International Aviation Safety Assessment (IASA) Program
On September 28, 2022, the FAA published a Policy Statement in the Federal Register that described policy changes to the FAA's International Aviation Safety Assessment (IASA) program as well as clarification or restatement of prior policy to "enhance engagement with civil aviation authorities (CAAs) through pre- and post-IASA assessment and to promote greater transparency." After receiving inquiries and questions about the changes described in that policy statement, the FAA is suspending implementation of the September 28, 2022, Policy Statement while the agency reassesses the policy. The policy statement published March 8, 2013, remains active.
Airworthiness Directives; Embraer S.A. Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2023-21-06, which applies to certain Embraer S.A. (Embraer) Model EMB- 505 airplanes. AD 2023-21-06 requires installing structural reinforcements on certain monuments and replacing certain floor support rivets. Since the FAA issued AD 2023-21-06, the FAA has determined that certain airplanes need to be re-assigned to a different group and certain re-identified floor support part numbers need to be corrected. This proposed AD would require installing structural reinforcements on monuments and replacing fasteners on the floor support, as specified in an Ag[ecirc]ncia Nacional de Avia[ccedil][atilde]o Civil (ANAC) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.

The FAA is correcting a final rule that was published in the Federal Register on July 18, 2024. The final rule amended Class D airspace extending upward from the surface for Fort Liberty, NC. This action corrects errors in the Class D legal description.

This action amends Class E airspace extending upward from 700 feet above the surface for Rockingham County NC Shiloh Airport, Reidsville, NC, to accommodate new area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures serving the airport.

Establishment of United States Area Navigation (RNAV) Route Q-108 and Revocation of RNAV Route Q-104; Eastern United States
This action establishes United States Area Navigation (RNAV) Route Q-108 and revokes RNAV Route Q-104 in the eastern United States. This action supports the Northeast Corridor Atlantic Coast Routes (NEC ACR) Optimization Project to improve the efficiency of the National Airspace System (NAS).
Amendment of United States Area Navigation (RNAV) Route Q-109; Eastern United States
This action amends United States Area Navigation (RNAV) Route Q-109 by changing the name of the "LAANA", NC, waypoint (WP) to "JOHAR". The FAA is taking this action due to a similarly pronounced and sounding route point (LANNA, NJ) located 410 nautical miles (NM) northeast of the LAANA WP. This action is an administrative change and does not affect the airspace boundaries or operating requirements.
Amendment of Class E Airspace; Cincinnati, OH
This action updates the geographic coordinates of Cincinnati Municipal Airport/Lunken Field, Cincinnati, OH, and corrects a typographic error in the final rule amending the Class D Airspace and Class E Airspace at Cincinnati, OH.

IFR Altitudes; Miscellaneous Amendments
This amendment adopts miscellaneous amendments to the required IFR (instrument flight rules) altitudes and changeover points for certain Federal airways, jet routes, or direct routes for which a minimum or maximum en route authorized IFR altitude is prescribed. This regulatory action is needed because of changes occurring in the National Airspace System. These changes are designed to provide for the safe and efficient use of the navigable airspace under instrument conditions in the affected areas.

