The Office of Academic Exchange Programs of the Bureau of Educational and Cultural Affairs announces an open competition for the administration of the FY 2011 Global Undergraduate Exchange Program in Eurasia and Central Asia (UGRAD). The total amount of funding for this award will be up to $3,995,000, pending the availability of FY 2011 funds. Public and private non-profit organizations meeting the provisions described in IRS regulation 26 CFR 1.501(c)(3) may submit proposals to administer the selection, placement, monitoring, evaluation, follow-on, and alumni activities for the UGRAD program. Organizations with less than four years experience in conducting international exchange programs are not eligible for this competition. The UGRAD Program selects outstanding students from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Ukraine, Uzbekistan, Tajikistan and Turkmenistan to receive scholarships for one year of non-degree study at U.S. institutions of higher education. Scholarships are available in the fields of accounting, agriculture, anthropology, biology, business, chemistry, computer science, criminal justice, economics, education, engineering, environmental management, geology, hospitality management, international relations, journalism/mass communications, law, physics, political science, psychology, sociology, urban planning, and U.S. studies. Funding should support a minimum of 135 participants. Every effort should be made to maximize the number of scholarships awarded.

The Department of State is proposing to amend the International Traffic in Arms Regulations (ITAR) to update the policies regarding end-user employment of dual nationals and third-country nationals.

The Department of State issued a Presidential permit, effective August 3, 2010, authorizing Otay-Tijuana Venture, L.L.C., to construct, operate, and maintain an international pedestrian bridge called San Diego-Tijuana Airport Cross Border Facility near San Diego, California, at the international boundary between the United States and Mexico. In making this determination, the Department consulted with other federal agencies, as required by Executive Order 11423, as amended.

The Department of State announces a finding of no significant impact on the environment for the San Diego-Tijuana Airport Cross Border Facility international pedestrian bridge project sponsored by Otay-Tijuana Venture, L.L.C. An environmental impact statement will not be prepared.

On April 15, 2010, notice was published on pages 19668-19669 of the Federal Register (volume 75, number 72) of determination made by the Department of State pertaining to the exhibit ``From Xanadu to Dadu: The World of Khubilai Khan.'' The reference notice is corrected to accommodate additional objects to be included in the exhibition, and the exhibit name is now titled, ``The World of Khubilai Khan: Chinese Art in the Yuan Dynasty.'' The Department of State hereby gives notice that, on June 1, 2010, it received from Eagle Pass, Texas, a request to amend the Presidential permit that the Department issued in 1996 for the Eagle Pass II International Bridge on the U.S.-Mexico border at Eagle Pass, Texas and Piedras Negras, Coahuila, Mexico. The permittee proposes to revise article 10 of the permit so it may begin to collect rent from the Federal government for the continued use of the bridge's inspection facilities.
