Glycine From the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (the Department) and the U.S. International Trade Commission (USITC) that revocation of the antidumping duty order on glycine from the People's Republic of China (PRC) would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of this antidumping duty order.
Light-Walled Rectangular Pipe and Tube From Turkey; Notice of Final Results of Antidumping Duty Administrative Review
On June 8, 2011, the Department of Commerce (the Department) published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on light-walled rectangular pipe and tube from Turkey. Renewable Energy and Energy Efficiency Executive Business Development Mission; Clarification and Amendment

The Manufacturing Council: Meeting of the Manufacturing Council
The Manufacturing Council will hold a meeting to hear updates from the Department of Commerce in addition to the Council's ex-officio agency members from, the Departments of the Treasury, Labor, and Energy on past Council recommendations regarding competitiveness, workforce development issues, energy policy, trade agreements and other issues affecting the U.S. manufacturing sector and to determine future areas of focus for Council work.
Wooden Bedroom Furniture From the People's Republic of China: Amended Final Results of Antidumping Duty Administrative Review
On August 11, 2011, the Department of Commerce (``Department'') published the final results of the antidumping duty administrative review of wooden bedroom furniture from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is January 1, 2009, through December 31, 2009. We are amending our Final Results to correct certain ministerial errors.
Polyethylene Terephthalate Film, Sheet, and Strip From the Republic of Korea: Revocation of Antidumping Duty Order
On September 1, 2010, the Department of Commerce (the Department) initiated its third sunset review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (PET film) from the Republic of Korea. Pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the U.S. International Trade Commission (ITC) determined that revocation of the existing antidumping duty order on polyethylene terephthalate film, sheet, and strip from the Republic of Korea would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. Therefore, pursuant to section 751(d)(2) of the Act, and 19 CFR 351.222(i)(1)(iii), the Department is revoking the antidumping duty order on PET film from the Republic of Korea.
Magnesium Metal From the People's Republic of China: Rescission of Antidumping Duty Administrative Review
On May 27, 2011, the U.S. Department of Commerce (``the Department'') published a notice of initiation of an administrative review of the antidumping duty order on magnesium metal from the People's Republic of China (``PRC'').\1\ The review covers one manufacturer/exporter of subject merchandise from the PRC, Tianjin Magnesium International Co., Ltd. (``TMI''). The period of review (``POR'') is April 1, 2010 through March 31, 2011. Following the receipt of a certification of no shipments from TMI, and a subsequent no-shipment inquiry to U.S. Customs and Border Protection (``CBP''), on July 14, 2011, we notified all interested parties of the Department's intent to rescind this review and provided an opportunity to comment on the rescission.\2\ We received no comments. Therefore, we are rescinding this administrative review.
Ball Bearings and Parts Thereof From France, Germany and Italy: Final Results of Sunset Reviews and Revocation of Antidumping Duty Orders
On August 1, 2011, the Department of Commerce (the Department) initiated the sunset reviews of the antidumping duty orders on ball bearings and parts thereof from France, Germany, and Italy. See Initiation of Five-Year (``Sunset'') Review, 76 FR 45778 (August 1, 2011) (Initiation Notice). Because no domestic interested party filed a notice of intent to participate in response to the notice of initiation of the sunset reviews by the applicable deadline, the Department is revoking the antidumping duty orders on ball bearings and parts thereof from France, Germany, and Italy.
Circular Welded Carbon Steel Pipes and Tubes From Taiwan: Notice of Partial Rescission of Antidumping Duty Administrative Review
On June 28, 2011, the Department of Commerce (the Department) published a notice of initiation of an administrative review of the antidumping duty order on circular welded carbon steel pipes and tubes from Taiwan. The review covers eight firms. Based on a withdrawal of the requests for review of certain companies from United States Steel Corporation (Petitioner), we are now rescinding this administrative review with respect to six of those firms.
