Hon. Nancy Pelosi, Speaker of the House of
Representatives.
Dear Madam Speaker: Pursuant to Section
36(c) and Section 36(d) of the Arms Export
Control Act, I am transmitting, herewith,
certification of a proposed manufacturing
license agreement for the manufacture of
significant military equipment abroad in the
amount of $100,000,000 or more.
The transaction contained in the attached
certification involves the Export of defense
articles, including technical data and defense
services for continued support for the
manufacture of the T55–L712 and 55–L714A
engines powering the Japanese Ministry of
Defense’s CH–47J Helicopter.
The United States Government is prepared
to license the export of these items having
taken into account political, military,
economic, human rights and arms control
considerations.
More detailed information is contained in
the formal certification which, though
unclassified, contains business information
submitted to the Department of State by the
applicant, publication of which could cause
competitive harm to the United States firm
concerned.

The Department of State has renewed
the Charter of the Advisory Committee
on International Communications and
Information Policy (ACICIP) for an
additional two years.
The Committee serves the Department
of State in a solely advisory capacity
regarding current issues and concerns
affecting international communications
and information policy. ACICIP
members are private sector
communications and information
technology specialists from U.S.
telecommunications companies, trade
associations, policy institutions, and
academia. The Committee meets at least
annually.

SUMMARY: The FAA invites public
comments about our intention to request
the Office of Management and Budget
(OMB) to approve a current information
collection. Enplanement data collected
from air taxi and commercial operators
are required for the calculation of air
carrier airport sponsor apportionments
as specified by the Airport Improvement
Program (AIP), and 49 U.S.C. part A, Air
Commerce Safety, and part B, Airport
Development and Noise.
