Antidumping or Countervailing Duty Order, Finding, or Suspended Investigation; Advance Notification of Sunset Review; Correction
The U.S. Department of Commerce (Commerce) published notice in the Federal Register of February 3, 2025, in which Commerce provided notice of Sunset Reviews that are scheduled for initiation in March 2025. This notice misidentified the country for the antidumping duty (AD) order on Sugar from Mexico (A-201-845) as the People's Republic of China (China). This notice also inadvertently listed the AD and countervailing duty (CVD) orders on Sugar from Mexico under the "Antidumping Duty Proceedings" and "Countervailing Duty Proceedings" column headers. This notice also incorrectly stated that no sunset review of suspended investigations is scheduled for initiation in March 2025.
Certain Corrosion-Resistant Steel Products From the Republic of Korea: Notice of Court Decision Not in Harmony With the Results of Countervailing Duty Review; Notice of Amended Final Results
On January 17, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in KG Dongbu Steel Co., Ltd., et al. v. United States, Court no. 22-00047, sustaining the U.S. Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the countervailing duty (CVD) order on certain corrosion-resistant steel products (CORE) from the Republic of Korea (Korea) covering the period January 1, 2019, through December 31, 2019. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review and that Commerce is amending the final results with respect to the countervailable subsidy rate assigned to KG Dongbu Steel Co., Ltd. (KG Dongbu Steel); Dongbu Steel Co. Ltd. (Dongbu Steel); and Dongbu Incheon Steel Co., Ltd. (Dongbu Incheon Steel) (collectively, the Dongbu Steel Entity).

The U.S. Department of Commerce (Commerce) is rescinding the administrative reviews of the Agreement Suspending the Antidumping Duty Investigation on Lemon Juice from Argentina (2016 Agreement) for the periods of review (PORs) from October 1, 2022, through September 30, 2023, and from October 1, 2023, through September 30, 2024. On January 17, 2025, Commerce finalized an amendment to the 2016 Agreement, rendering the administrative reviews of the pre-existing 2016 Amendment moot.

Utility Scale Wind Towers From Spain: Notice of Court Decision Not in Harmony With the Final Determination of Less-Than-Fair-Value Investigation; Notice of Amended Final Determination; and Notice of Amended Antidumping Duty Order
On January 28, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in Siemens Gamesa Renewable Energy v. United States, Court No. 21-00449, sustaining the U.S. Department of Commerce (Commerce)'s second remand redetermination pertaining to the less-than-fair-value (LTFV) investigation of utility scale wind towers (wind towers) from Spain covering the period of investigation (POI) July 1, 2019, through June 30, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final determination in that investigation, and that Commerce is amending the final determination and the resulting antidumping duty (AD) order with respect to the dumping margin for the collapsed entity which consists of: Siemens Gamesa Renewable Energy (SGRE); Windar Renovables S.A. (Windar); and five of Windar's affiliates (i.e., Tadarsa Eolica SL; Windar Offshore SL; Windar Wind Services SL; Aemsa Santana SA; and Apoyos Metalicos SA) (collectively, SGRE/Windar). Commerce is also amending the dumping margin assigned to all other producers and exporters of subject merchandise.

On January 24, 2025, the U.S. Department of Commerce (Commerce) published a partial revocation of Vinh Hoan Corporation (Vinh Hoan) from the antidumping duty (AD) order on certain frozen fish fillets (fish fillets) from the Socialist Republic of Vietnam (Vietnam). As a result of this partial revocation, Commerce is rescinding the review with respect to entries that were produced and exported by Vinh Hoan.

Certain New Pneumatic Off-the-Road Tires From India: Amended Final Results of Countervailing Duty Administrative Review; 2022
The U.S. Department of Commerce (Commerce) is amending the final results of the administrative review of the countervailing duty (CVD) order on certain new pneumatic off-the-road tires (OTR tires) from India to correct ministerial errors. Based on the amended final results, we find that ATC Tires Private Limited (ATC) sold OTR tires in the United States at less than normal value during the period of review (POR), January 1, 2022, through December 31, 2022.
