Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all The Boeing Company Model 747-400, -400D, and -400F series airplanes. This proposed AD was prompted by the FAA's analysis of the Model 747 airplane fuel system reviews conducted by the manufacturer, and by the determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Amendment of Class D and Class E Airspace; Greenville, Spartanburg, and Greer, SC
This action proposes to amend Class D airspace, Class E surface airspace, and Class E airspace extending upward from 700 feet above the surface in the Greenville, Spartanburg, and Greer, SC areas due to the decommissioning of the Fairmont non-directional beacon (NDB) and cancellation of associated approaches into Spartanburg Downtown Memorial Airport/Simpson Field, as well as updating the airport's name and geographic coordinates. Additionally, Greenville Spartanburg International Airport, Greenville Downtown Airport, and Donaldson Field Airport each require the name and geographic coordinate updates, as well as airspace updates. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Amendment and Establishment of Air Traffic Service (ATS) Routes; South Central United States
This action corrects a final rule published by the FAA in the Federal Register on October 27, 2022, that amends VHF Omnidirectional Range (VOR) Federal airways V-198, V-212, V-556, and V-558; amends Area Navigation (RNAV) route T-256; and establishes RNAV route T-466. In the new RNAV route T-466, the final rule identified the CHILD, TX, route point as a waypoint (WP) and the SEEDS, TX, route point as a Fix, in error. This action makes editorial corrections to the reference of the CHILD, TX, WP to change it to be reflected as a Fix and to the SEEDS, TX, Fix to change it to be reflected as a WP. These corrections are necessary to match the FAA National Airspace System Resource (NASR) database information.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus SAS Model A350-941 and -1041 airplanes. This proposed AD was prompted by reports of potential foreign object debris (FOD) contamination of the thermal relief valve (TRV). This proposed AD would require replacement of affected auxiliary power unit (APU) low pressure (LP) shut-off valves (SOVs), an inspection to detect fuel leaks of affected engine LP SOVs and APU isolation shut-off valves (ISOVs), and applicable corrective actions, and would prohibit installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airspace Designations; Incorporation by Reference Amendments
This action incorporates certain airspace designation amendments into FAA Order JO 7400.11G, dated August 19, 2022, and effective September 15, 2022, for incorporation by reference.

