Initiation of Antidumping and Countervailing Duty Administrative Reviews and Request for Revocation in Part
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with November anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews. The Department also received a request to revoke one antidumping duty order in part.

Antidumping Order on Aluminum Extrusions from the People's Republic of China: Initiation of Changed Circumstances Review
In response to a request from Zhaoqing New Zhongya Aluminum Co., Ltd. (``New Zhongya''), a producer of aluminum extrusions from the People's Republic of China (``PRC''), and pursuant to section 751(b) of the Tariff Act of 1930, as amended (the ``Act''), and 19 CFR 351.216 and 351.221(c)(3), the Department is initiating a changed circumstances review (``CCR'') of the antidumping duty order on aluminum extrusions from the PRC. This review is being conducted to determine whether Guangdong Zhongya Aluminum Company Limited is the successor-in-interest to New Zhongya for purposes of determining antidumping duty liability.

Stainless Steel Butt-Weld Pipe Fittings From Italy: Preliminary Results of Antidumping Duty Administrative Review and Preliminary No Shipment Determination
In response to requests for an administrative review, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on stainless steel butt-weld pipe fittings (SSBW pipe fittings) from Italy. The review involves the imports of subject merchandise of two respondent companies and covers the period February 1, 2010, through January 31, 2011. For these preliminary results, we found that one respondent made sales of subject merchandise at or above normal value while the other respondent had no shipments of subject merchandise during the period of review.
Honey From Argentina: Notice of Extension of Time Limit for Preliminary Results
The Department of Commerce (the Department) is extending the preliminary results of this administrative review to no later than January 3, 2012.
Manufacturing Council Meeting
The Manufacturing Council will hold a meeting to hear updates from the Department of Commerce in addition to the Council's ex-officio members, the Secretaries of Energy, Labor, and the Treasury (or their designees) on the Government response to past Council recommendations regarding competitiveness, workforce development issues, energy policy, trade agreements and other issues affecting the U.S. manufacturing sector and to determine the Council's work plan for 2012.
Final Results of Expedited Sunset Review: Ferrovanadium and Nitrided Vanadium From Russia
On September 1, 2011, the Department of Commerce (the Department) initiated the third sunset review of the antidumping duty order on ferrovanadium and nitrided vanadium from the Russian Federation (Russia), pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). The Department has conducted an expedited (120-day) sunset review for this order pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of this sunset review, the Department finds that revocation of the antidumping duty order would be likely to lead to continuation or recurrence of dumping.
Solid Urea From the Russian Federation and Ukraine: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the Department) and the International Trade Commission (ITC) that revocation of the antidumping duty orders on solid urea from the Russian Federation (Russia) and Ukraine would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty orders.
Carbon and Certain Alloy Steel Wire Rod From Mexico: Affirmative Preliminary Determination of Circumvention of the Antidumping Duty Order
We preliminarily determine that carbon and certain alloy steel wire rod (wire rod) with an actual diameter between 4.75 mm and 5.00 mm produced in Mexico and exported to the United States by Deacero S.A. de C.V. (Deacero) is circumventing the antidumping duty order on wire rod from Mexico (Wire Rod Order) within the meaning of section 781(c) of the Tariff Act of 1930, as amended (the Act), and 19 CFR 351.225(i).\1\
Welded ASTM A-312 Stainless Steel Pipe From South Korea and Taiwan: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (Department) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty orders on welded ASTM A-312 stainless steel pipe from South Korea (Korea) and Taiwan would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of these antidumping duty orders.

In response to a request from an interested party, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on certain welded carbon steel standard pipes and tubes from India. The period of review is May 1, 2010, through April 30, 2011. As a result of the withdrawal of the request for review, the Department is rescinding this review.