Certain Cased Pencils From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results of Administrative Review and Notice of Amended Final Results of Administrative Review Pursuant to Court Decision
On August 30, 2011, the United States Court of International Trade (``CIT'') sustained the Department of Commerce's (``the Department'') results of redetermination as applied to respondent Shandong Rongxin Import & Export Co., Ltd. (``Rongxin'') pursuant to the CIT's remand order in Shandong Rongxin Import & Export Co., Ltd. v. United States, Court No. 09-00316, Slip Op. 11-45 (Ct. Int'l Trade April 21, 2011) (``Shandong Rongxin I''). See Final Results of Redetermination Pursuant to Remand, Court No. 09-00316, dated August 4, 2011, available at https://ia.ita.doc.gov/remands (``Second Remand Results''); Shandong Rongxin Import & Export Co., Ltd. v. Certain Preserved Mushrooms From the People's Republic of China: Final Results of Antidumping Duty Administrative Review and Rescission in Part
On March 8, 2011, the Department of Commerce (the Department) published in the Federal Register the preliminary results of administrative review of the antidumping duty order on certain preserved mushrooms from the People's Republic of China (PRC). Stainless Steel Bar from India: Final Results of the Antidumping Duty Administrative Review, and Revocation of the Order, in Part
On March 4, 2011, the Department of Commerce (``Department'') published the preliminary results of the administrative review of the antidumping duty order on stainless steel bar from India. The review covers shipments of subject merchandise to the United States for the period February 1, 2009, through January 31, 2010, by Facor Steels Ltd./Ferro Alloys Corporation, Ltd. (``Facor''), Mukand Ltd. (``Mukand''), and Venus Wire Industries Pvt. Ltd. (``Venus Wire'').\1\ Based on our analysis of the comments received, we have made changes to the preliminary results, which are discussed below. For the final dumping margins, see the ``Final Results of the Review'' section below. Finally, we are announcing our revocation of the order on stainless steel bar from India, in part, with respect to subject merchandise produced and/or exported by Venus to the United States.
Magnesium Metal from the Russian Federation: Final Results of Antidumping Duty Administrative Review
On May 6, 2011, the Department of Commerce published the preliminary results of the administrative review of the antidumping duty order on magnesium metal from the Russian Federation. The period of review (POR) is April 1, 2009, through March 31, 2010. Based on our analysis of the comments received we have made changes in the margin for one company. Therefore, the final results differ from the preliminary results. The final margin is listed below in the section entitled ``Final Results of the Review.''
Small Diameter Graphite Electrodes from the People's Republic of China: Final Results of the First Administrative Review of the Antidumping Duty Order and Final Rescission of the Administrative Review, in Part
On March 7, 2011, the Department of Commerce (``Department'') published the preliminary results of the first administrative review of the antidumping duty order on small diameter graphite electrodes (``SDGE'') from the People's Republic of China (``PRC''), covering the period August 21, 2008, through January 31, 2010. North American Free-Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews
On August 29, 2011, the binational panel issued its decision in the review of the United States International Trade Commission's (the Commission) final injury determination in Large Diameter Line Pipe and Tube from Mexico (NAFTA Secretariat File Number USA-MEX-2007-1904- 03) affirming the Commission's remand determination. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Final Results and Final Partial Rescission of Antidumping Duty Administrative Review
On March 4, 2011, the Department of Commerce (``Department'') published the Preliminary Results of the fifth administrative review of the antidumping duty order on certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'').\1\ We gave interested parties an opportunity to comment on the Preliminary Results and, based upon our analysis of the comments and information received, we made changes to the margin calculations for the final results of this review. The final weighted-average margins are listed below in the ``Final Results of the Review'' section of this notice. The period of review (``POR'') is February 1, 2009, through January 31, 2010.
North American Free-Trade Agreement (NAFTA), Article 1904 Binational Panel Reviews
On August 19, 2011, the binational panel issued its decision in the review of the final results of the 2004/2005 antidumping administrative review made by the U.S. Department of Commerce, respecting Stainless Steel Sheet and Strip in Coils from Mexico, NAFTA Secretariat File Number USA-MEX-2007-1904-01. The binational panel affirmed in part and remanded in part the Commerce's determination. Copies of the panel decision are available from the U.S. Section of the NAFTA Secretariat.
