On November 20, 2013, we announced our intention to establish a negotiated rulemaking committee to prepare proposed regulations to address program integrity and improvement issues for the Federal Student Aid Programs authorized under Title IV of the Higher Education Act of 1965, as amended (HEA), (Title IV Federal Student Aid Programs). We also announced the schedule for three sessions of committee meetings. We now announce the addition of a fourth session, consisting of two days of committee meetings to focus on the development of proposed regulations to define ``adverse credit'' for borrowers in the Federal Direct PLUS Loan Program.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Chief Operating Officer for Federal Student Aid (FSA) of the Department of Education (Department) publishes this notice to revise the system of records entitled ``National Student Loan Data System (NSLDS)'' (18-11-06). The Department revises to make necessary updates to the heading entitled ``SYSTEM LOCATION'' resulting from the Department's review of the system of records notice and to the heading entitled ''CATEGORIES OF INDIVIDUALS COVERED BY THE SYSTEM'' in response to comments that the Department received regarding the Department's proposed revisions to the NSLDS system of records. The Office of Management and Budget (OMB) Circular A-130, Appendix I, indicates that minor changes to systems of records need not be reported. In this notice, we are making minor changes to the NSLDS system of records, as explained in the SUPPLEMENTARY INFORMATION section. Therefore, the Department has not filed a report describing the altered system of records covered by this notice with the Chair of the Senate Committee on Homeland Security and Governmental Affairs, the Chair of the House Committee on Oversight and Government Reform, or the Administrator of the Office of Information and Regulatory Affairs, OMB.

This meeting notice is an update to the previous notice published in the Federal Register (79 FR 10508), on Tuesday, February 25, 2014. This notice sets forth the time and location for the June 18- 19, 2014, meeting of the National Advisory Committee on Institutional Quality and Integrity (NACIQI).

Specifically, this notice proposes a priority for an RRTC on Improving Employment Outcomes for Individuals with Psychiatric Disabilities. We take this action to focus research attention on an area of national need. We intend this priority to contribute to improved employment outcomes for individuals with psychiatric.

We intend the priority to contribute to improved outcomes in this area for individuals with disabilities and family members who provide assistance to them.

We take this action to focus Federal financial assistance on an identified national need. We intend the priority to make international education opportunities available to more American students.

The Acting Assistant Secretary for Postsecondary Education proposes two priorities for the National Resource Centers (NRC) Program administered by the International and Foreign Language Education (IFLE) Office. The Acting Assistant Secretary may use these priorities for competitions in fiscal year (FY) 2014 and later years. We take this action to focus Federal financial assistance on an identified national need. We intend the priority to address a gap in the types of institutions, faculty, and students that have historically benefitted from the instruction, training, and outreach available at national resource centers and to address a shortage in the number of teachers entering the teaching profession with international education and world language training certification and credentials.

The Acting Assistant Secretary for Postsecondary Education proposes a priority for the UISFL Program administered by the International and Foreign Language Education (IFLE) Office. The Acting Assistant Secretary may use this priority for competitions in fiscal year (FY) 2014 and later years. We take this action to focus Federal financial assistance on an identified national need. We intend the priority to address a gap in the types of institutions, faculty and students that have historically benefited from international education opportunities.