Furfuryl Alcohol From the People's Republic of China: Final Results of Expedited Third Sunset Review of the Antidumping Duty Order
On September 1, 2011, the Department of Commerce (``Department'') initiated the third five-year (``sunset'') review of the antidumping duty order on furfuryl alcohol from the People's Republic of China (``PRC'') pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''). On the basis of a notice of intent to participate, and an adequate substantive response filed on behalf of the domestic interested party, as well as a lack of response from respondent interested parties, the Department conducted an expedited sunset review of the antidumping duty order, pursuant to section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1). As a result of the sunset review, the Department finds that revocation of the antidumping duty order on furfuryl alcohol from the PRC would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Review'' section of this notice.
Gray Portland Cement and Clinker From Japan: Continuation of Antidumping Duty Order
On May 2, 2011, the Department of Commerce (the Department) initiated the third sunset review of the antidumping duty order on gray portland cement and clinker from Japan, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). See Initiation of Five- Year (``Sunset'') Review, 76 FR 24459 (May 2, 2011) (Notice of Initiation). As a result of the determination by the Department and the International Trade Commission (ITC) that revocation of the antidumping duty order on gray portland cement and clinker from Japan would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing a notice of continuation of this antidumping duty order.
1-Hydroxyethylidene-1, 1-Diphosphonic Acid From India: Preliminary Results of Antidumping Duty Administrative Review
In response to a timely request by one manufacturer/exporter, Aquapharm Chemicals Pvt., Ltd. (Aquapharm), the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on 1-hydroxyethylidene-1, 1-diphosphonic acid (HEDP) from India with respect to Aquapharm. The review covers the period April 1, 2010, through March 31, 2011. We preliminarily determine that Aquapharm did not make sales below normal value (NV). If the preliminary results are adopted in our final results of the administrative review, we will issue appropriate assessment instructions to U.S. Customs and Border Protection (CBP).
High Pressure Steel Cylinders From the People's Republic of China: Preliminary Determination of Sales at Less Than Fair Value
The Department of Commerce (``Department'') preliminarily determines that high pressure steel cylinders (``steel cylinders'') from the People's Republic of China (``PRC'') are being, or are likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice.
Certain Hot-Rolled Carbon Steel Flat Products From India: Amended Final Results of Countervailing Duty Administrative Review Pursuant to Court Decision
On November 29, 2011, the Court of International Trade (CIT) issued an order in Tata Steel Limited v. United States, and United States Steel Corporation and Nucor Corporation, Court No. 10-00219, Order of Judgment By Stipulation of the Parties (November 29, 2011) (Tata) pertaining to the Department's agreement with Tata Steel Limited (Tata), setting the final countervailing rate for the period of review (POR) of January 1, 2008, through December 31, 2008 (2008 POR) to 102.74 percent, and specifying the future countervailing duty cash deposit rate to 102.74 percent for that company. The Department is amending the final results of the administrative review of the countervailing duty order on certain hot-rolled carbon steel flat products (HRCS) from India covering the 2008 POR, to reflect the CIT's order in Tata.
Certain Circular Welded Non-Alloy Steel Pipe From Mexico: Final Results of Antidumping Duty Administrative Review
On August 10, 2011, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain circular welded non- alloy steel pipe from Mexico.\1\ This administrative review covers mandatory respondents Mueller Comercial de Mexico, S. de R.L. de C.V. Citric Acid and Certain Citrate Salts from the People's Republic of China: Final Results of the First Administrative Review of the Antidumping Duty Order
On June 10, 2011, the Department of Commerce (``Department'') published the preliminary results of the first administrative review of the antidumping duty order on citric acid and certain citrate salts (``citric acid'') from the People's Republic of China (``PRC''), covering the period November 20, 2008, through April 30, 2010. See Citric Acid and Certain Citrate Salts from the People's Republic of China: Preliminary Results of the First Administrative Review of the Antidumping Duty Order; and Partial Rescission of Administrative Review, 76 FR 34048 (June 10, 2011) (``Preliminary Results''). We invited interested parties to comment on our Preliminary Results. Based on our findings from on-site verifications and analysis of the comments received, we made certain changes to our margin calculations for the respondents. The final dumping margins for this review are listed in the ``Final Results of the Review'' section below.