Certain Steel Nails From the People's Republic of China: Preliminary Results and Preliminary Rescission, in Part, of the Antidumping Duty Administrative Review and Preliminary Intent To Rescind New Shipper Review
The Department of Commerce (``Department'') is conducting an administrative review and new shipper review (``NSR'') of the antidumping duty Order \1\ on certain steel nails (``nails'') from the People's Republic of China (``PRC'') for the period of review (``POR'') August 1, 2009, through July 31, 2010, and August 1, 2009, through August 5, 2010, respectively. The Department has preliminarily determined that The Stanley Works (Langfang) Fastening Systems Co., Ltd. (``Stanley Langfang''), and Stanley Black & Decker (``The Stanley Works'')/Stanley Fastening Systems, LP (collectively ``Stanley''), Tianjin Jinghai County Hongli Industry and Business Co., Ltd. (``Hongli''), and Tianjin Jinchi Metal Products Co., Ltd. (``Jinchi''), all made sales of subject merchandise at less than normal value (``NV''). The Department has also preliminarily determined that Shanghai Colour Co., Ltd. and Wuxi Colour Co., Ltd. (collectively ``Shanghai Colour'')'s single sale to the United States does not constitute a bona fide transaction. Therefore, we have preliminarily rescinded the new shipper review with regard to Shanghai Colour. If these preliminary results are adopted in our final results of this review, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results and Partial Rescission of the Seventh Antidumping Duty Administrative Review
The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'').\1\ The Department has preliminarily determined that QVD Food Company, Ltd. (``QVD'') sold subject merchandise at less than normal value (``NV'') and that Vinh Hoan Corporation (``Vinh Hoan'') \2\ did not sell merchandise below NV during the period of review (``POR''), August 1, 2009, through July 31, 2010.
Honey From Argentina: Notice of Extension of Time Limit for Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is rescinding in part the administrative review of the antidumping duty order on honey from Argentina for the period of review (POR) of December 1, 2009, to November 30, 2010, with respect to ten companies. This rescission, in part, is based on the timely withdrawal of the request for review by the interested parties that requested the review. A complete list of the companies for which the administrative review is being rescinded is provided in the background section below. Additionally, the Department is extending the preliminary results of this administrative review to no later than December 1, 2011.
Artist Canvas from the People's Republic of China: Final Results of the Expedited First Sunset Review of the Antidumping Duty Order
On May 2, 2011, the Department of Commerce (``Department'') initiated the first sunset review of the antidumping duty order on artist canvas from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``Act''). See Initiation of Five-Year (``Sunset'') Review, 76 FR 24459 (May 2, 2011) (``Sunset Initiation''); see also Notice of Antidumping Duty Order: Certain Artist Canvas from the People's Republic of China, 71 FR 31154 (June 1, 2006) (``Order''). On May 17, 2011, Tara Materials, Inc. (``Tara Materials''), the petitioner in the artist canvas investigation, notified the Department that it intended to participate in the sunset review. The Department did not receive a substantive response from any respondent party. Based on the notice of intent to participate and adequate response filed by the domestic interested party, and the lack of response from any respondent interested party, the Department conducted an expedited sunset review of the Order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the Order would likely lead to continuation or recurrence of dumping, at the levels indicated in the ``Final Results of Sunset Review'' section of this notice, infra.
Light-Walled Rectangular Pipe and Tube From Mexico: Preliminary Results and Partial Rescission of Antidumping Duty Administrative Review
In response to requests for an administrative review, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on light-walled rectangular pipe and tube (LWR pipe and tube) from Mexico. The review covers imports of subject merchandise of two respondent companies during the period August 1, 2009, through July 31, 2010. For these preliminary results, we have found that both respondents made sales of subject merchandise at less than normal value during the period of review. In addition, we have rescinded the review with respect to two additional companies.
