H2 Refuel H-Prize Final Guidelines
As authorized in Section 654 of the Energy Independence and Security Act of 2007, the Department of Energy (DOE) is announcing the $1 million H2 Refuel H-Prize competition, allowing teams from across the United States to compete and develop systems that generate and dispense hydrogen from resources commonly available to residences (electricity or natural gas), for use in homes, community centers, businesses or similar locations, to supplement the current infrastructure roll-out and reduce barriers to using hydrogen fuel cell vehicles.

Notice of Filing of Self-Certification of Coal Capability Under the Powerplant and Industrial Fuel Use Act
On October 1, 2014, Newark Energy Center, LLC, as owner and operator of a new base load electric powerplant, submitted a coal capability self-certification to the Department of Energy (DOE) pursuant to Sec. 201(d) of the Powerplant and Industrial Fuel Use Act of 1978 (FUA), as amended, and DOE regulations in 10 CFR 501.60, 61. FUA and regulations thereunder require DOE to publish a notice of filing of self-certification in the Federal Register. 42 U.S.C. 8311(d) and 10 CFR 501.61(c).
President's Council of Advisors on Science and Technology Meeting

The purpose of the working group will be to discuss and, if possible, reach consensus on a proposed rule for the enforcement of regional energy efficiency standards for split-system and single package air conditioners, as authorized by the Energy Policy and Conservation Act (EPCA) of 1975, as amended.

The U.S. Department of Energy (DOE) will hold a public meeting to facilitate a discussion among interested parties with regards to potential changes to the DOE clothes dryer test procedure to produce test results that measure energy use during a representative average use cycle without being unduly burdensome to conduct.
Agency Information Collection
The Department of Energy (DOE) today gives notice of a request for public comment, pursuant to the Paperwork Reduction Act of 1995, on the continued collection of information entitled: Budget Justification, which DOE has developed for submission to and approval by the Office of Management and Budget (OMB). Comments are invited on: (a) Whether the continued collection of such budget justification information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Trespassing on DOE Property: Portsmouth Area Site, Ohio
DOE hereby amends and deletes specific facilities from previously published site descriptions of various DOE and contractor occupied facilities as off-limit areas. The facilities to be deleted are described in this notice. In accordance with 10 CFR part 860, it is a Federal crime under section 229 of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2278a), for unauthorized persons to enter into or upon the facilities of the Portsmouth Area Site, Ohio of the United States Department of Energy, Office of Environmental Management, Portsmouth/Paducah Project Office operating area. If unauthorized entry into or upon the remaining off-limits areas is into an area enclosed by a fence, wall, floor, roof or other such structural barrier, conviction for such unauthorized entry may result in a fine not to exceed $100,000 or imprisonment for not more than one year, or both. If unauthorized entry into or upon the properties is into an area not enclosed by a fence, wall, floor, roof, or other such structural barrier, conviction for such unauthorized entry may result in a fine of not more than $5,000.\1\
Electrolytic Hydrogen Production Workshop Report: Public Comment
The Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE) invites public comment on its Request for Information (RFI) number DE-FOA-0001188 regarding feedback on the summary report for the Electrolytic Hydrogen Production Workshop held at the National Renewable Energy Laboratory in February, 2014. The RFI document is posted at https://eere-exchange.energy.gov/. The purpose of this RFI is to solicit feedback from industry, academia, research laboratories, government agencies, and other stakeholders on issues related to electrolytic hydrogen production pathways, specifically with respect to the Electrolytic Hydrogen Production Workshop Report. EERE is interested both in information on the current status of electrolytic hydrogen production pathways, technologies, and their potential to meet DOE cost goals as well as feedback on the content of the report, including the key R&D needs as determined by the participants. EERE is also interested in the community's opinion of the electrolysis technologies that have the most potential to produce low cost hydrogen that meets DOE goals. This is solely a Request for Information and not a Funding Opportunity Announcement (FOA). EERE is not accepting applications at this time.

Energy Conservation Program: Test Procedures for Fluorescent Lamp Ballasts; Correction
The U.S. Department of Energy (DOE) proposes to amend its test procedures for fluorescent lamp ballasts. Proposed changes include adopting text at its regulations concerning test procedures for the measurement of energy and water consumption to clarify the requirement to use the test procedures in Appendix Q1 to demonstrate compliance with the new and revised energy conservation standards that apply to fluorescent lamp ballasts manufactured on or after November 14, 2014. These revisions follow the intent of the fluorescent lamp ballast test procedure final rule to support any new or revised energy conservation standards at the time those standards require compliance. This notice of proposed rulemaking (NOPR) would also correct the formula for power factor, which contained a mathematical error as adopted in that final rule.

Energy Conservation Program for Certain Industrial Equipment: Energy Conservation Standards for Commercial Water Heating Equipment
The U.S. Department of Energy (DOE) is initiating a rulemaking to consider amended energy conservation standards for commercial water heaters, hot water supply boilers, and unfired hot water storage tanks (commercial water heating equipment). Once completed, this rulemaking will fulfill DOE's statutory obligation to either propose amended energy conservation standards for commercial water heating equipment or to determine that the existing standards do not need to be amended. This notice seeks to solicit information to help DOE determine whether national standards more stringent than those currently in place would result in a significant amount of additional energy savings and whether such amended national standards would be technologically feasible and economically justified. In overview, this document presents a brief description of the analysis DOE plans to perform for this rulemaking and requests comment on various issues relating to each of the analyses (e.g., market assessment, engineering analysis, energy use analysis, life-cycle cost and payback period analysis, and national impact analysis). Although this document contains several specific topics on which DOE is particularly interested in receiving written comment, DOE welcomes suggestions and information from the public on any subject within the scope of this rulemaking, including topics not raised in this RFI.