Amendment to Notice of Establishment of the Advisory Committee on Supply Chain Competitiveness and Solicitation of Nominations for Membership
The Under Secretary of Commerce for International Trade announced in the November 3, 2011, Federal Register the establishment of the Advisory Committee on Supply Chain Competitiveness (the Committee) by the Secretary of Commerce and the solicitation of nominations for membership on the Committee (see 76 FR 68159). This amendment clarifies the scope of the Committee's work and the nominations being sought for the Committee, and extends the deadline for nominations. The Committee shall advise the Secretary on the necessary elements of a comprehensive, holistic national freight infrastructure and a national freight policy designed to support U.S. export growth and competitiveness, foster national economic competitiveness, and improve U.S. supply chain competitiveness in the domestic and global economy.
North American Free Trade Agreement (NAFTA), Article 1904; Binational Panel Reviews: Notice of Completion of Panel Review
Pursuant to Rule 71(3) of the Rules of Procedure for Article 1904 Binational Panel Review, ``A panel review is deemed to be terminated on the day after the expiration of the limitation period established pursuant to subrule 39(1) if no Complaint has been filed in a timely manner.'' Pursuant to Rule 39(1), no Complaint was filed on January 21, 2011. No panel was appointed to this panel review. The panel review terminated effective January 22, 2011.

In response to a request from the American Honey Producers Association and the Sioux Honey Association (collectively ``Petitioners''), the Department of Commerce (``Department'') is initiating an anticircumvention inquiry to determine whether certain imports are circumventing the antidumping duty order on honey from the People's Republic of China (``PRC'').
Certain Circular Welded Carbon Steel Pipes and Tubes From Taiwan: Notice of Rescission of Antidumping Duty Administrative Review
In response to a request from United States Steel Corporation, an interested party, the Department of Commerce (the Department) initiated an administrative review of the antidumping duty order on circular welded carbon steel pipes and tubes from Taiwan. The period of review is May 1, 2010, through April 30, 2011. Based on the withdrawal of request for review submitted by United States Steel Corporation (the Petitioner), we are now rescinding this administrative review.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Preliminary Results of the New Shipper Review
The Department of Commerce (``Department'') is conducting a new shipper review (``NSR'') of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam''). The Department preliminarily determines that Thuan An Production Trading & Services Co., Ltd. (``TAFISHCO'') did not sell subject merchandise at less than normal value (``NV''). Upon completion of the final results of this NSR, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on entries of subject merchandise during the period of review (``POR''), August 1, 2010, through January 31, 2011, for which the importer- specific assessment rates are above de minimis.
Citric Acid and Certain Citrate Salts From the People's Republic of China: Final Results of Countervailing Duty Administrative Review
The Department of Commerce (``the Department'') has completed its administrative review of the countervailing duty (``CVD'') order on citric acid and certain citrate salts from the People's Republic of China (``PRC'') for the period September 19, 2008 through December 31, 2009. On June 8, 2011, we published the preliminary results of this review. See Citric Acid and Certain Citrate Salts from the People's Republic of China: Preliminary Results of Countervailing Duty Administrative Review, 76 FR 33219 (June 8, 2011) (``Preliminary Results''). We provided interested parties with an opportunity to comment on the preliminary results. Our analysis of the comments submitted as well as incorporation of our post-preliminary analyses led to a change in the net subsidy rates. The final net subsidy rates for RZBC Co., Ltd.; RZBC Import & Export Co., Ltd.; RZBC (Juxian) Co., Ltd.; and RZBC Group Co., Ltd. (collectively, ``RZBC''), and Yixing- Union Biochemical Co., Ltd. (``Yixing-Union'') and Yixing-Union Cogeneration Co., Ltd. (``Cogeneration'') (collectively, ``Yixing'') are listed below in the section entitled ``Final Results of Review.''