Floor-Standing, Metal-Top Ironing Tables and Certain Parts Thereof From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on floor-standing, metal-top ironing tables and certain parts thereof (ironing tables) from the People's Republic of China (PRC). The period of review (POR) is August 1, 2009 through July 31, 2010. We have preliminarily determined that respondent Foshan Shunde Yongjian Housewares & Hardware Co., Ltd. (Foshan Shunde) has made sales to the United States of the subject merchandise at prices below normal value (NV). We invite interested parties to comment on these preliminary results. Parties filing comments are requested to submit with each argument (1) a statement of the issue and (2) a brief summary of the argument(s).
Certain Frozen Warmwater Shrimp From the Socialist Republic of Vietnam: Extension of Time Limit for the Preliminary Results of the New Shipper Review
The Department of Commerce (the ``Department'') has decided to extend the time limit for the preliminary results of the new shipper review (``NSR'') of the antidumping duty order on certain frozen warmwater shrimp (``shrimp'') from the Socialist Republic of Vietnam (``Vietnam'') to November 9, 2011. The period of review (``POR'') for this NSR is February 1, 2010, through January 31, 2011.
Carbazole Violet Pigment 23 From the People's Republic of China: Preliminary Intent To Rescind Antidumping Duty Administrative Review
In response to a request by Toyo Ink Mfg. America, LLC and Toyo Ink Mfg. Co., Ltd. (collectively, Toyo), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on carbazole violet pigment 23 (CVP 23) from the People's Republic of China (PRC). This administrative review covers only Toyo. The period of review (POR) is December 1, 2009, through November 30, 2010. Toyo subsequently provided a certification of no sales. As the Department's review of U.S. Customs and Border Protection (CBP) import data confirms that there were no reviewable entries of the subject merchandise during the POR, we preliminarily determine that Toyo did not have reviewable entries during the POR. Therefore, because there are no entries on which to assess duties, the Department preliminarily determines to rescind this review. Interested parties are invited to comment on these preliminary results.
Certain Corrosion-Resistant Carbon Steel Flat Products From the Republic of Korea: Preliminary Results of the Seventeenth Antidumping Duty Administrative Review
In response to timely requests, the Department of Commerce (the Department) is conducting the seventeenth administrative review of the antidumping order on corrosion-resistant carbon steel flat products (CORE) from the Republic of Korea \1\ (Korea). This review covers eight manufacturers and/or exporters (collectively, the respondents) of the subject merchandise: LG Chem., Ltd. (LG Chem); Haewon MSC Co. Ltd. (Haewon); Dongbu Steel Co., Ltd., (Dongbu); Hyundai HYSCO (HYSCO); Pohang Iron & Steel Co., Ltd. (POSCO) and Pohang Coated Steel Co., Ltd. (POCOS) (collectively, POSCO); Dongkuk Industries Co., Ltd. (Dongkuk); LG Hausys, Ltd. (Hausys); and Union Steel Manufacturing Co., Ltd. (Union). The period of review (POR) is August 1, 2009, through July 31, 2010. We preliminarily determine that Union and Dongbu made sales of subject merchandise at less than normal value (NV). We preliminarily determine that HYSCO and POSCO have not made sales below NV.

Export Trade Certificate of Review
The U.S. Department of Commerce issued an amended Export Trade Certificate of Review to Northwest Fruit Exporters on August 12, 2011. The Certificate has been amended twenty two times. The previous amendment was issued on August 18, 2010 (75 FR 51980). The original Certificate was issued on June 11, 1984 (49 FR 24581, June 14, 1984).

