to consummation, the authority to
abandon will automatically expire.

The TVA Regional Resource
Stewardship Council (RRSC) will hold a
virtual meeting on August 13, 2024, to
kick off the 13th term of the RRSC. The
Council will receive updates about
TVA’s work in Natural Resources, River
Management, and Cultural Compliance.
RRSC members will also hear an update
on the development of TVA’s Integrated
Resource Plan (IRP).
DATES: The meeting will be held
virtually via webinar, on Tuesday,
August 13, 2024, from 1 p.m. to 5 p.m.

Background: The title of this
information collection is being changed
from ‘‘Small Unmanned Aircraft
Systems (sUAS) Accident Reporting’’ to
‘‘Small Unmanned Aircraft Systems
(sUAS) Safety Event Reporting’’ to
reflect the change made to the title of
the applicable regulation (14 CFR,
107.9) in 2022. 14 CFR part 107.9
requires that a small unmanned aircraft
system safety event be reported if it
causes: (1) serious injury to any person
or any loss of consciousness; or (2)
damage to any property, other than the
small unmanned aircraft, unless the cost
of repair or fair market value in the
event of total loss does not exceed $500.
The information collected by the FAA
through its DroneZone web portal,
Flight Standards District Offices, one of
the Regional Operations Centers, or the
Washington Operations Center for each
small UAS safety event will be used to
investigate and determine regulatory
compliance. In addition, the safety
event information will go into the FAA
aircraft accident database for safety
analysis purposes by the FAA Office of
Accident Investigation and Analysis,
pursuant to its statutory safety mission.
As is currently the case for manned
aircraft accidents, small UAS safety
event data will be made available to the
public and the National Transportation
Safety Board (NTSB).
Respondents: Small Unmanned
Aircraft System operators that
experience a safety event that must be
reported to the FAA per 14 CFR, 107.9.
Approximately 41 per year.
Frequency: On occasion.
Estimated Average Burden per
Response: 15 minutes.

This document provides the
public with notice that, on July 18,
2024, Alaska Railroad (ARR) submitted
a request for amendment (RFA) to its
FRA-approved Positive Train Control
Safety Plan (PTCSP). As this RFA
involves a request for FRA’s approval of
proposed material modifications to an
FRA-certified positive train control
(PTC) system, FRA is publishing this
notice and inviting public comment on
the railroad’s RFA to its PTCSP.
DATES: FRA will consider comments
received by August 20, 2024. FRA may
consider comments received after that
date to the extent practicable and
without delaying implementation of
valuable or necessary modifications to a
PTC system.

SUPPLEMENTARY INFORMATION: In general,
Title 49 United States Code (U.S.C.)
section 20157(h) requires FRA to certify
that a host railroad’s PTC system
complies with Title 49 Code of Federal
Regulations (CFR) part 236, subpart I,
before the technology may be operated
in revenue service. Before making
certain changes to an FRA-certified PTC
system or the associated FRA-approved
PTCSP, a host railroad must submit, and
obtain FRA’s approval of, an RFA to its
PTCSP under 49 CFR 236.1021.
Under 49 CFR 236.1021(e), FRA’s
regulations provide that FRA will
publish a notice in the Federal Register
and invite public comment in
accordance with 49 CFR part 211, if an
RFA includes a request for approval of
a material modification of a signal or
train control system. Accordingly, this
notice informs the public that, on July
18, 2024, ARR submitted an RFA to its
PTCSP for its Interoperable Electronic

Train Management System (I–ETMS),
which seeks FRA’s approval of ARR’s
proposed I–ETMS onboard software
upgrade. The upgrade includes changes
and enhancements to software
functionality to improve operational
efficiencies in managing high volumes
of passenger traffic during Alaska’s
tourist season. That RFA is available in
Docket No. FRA–2010–0054.
Interested parties are invited to
comment on ARR’s RFA to its PTCSP by
submitting written comments or data.
During FRA’s review of this railroad’s
RFA, FRA will consider any comments
or data submitted within the timeline
specified in this notice and to the extent
practicable, without delaying
implementation of valuable or necessary
modifications to a PTC system. See 49
CFR 236.1021; see also 49 CFR
236.1011(e). Under 49 CFR 236.1021,
FRA maintains the authority to approve,
approve with conditions, or deny a
railroad’s RFA to its PTCSP at FRA’s
sole discretion.