Airworthiness Directives; Saab AB Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2017-21-05, which applies to certain Saab AB Model 340A (SAAB/SF340A) and SAAB 340B airplanes. AD 2017-21-05 requires revising the existing maintenance or inspection program, as applicable, to incorporate airworthiness limitations, including new inspection tasks for the drag brace support fitting of the main landing gear (MLG) and to implement corrosion prevention and control program (CPCP) related tasks. Since the FAA issued AD 2017-21-05, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would continue to require the actions in AD 2017-21-05 and would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Draft Advisory Circular for the Type Certification of Powered-Lift
On June 12, 2024, the FAA published in the Federal Register a notice of availability for draft Advisory Circular (AC) 21.17-04, "Type Certification of Powered-lift". The comment period for this document expires on August 12, 2024. By letter dated August 1, 2024, the General Aviation Manufacturers Association (GAMA) requested that the FAA extend the public-comment period deadline to September 12, 2024. GAMA stated in their request that providing more time to comment would allow member organizations to conduct a more thorough review and contribute constructively to the proposed criteria facilitating the development of robust, harmonized standards that maximize safety for powered-lift operations.
Draft Policy Statement Regarding Safety Continuum for Powered-Lift
On June 13, 2024, the FAA published in the Federal Register a notification of availability for draft Policy Statement PS-AIR-21.17- 01, "Safety Continuum for Powered-lift". The comment period for this document expires on August 12, 2024. By letter dated August 1, 2024, the General Aviation Manufacturers Association (GAMA) requested that the FAA extend the public-comment deadline to September 12, 2024, for GAMA member organizations to conduct a more thorough review and contribute constructively to the proposed criteria facilitating the development of robust, harmonized standards that maximize safety for powered-lift operations.
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-700-1A10 and BD-700-1A11 airplanes. This proposed AD was prompted by reports of missing or damaged inboard flap seal plate assemblies. This proposed AD would require repetitive inspections for cracks of the attaching angles of the inboard flap seal plates and replacement. This proposed AD would also require the eventual replacement of both inboard flap seal plates, which would terminate the repetitive inspections. The FAA is proposing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a determination that new or more restrictive maintenance tasks are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance tasks. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2023-21-08, which applies to certain Rolls-Royce Deutschland Ltd & Co KG (RRD) Model Trent 1000 engines. AD 2023-21-08 requires revisions to the airworthiness limitation section (ALS) of the operator's existing approved aircraft maintenance program (AMP). Since the FAA issued AD 2023-21-08, the manufacturer revised the time limits manual (TLM) to introduce new or more restrictive tasks and limitations and associated thresholds and intervals for life-limited parts, which prompted this AD. This proposed AD would require revisions to the ALS of the operator's existing approved AMP, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; MHI RJ Aviation ULC (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all MHI RJ Aviation ULC Model CL-600-2B19 (Regional Jet Series 100 & 440) airplanes. This proposed AD was prompted by the discovery of ten ultrasonic inspections associated with airworthiness limitations (AWL) tasks and structural deviation inspection requirements (SDIR) tasks potentially not detecting cracks. This proposed AD would require repetitive ultrasonic inspections of certain structural areas for cracking as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR), and repair of cracking, as applicable. This proposed AD would also prohibit use of the previous revisions of certain procedures and mandate the use of the revised procedures when performing the inspections required by the associated AWL and SDIR tasks. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; MD Helicopters, LLC, Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain MD Helicopters, LLC (MDHI), Model 369, 369A, 369D, 369E, 369F, 369FF, 369H, 369HE, 369HM, 369HS, 500N, and 600N helicopters. This proposed AD was prompted by a report of a seized and damaged roller bearing in the pilot interconnecting cyclic torque tube (torque tube) assembly. This proposed AD would require repetitively inspecting the torque tube assembly for corrosion and cracks and the roller bearings for corrosion and degradation. This proposed AD would also require repetitively inspecting the torque tube assembly for freedom- of-movement. Depending on the results, this proposed AD would require replacing parts or accomplishing additional inspections. The FAA is proposing this AD to address the unsafe condition on these products.
Establishment and Amendment of United States Area Navigation (RNAV) Routes; Eastern United States; Correction
This action corrects a final rule published by the FAA in the Federal Register on July 5, 2024, that establishes three United States Area Navigation (RNAV) Routes T-434, T-454, and T-458; and amends three United States RNAV Routes T-291, T-314, and T-634 in the eastern United States. This action supports Next Generation Air Transportation System (NextGen) which provides a modern RNAV route structure to improve the efficiency of the National Airspace System (NAS).
Amendment of Domestic Very High Frequency Omnidirectional Range (VOR) Federal Airways; Eastern United States
This action proposes to amend domestic Very High Frequency Omnidirectional Range (VOR) Federal Airways V-16, V-103, V-375, and V- 473 in the eastern United States. The FAA is taking this action due to the planned decommissioning of the Roanoke, VA (ROA), VOR/Distance Measuring Equipment (VOR/DME). This action is in support of the FAA's VOR Minimum Operational Network (MON) Program.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is correcting an airworthiness directive (AD) that was published in the Federal Register. That AD applies to all The Boeing Company Model 757 airplanes. As published, the AD number referenced throughout the final rule is incorrect. This document corrects that error. In all other respects, the original document remains the same.
Special Conditions: Northwest Aerospace Technologies, Inc (NAT), Boeing Model 787-9 Airplane; Installation of High Wall Suites
This action proposes special conditions for Boeing Model 787-9 series airplanes. These airplanes, as modified by NAT, will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is the installation of high wall suites in the passenger cabin. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Airport Noise Compatibility Planning
In accordance with the Paperwork Reduction Act of 1995, the Federal Aviation Administration (FAA) invites public comments about our intention to request the Office of Management and Budget's (OMB) approval to renew an information collection. The collection involves information on voluntary airport noise compatibility programs. The information to be collected is necessary because noise compatibility program measures are eligible for Federal grants in-aid if they are provided to FAA for review and approval in advance. The respondents are airport sponsors/operators that voluntarily submit noise exposure maps and noise compatibility programs to the FAA for review and approval.