Certification of Factual Information To Import Administration During Antidumping and Countervailing Duty Proceedings: Supplemental Interim Final Rule
The Department of Commerce (``the Department'') is issuing this interim final rule to supplement an interim final rule published on February 10, 2011 (Interim Final Rule), which governs the certification of factual information submitted to the Department by a person or his or her representative during antidumping (``AD'') and countervailing duty (``CVD'') proceedings. This supplemental interim final rule concerns the certifications required of foreign governments. By this supplemental interim final rule, foreign governments will be allowed to submit certifications in either the format that was in use prior to the effective date of the Interim Final Rule or in the format provided in the Interim Final Rule. This supplemental interim final rule will remain in effect until such time as a final rule is published. All other aspects of the Interim Final Rule remain in effect and fully apply to all parties and their counsel. Companies should continue to use the company certification provided for in the Interim Final Rule. Representatives of companies or governments should continue to use the representative certification provided for in the Interim Final Rule. The Department is also requesting comments on the appropriateness of requiring foreign governments to submit the certification provided for in the Interim Final Rule, as discussed in more detail below. The Department is not soliciting comments with respect to any other issues concerning the Interim Final Rule as the deadline for such comments has expired.
Initiation of Five-Year (“Sunset”) Review
In accordance with section 751(c) of the Tariff Act of 1930, as amended (``the Act''), the Department of Commerce (``the Department'') is automatically initiating a five-year review (``Sunset Review'') of the antidumping duty orders listed below. The International Trade Commission (``the Commission'') is publishing concurrently with this notice its notice of Institution of Five-Year Review which covers the same orders.
Renewable Energy and Energy Efficiency Advisory Committee
The Renewable Energy and Energy Efficiency Advisory Committee (RE&EEAC) will hold a meeting to deliver 11 recommendations to the Secretary of Commerce and other U.S. agencies' officials regarding the development and administration of programs and policies to enhance the competitiveness of the U.S. renewable energy and energy efficiency industries, including specific challenges associated with exporting. The Committee will also discuss its workplan for the remainder of its 2011-2012 charter.
Call for Applications for the International Buyer Program Calendar Year 2013
This notice sets forth objectives, procedures and application review criteria associated with support for domestic trade shows by the International Buyer Program (IBP) of the U.S. Department of Commerce (DOC). This announcement covers selection for International Buyer Program participation for calendar year 2013 (January 1, 2013 through December 31, 2013). The purpose of the IBP program is to bring international buyers together with U.S. firms by promoting leading U.S. trade shows in industries with high export potential.
Gray Portland Cement and Clinker From Japan: Final Results of the Expedited Third Sunset Review of the Antidumping Duty Order
The Department has conducted an expedited (120-day) third sunset review of the antidumping duty order on gray portland cement and clinker from Japan. As a result of this third sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping as indicated in the ``Final Results of Review'' section of this notice.
Honey From Argentina: Preliminary Results of Antidumping Duty New Shipper Review
The Department of Commerce (the Department) is conducting a new shipper review (NSR) under the antidumping duty order on honey from Argentina in response to a request from Villamora S.A. (Villamora), an Argentine exporter of the subject merchandise. The domestic interested parties for this proceeding are the American Honey Producers Association and the Sioux Honey Association (collectively, petitioners). Wooden Bedroom Furniture From the People's Republic of China: Initiation of Antidumping Duty New Shipper Review
The Department of Commerce (``Department'') has determined that a request for a new shipper review of the antidumping duty order on wooden bedroom furniture from the People's Republic of China (``PRC'') meets the statutory and regulatory requirements for initiation. The period of review (``POR'') for the new shipper review is January 1, 2011, through June 30, 2011.
Corrosion-Resistant Carbon Steel Flat Products From the Republic of Korea: Preliminary Results of Countervailing Duty Administrative Review

Stainless Steel Plate in Coils From Italy: Revocation of Antidumping Duty Order
On June 2, 2010, the Department of Commerce (the Department) initiated a second sunset review of the antidumping duty order on stainless steel plate in coils (SSPC) from Italy. See Initiation of Five-Year (``Sunset'') Review, 75 FR 30777 (June 2, 2010) (Initiation). Pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act), the International Trade Commission (ITC) determined that revocation of this order would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. See Stainless Steel Plate From Belgium, Italy, Korea, South Africa, and Taiwan, 76 FR 50495 (August 15, 2011) (ITC Final). Therefore, pursuant to section 751(d)(2) of the Act and 19 CFR 351.222(i)(1)(iii), the Department is revoking the antidumping duty order on SSPC from Italy.
