This initiative champions two distinct but key themes of President Obama's June 2009 speech in Cairo by supporting development in the field of technology and enabling women to reach their full potential in the technology industry. Applicants should plan to recruit and select a total of approximately 20-40 women from Algeria, Egypt, Jordan, Lebanon, Morocco, the West Bank and Gaza to participate in a four- to six-week peer mentoring program in the United States. The mentoring experience will focus on bolstering the status of professional women in the field of technology, will provide networking opportunities for the participants, and will support activities in the participants' home countries that encourage the interest of girls in technology-based careers.

The Department of State (DOS) has prepared a draft Environmental Impact Statement (EIS) for the Proposed TransCanada Keystone XL Pipeline Project. On September 19, 2008, TransCanada Keystone Pipeline, LP (Keystone) filed an application for a Presidential permit for the construction, operation, and maintenance of pipeline facilities at the border of the U.S. and Canada for the transport of crude oil across the U.S.-Canada international boundary. The Secretary of State is designated and empowered to receive all applications for Presidential permits, as referred to in Executive Order 13337, as amended, for the construction, connection, operation, or maintenance, at the borders of the United States, of facilities for the exportation or importation of petroleum, petroleum products, coal, or other fuels to or from a foreign country. Keystone has requested authorization to construct and operate border crossing facilities at the U.S.-Canadian border in Phillips County, near Morgan, Montana, in connection with its proposed international pipeline project (the Keystone XL Pipeline Project) that is designed to transport Canadian crude oil production from the Western Canadian Sedimentary Basin (WCSB) to destinations in the south central United States, including to an existing oil terminal in Cushing, Oklahoma, and to existing delivery points in the Port Arthur and East Houston areas of Texas.

On March 24, 2010, the Department of State notified Congress that it had withdrawn Mexico's certification under United States Public Law 101-162, Section 609, because Mexico's turtle excluder device (TED) program was not currently comparable to the United States program as required by the statute. Withdrawal of Mexican certification is primarily a compliance and environmental issue, but it does have trade implications and a prohibition on wild-caught shrimp imports will become effective on April 20, 2010. The United States government is providing the Government of Mexico with detailed technical recommendations and capacity-building support with a view to strengthening Mexico's sea turtle protection program. Both governments will continue to actively seek further engagement opportunities to ensure renewal of Mexican certification within the shortest period of time consistent with the requirements of U.S. law.

The purpose of this announcement is to notify interested members of the public of the opportunity to submit comments to the draft fifth National Communication on U.S. climate change actions for the United Nations Framework Convention on Climate Change (UNFCCC). In June 1992, the United States signed, and later ratified, the UNFCCC. Pursuant to the national communication reporting requirements under Articles 4.2 and 12 of the Convention and to guidelines later adopted by the UNFCCC Conference of the Parties (COP), the United States submitted the first U.S. Climate Action Report (CAR) to the UNFCCC Secretariat in 1994, and subsequent reports in 1997, 2002, and 2006. The U.S. Government has prepared an initial draft of the fifth National Communication for public review. The Department of State hereby gives notice that, on March 12, 2010, it received from the General Services Administration (GSA) an application to amend the Presidential permit that the Department issued in 2005 to the Arizona Department of Transportation for the Nogales- Mariposa port of entry (Mariposa) at Nogales, Arizona, and Nogales, Sonora, Mexico. GSA intends to remodel and expand the existing border crossing. GSA's application to the Department is in keeping with the determination that GSA is generally the appropriate permittee for at- grade (i.e., those not located along the Rio Grande), federally owned border crossings along the U.S.-Mexico border. The Department and GSA agree that an amendment of the existing Presidential permit is required in this case because GSA's project would widen the piercing of the border and would formally establish Mariposa as a border crossing for pedestrians.

The Department of State (``Department'') published two proposed rules in the Federal Register on December 14, 2009, and February 9, 2010, proposing to amend the Schedule of Fees for Consular Services. In this supplemental proposed rule, the Department of State is providing additional supplementary information regarding the Cost of Survey Study (CoSS), the activity-based costing model that the Department used to determine the fees for consular services proposed in. The Department is also re-opening the comment periods on both proposed rules for an additional 15 days.

Notice is hereby given of the following determinations: Pursuant to the authority vested in me by the Act of October 19, 1965 (79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of Authority No. 234 of October 1, 1999, Delegation of Authority No. 236 of October 19, 1999, as amended, and Delegation of Authority No. 257 of April 15, 2003 [68 FR 19875], I hereby determine that the object to be included in the exhibition ``Loan from the Aura Collection of a Winged Figure Pendant,'' imported from abroad for temporary exhibition within the United States, is of cultural significance. The object is imported pursuant to a loan agreement with the foreign owner or custodian. I also determine that the exhibition or display of the exhibit object at The Metropolitan Museum of Art, New York, NY, from on or about May 15, 2010, until on or about May 15, 2013, and at possible additional exhibitions or venues yet to be determined, is in the national interest. I have ordered that Public Notice of these Determinations be published in the Federal Register.

Notice is hereby given that the Department of State has imposed statutory debarment pursuant to Sec. 127.7(c) of the International Traffic in Arms Regulations (``ITAR'') (22 CFR parts 120 to 130) on persons convicted of violating, attempting to violate or conspiring to violate Section 38 of the Arms Export Control Act, as amended, (``AECA'') (22 U.S.C. 2778).
