ``eligible countries'' for Fiscal Year 2006, including which of the eligible countries the Board will seek to enter into MCA compacts (Section 608(d) of the Act). This report sets out the criteria and methodology to be applied in determining eligibility for FY06 MCA assistance.

The Millennium Challenge Corporation (MCC) has no reporting items for the quarter of April 1, 2005, through June 30, 2005, with respect to either assistance provided under Section 605 of the Millennium Challenge Act of 2003 (Pub. The sum of $12,711,868 has been approved for assistance for development and/or implementation of a Compact under Section 609(g) to Nicaragua, Georgia, Lesotho, Ghana, Cape Verde and Senegal. Moreover, during this stated quarter, MCC's Board of Directors has approved four compacts totaling $609,851,488 for development assistance to Madagascar, Honduras, Nicaragua and Cape Verde. The following report shall be made available to the public by means of publication in the Federal Register and on the Internet Web site of the MCC (https://www.mcc.gov) in accordance with Section 612(b) of the Act.
Extension of Comment Period on Interim Environmental Guidelines
The Millennium Challenge Corporation (MCC) is extending until July 15, 2005, the period for interested persons to submit comments on the March 4, 2005 Notice of Interim Environmental Guidelines For Public Comment (Federal Register, Vol. 70, No. 42, pp. 10690-10693). In the March 4, 2005 Notice, MCC published the full text of its interim Environmental Guidelines and asked for public comments over a 90 day period. This period is being extended through July 15, 2005.
