The Federal Energy Regulatory Commission (Commission) invites public comment in Docket No. RD14-12-000 on a proposed change to a collection of information that the Commission is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

The U.S. Department of Energy (DOE) is seeking input from the public on its plan to transition its stewardship of the National Training and Education Resource (NTER) in spring 2015. The information sought under this Request for Information (RFI) is intended to assist DOE in further understanding potential strategic approaches to transitioning central administration of NTER to the private sector and the impacts on users. DOE seeks input from entities interested in taking over NTER as well as from impacted parties. The information collected may be used for internal DOE planning and decision-making purposes.
Texas LNG LLC; Application for Long-Term Authorization To Export Liquefied Natural Gas Produced From Domestic Natural Gas Resources to Non-Free Trade Agreement Countries for a 25-Year Period

The Office of Fossil Energy (FE) of the Department of Energy (DOE) gives notice of receipt of an application (Application), filed on December 31, 2013, by Texas LNG LLC (Texas LNG), requesting long-term, multi-contract authorization to export domestically produced liquefied natural gas (LNG) in a volume up to 2 million metric tons per year (mtpa), which is equivalent to approximately 100 billion cubic feet per year (Bcf/yr) of natural gas, or 0.275 Bcf per day (Bcf/d). Texas LNG seeks authorization to export the LNG by vessel from its proposed LNG terminal to be constructed at the Port of Brownsville, in Brownsville, Texas. Texas LNG requests authorization to export this LNG for a 25- year term commencing on the earlier of the date of first export or 10 years from the date the authorization is granted. In the portion of Texas LNG's Application subject to this Notice, Texas LNG requests authorization to export LNG to any country with which the United States does not have a free trade agreement (FTA) requiring national treatment for trade in natural gas (non-FTA countries), and with which trade is not prohibited by U.S. law or policy. Texas LNG requests this authorization on its own behalf and as agent for other entities who hold title to the LNG at the time of export. Venture Global seeks authorization to export the LNG by vessel from its proposed LNG terminal to be constructed along the Calcasieu Ship Channel in Cameron Parish, Louisiana. Venture Global requests authorization to export this LNG for a 25-year term commencing on the earlier of the date of first export or seven years from the date the authorization is granted. The Department of Energy (DOE) received a petition from the Air-Conditioning, Heating, and Refrigeration Institute (AHRI), requesting that DOE repeal certain parts of the final rule for test procedures for residential and commercial water heaters published in the Federal Register on July 11, 2014. Specifically, AHRI sought repeal of amendments made to the test procedure final rule that address the rated volume of residential storage water heaters. AHRI stated that these amendments in effect increase the stringency of the applicable minimum standards for residential water heaters in violation of the statute, are unnecessary to develop a uniform energy descriptor, and do not coincide with industry practice. DOE seeks comment on whether to grant the petition and proceed with a rulemaking on this matter.