This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. The FAA has determined that withdrawal of the final rule is warranted since this action should be considered an amendment.
Special Conditions: The Boeing Company Model 777-9 Airplane; Operation Without Normal Electrical Power
This action proposes to amend Special Conditions No. 25-791-SC for The Boeing Company (Boeing) Model 777-9 series airplane. This airplane will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is electrical and electronic systems that perform critical functions, the loss of which could be catastrophic to the airplane. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These proposed special conditions, as amended, contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Amendment of Restricted Area R-5801 and Revocation of R-5803; Chambersburg, PA
This action proposes to amend restricted area R-5801 and revoke R-5803 at United States (U.S.) Army, Letterkenny Army Depot (LEAD), Chambersburg, PA. The purpose of this proposal is to extend the time of designation for R-5801 to include Saturdays from 0800-1600 local time, and to return R-5803 to the National Airspace System (NAS).

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), Council on Environmental Quality NEPA- implementing regulations, and FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, the FAA is announcing the availability of and requesting comment on the draft Tiered Environmental Assessment for SpaceX Starship/Super Heavy Vehicle Increased Cadence at the Boca Chica Launch Site in Cameron County, Texas (Draft EA). The Draft EA will analyze SpaceX's proposal to increase the cadence of operations up to 25 annual Starship/Super Heavy orbital launches, up to 25 annual landings of Starship, up to 25 annual landings of Super Heavy, and addresses vehicle upgrades.

The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-300 and -400 series airplanes. This proposed AD was prompted by a report that flight control rigging tolerances could result in spoiler deflection not reaching the minimal level required to engage the cruise thrust split monitor (MONFD) used by the autothrottle (A/T) system. This proposed AD would require changing certain wire bundles, installing a new housing assembly, removing the mechanical aileron force limiter (MAFL), doing an inspection or records check to determine if certain flight control computers (FCCs) are installed, and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; CFM International, S.A. Engines
The FAA proposes to adopt a new airworthiness directive (AD) for certain CFM International, S.A. (CFM) Model LEAP-1B engines. This proposed AD was prompted by a report of a quality escape involving certain high-pressure compressor (HPC) stage 2 seals manufactured without detailed finish machining, which could result in deeper rubs and mechanical damage to the seal teeth of the stage 3-4 compressor rotor blisk (stage 3-4 blisk) of the mating compressor rotor during initial operation. This proposed AD would require a visual inspection of the HPC stage 2 seal, a visual inspection of the forward arm seal teeth of the stage 3-4 blisk, an eddy current inspection (ECI) of the forward arm seal teeth of the stage 3-4 blisk, and replacement of the HPC stage 2 seal and the stage 3-4 blisk, if necessary. The FAA is proposing this AD to address the unsafe condition on these products.
Amendment of Class E Airspace; South Haven, MI
This action proposes to amend the Class E airspace at South Haven, MI. The FAA is proposing this action as the result of an airspace review conducted due to the decommissioning of the Pullman very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the South Haven Regional Airport, South Haven, MI, and the name of Cromwell Health Watervliet Community Hospital Heliport, Watervliet, MI, would also be updated to coincide with the FAA's aeronautical database. This action will bring the airspace into compliance with FAA orders and support instrument flight rule (IFR) procedures and operations.

This action amends Class E airspace extending upward from 700 feet above the surface for Thomaston-Upson County Airport, Thomaston, GA, as the YATES Non-directional Beacon (NDB) has been decommissioned and associated instrument approaches canceled. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.

This action is the result of airspace reviews conducted due to the decommissioning of the Llano very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the Llano Municipal Airport, Llano, TX, are also being updated to coincide with the FAA's aeronautical database.
