Request for Information for the 2010 Trafficking in Persons Report

The Department of State (``the Department'') requests written information to assist in reporting on the degree to which the United States and foreign governments comply with the minimum standards for the elimination of trafficking in persons (``minimum standards'') that are prescribed by the Trafficking Victims Protection Act (``TVPA'') of 2000, Div. A of Public Law 106-386, section 108, as amended. This information will assist in the preparation of the Trafficking in Persons Report (``TIP Report'') that is submitted annually by the Department to the U.S. Congress. The TVPA mandates a report on countries' level of compliance with the minimum standards and expresses the United States' policy not to provide nonhumanitarian, nontrade- related foreign assistance to any government that does not comply with the minimum standards and is not making significant efforts to do so. For the 2010 TIP Report, the United States will voluntarily report on its compliance with the minimum standards. Submissions must be made in writing to the Office to Monitor and Combat Trafficking in Persons at the Department of State by March 26, 2010. Please refer to the

In his December 1, 2009, speech in West Point, New York, President Obama said that a new diplomatic initiative in Pakistan would be part of the U.S. strategy to bring peace and stability in the Afghanistan/Pakistan region. As part of this initiative, ECA is seeking proposals for a new two-part program, called ``The U.S./Pakistan Professional Partnership Program.'' This program will bring young professionals (ages 20-35) from the two countries together to develop cross cultural relationships and develop professional skills that will positively impact people's lives and will result in stronger ties between the two nations.

The Office of Citizen Exchanges, Youth Programs Division, of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for a grant for a summer academy for youth. Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3), including accredited, post-secondary U.S. educational institutions, may submit proposals to provide a four-week U.S.-based Academy in July 2010 for up to 27 teenagers. Seventeen of the participants will be foreign students from multiple countries who have already been screened and selected for an exchange program in the United States. They will be joined at the Academy by 10 American teenagers selected by the U.S. grant recipient. The Academy's activities will focus on leadership development, critical thinking, communication skills, and community activism, in addition to exposure to U.S. culture and society through site visits and homestays with American families.

Public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals for a reciprocal exchange program between Indonesia and the United States. Applicants should plan to recruit and select between 24 and 34 youth and adult participants in Indonesia and in the United States and to provide the participants with a three-week exchange program in the partner country. The exchange activities will focus broadly on the themes of civic rights and responsibilities, leadership, respect for diversity, and community activism, and specifically on the theme of the environment. Activities will be geared toward preparing participants to conduct projects at home that serve a community need.

The Department has designated United States organizations to conduct Secondary School Student exchange programs since 1949, following passage of the United States Information and Educational Exchange Act of 1948 and adoption of 22 CFR part 62Exchange Visitor Program regulations (14 FR 4592, July 22, 1949). Over the last 60 years, more than 850,000 foreign exchange students have lived in and learned about America through these Secondary School Student programs. Educational and cultural exchanges are the cornerstone of U.S. public diplomacy and an integral component of American foreign policy. Secondary School Student exchange programs promote mutual understanding by providing foreign students the opportunity to study in American high schools while living with American host families. Not only are the students themselves positively transformed and enriched by these experiences, but so too are their families, friends, and teachers in their home countries.