Polyethylene Terephthalate Film, Sheet, and Strip From Taiwan: Final Results of Antidumping Duty Administrative Review
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on polyethylene terephthalate film, sheet and strip (PET Film) from Taiwan. The period of review (POR) for this administrative review is July 1, 2009, through June 30, 2010. This review covers the following producers/exporters of the subject merchandise: Nan Ya Plastics Corporation, Ltd. (Nan Ya), and Shinkong Synthetic Fibers Corporation and Shinkong Materials Technology Co., Ltd. (collectively, Shinkong). We invited interested parties to comment on our Preliminary Results.\1\ Based on our analysis of the comments received, we have made changes to the margin applied to Nan Ya, which are discussed in the ``Changes Since the Preliminary Results'' section, below. Therefore, the final results for Nan Ya differ from the Preliminary Results. The final dumping margins for this review are listed in the ``Final Results of Review'' section, below.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Administrative Review
On August 5, 2011, the Department of Commerce (Department) published the preliminary results of administrative review of the antidumping duty order on polyethylene terephthalate film (PET Film) from India.\1\ This review covers one producer/exporter of subject merchandise: Ester Industries Ltd. (Ester). Based on the results of our analysis of the comments received, we did not make any changes to the preliminary results. However, the Department did make changes to the preliminary results of the concurrent countervailing duty administrative review. Accordingly, we adjusted Ester's U.S. price in our margin calculations for Ester's export subsidy rate calculated for the final results of review, causing a change in the antidumping duty margin calculated for these final results. For the final dumping margins, see the ``Final Results of Review'' section below.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Countervailing Duty Administrative Review
On August 1, 2011, the Department of Commerce (the Department) issued the preliminary results of the administrative review of polyethylene terephthalate film, sheet and strip (PET Film) from India for Ester Industries Ltd. (Ester), covering the period of review (POR) from January 1, 2009, through December 31, 2009. Based on the results of our analysis of the comments received, we continue to find that subject merchandise produced and exported by Ester has benefitted from countervailable subsidies provided on the production and export of PET Film from India. Also, based on our analysis of Ester's comments, we made certain revisions to the calculations of certain subsidy programs. The final subsidy rate for Ester is listed below in the section titled ``Final Results of Administrative Review.'' The Department will instruct U.S. Customs and Border Protection (CBP) to assess countervailing duties at the final subsidy rate.
Circular Welded Carbon Quality Steel Pipe From the People's Republic of China: Rescission of the 2010-2011 Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') is rescinding the administrative review of the antidumping duty order on circular welded carbon quality steel pipe (``CWP'') from the People's Republic of China (``PRC'') for the period of review (``POR'') of July 1, 2010, through June 30, 2011, with respect to twenty-nine companies. This rescission is based on the timely withdrawal of the requests for review by the only interested party that requested review of these companies.
Pure Magnesium From the People's Republic of China: Final Results of the 2009-2010 Antidumping Duty Administrative Review of the Antidumping Duty Order
On June 8, 2011, the Department of Commerce (``Department'') published in the Federal Register the preliminary results in the 2009- 2010 antidumping duty administrative review of pure magnesium from the People's Republic of China (``PRC'').\1\ The period of review (``POR'') is May 1, 2009, through April 30, 2010. We initiated an administrative review of the antidumping duty order on pure magnesium from the PRC with respect to Tianjin Magnesium International Co., Ltd. (``TMI''). We determined that TMI did not make sales in the United States at prices below normal value (``NV'') in the Preliminary Results. We invited interested parties to comment on our Preliminary Results. Based on our analysis of the comments received, we made changes to the margin calculations for TMI. The final dumping margin for this review is listed in the ``Final Results Margins'' section below.
Certain Welded Carbon Steel Pipe and Tube From Turkey: Notice of Final Results of Antidumping Duty Administrative Review
On June 8, 2011, the Department of Commerce (``the Department'') published the preliminary results of the antidumping duty administrative review of certain welded carbon steel pipe and tube from Turkey. The administrative review covers the Borusan Group \1\ and Toscelik,\2\ producers and exporters of the subject merchandise. The period of review (``POR'') is May 1, 2009, through April 30, 2010.