Airworthiness Directives; Leonardo S.p.a. Helicopters
The FAA is adopting a new airworthiness directive (AD) for certain Leonardo S.p.a. Model AB139 and AW139 helicopters. This AD was prompted by a report of smoke and fire in the cockpit. This AD requires inspecting the forward cabin roof ceiling harnesses and installation, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Viking Air Limited (Type Certificate Previously Held by Bombardier Inc. and de Havilland, Inc.)
The FAA is adopting a new airworthiness directive (AD) for all Viking Air Limited (Viking) (type certificate previously held by Bombardier Inc. and de Havilland, Inc.) Model DHC-3 airplanes. This AD was prompted by a recent investigation of a Viking Model DHC-3 airplane where the lock ring of the stabilizer actuator was found missing. This AD requires a visual inspection of the stabilizer actuator to confirm that the stabilizer actuator lock ring is present, correctly seated in the groove in the upper housing, and engaged in the clamp nut, applicable corrective actions, and application of a torque seal. This AD also requires sending the inspection results to the FAA. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for all The Boeing Company Model 757 airplanes. This AD was prompted by a report of cracks found in the fastener holes at a certain location in the center wing box rear spar, lower skin. This AD requires repetitive inspections for cracking of certain areas of the center wing box rear spar, lower skin and lower chord; and repair. The FAA is issuing this AD to address the unsafe condition on these products.
Amendment of United States Area Navigation (RNAV) Route T-269; Yakutat, AK
This action corrects a final rule published by the FAA in the Federal Register on October 24, 2022, that amends United States Area Navigation (RNAV) route T-269 in the vicinity of Yakutat, AK, in support of a large and comprehensive T-route modernization project for the state of Alaska. The final rule identified the KATAT, AK, route point as a waypoint (WP), in error. This action makes an editorial correction to the reference of the KATAT, AK, WP to change it to be reflected as a Fix and match the FAA's aeronautical database information.
Amendment of Class E Airspace; Bloomfield, IA
This action amends the Class E airspace at Bloomfield, IA. This action is the result of an airspace review conducted as part of the decommissioning of the Bloomfield non-directional beacon (NDB).
Amendment of Class E Airspace; Duluth, MN
This action amends the Class E airspace at Duluth, MN. This action supports new public instrument procedures. The geographic coordinates of the airport are also being updated to coincide with the FAA's aeronautical database.
Amendment of Class E Airspace; Multiple Indiana Towns
This action amends the Class E airspace at Indianapolis, IN; Kokomo, IN; Marion, IN; and Sheridan, IN. This action due to airspace reviews conducted as part of the decommissioning of the Kokomo very high frequency (VHF) omnidirectional range (VOR) as part of the VOR Minimal Operational Network (MON) Program. The names and geographic coordinates of various airports are also being updated to coincide with the FAA's aeronautical database.
Airworthiness Directives; General Electric Company Turboprop Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2018-03-13, which applies to certain General Electric Company (GE) CT7- 5A2, CT7-5A3, CT7-7A, CT7-7A1, CT7-9B, CT7-9B1, CT7-9B2, CT7-9C, and CT7-9C3 model turboprop engines. AD 2018-03-13 requires initial and repetitive visual inspections and fluorescent penetrant inspections (FPIs) of the main propeller shaft. Since the FAA issued AD 2018-03-13, the manufacturer detected two additional cracks on a main propeller shaft during its ongoing investigation and subsequently published service information that introduced reduced inspection thresholds for initial and repetitive visual inspections, FPIs, and added initial and repetitive ultrasonic inspections (USIs) of the main propeller shaft. Additionally, the manufacturer revised the airworthiness limitations section (ALS) of the maintenance manual (MM) to incorporate initial and repetitive USIs to inspect for cracks on the main propeller shaft. This proposed AD would require initial and repetitive visual inspections, FPIs, and USIs of the main propeller shaft. Depending on the results of these inspections, this proposed AD would require replacement of the main propeller shaft. As an optional terminating action to these inspections, this proposed AD would require revising the ALS of the existing MM and the operator's existing approved maintenance program or inspection program, as applicable, to incorporate the tasks and reduced inspection thresholds for the main propeller shaft. The FAA is proposing this AD to address the unsafe condition on these products.
Amendment to VOR Federal Airway V-436 and Jet Route J-125, and Establishment of United States Area Navigation Route T-399 in the Vicinity of Clear, AK
This action amends Alaskan VHF Omnidirectional Range (VOR) Federal airway V-436 and Jet route J-125, and establishes United States Area Navigation (RNAV) route T-399 in the vicinity of Clear, AK. These Air Traffic Service (ATS) route actions are necessary due to the amendment of restricted area R-2206 and the establishment of new restricted areas in the vicinity of Clear, AK.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on May 13, 2022. The collection involves the voluntary submission of responses to survey questions. The information is collected from holders of FAA production approvals and selected suppliers and provides them an opportunity to offer their input on how well the agency is performing the administration and conduct of the Aircraft Certification Systems Quality System Audit (QSA). The information to be collected will be used to promote continuous improvement initiatives and industry dialog in the FAA oversight process.

Airworthiness Directives; Hoffmann GmbH & Co. KG Propellers
The FAA is superseding Airworthiness Directive (AD) 2021-23-17 for all Hoffmann GmbH & Co. KG (Hoffmann) model HO-V 72 propellers. AD 2021-23-17 required amending the existing aircraft flight manual (AFM) by inserting abnormal propeller vibration instructions, visual inspection and non-destructive test (NDT) inspection of the propeller hub and, depending on the results of the inspections, replacement of the propeller hub with a part eligible for installation. Since the FAA issued AD 2021-23-17, further investigation by the manufacturer revealed that cracks found on propeller hubs likely resulted from propeller blade retention nuts that were not tightened using published service information during blade installation. This AD is prompted by reports of cracks at different positions on two affected propeller hubs. This AD retains the required actions of AD 2021-23-17. This AD also requires a maintenance records review and, depending on the results of the maintenance records review, tightening of each propeller blade retention nut to specific torque values. Depending on the results of the maintenance records review, this AD requires physically inspecting the propeller blade for shake. If any axial play is detected during the performance of the inspection, this AD requires the removal of the propeller from service and the performance of an NDT inspection of the propeller hub, and depending on the NDT inspection results, replacement of the propeller hub with a part eligible for installation. The FAA is issuing this AD to address the unsafe condition on these products.

The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on March 31, 2022. The collection involves gathering information from airport sponsors about any establishment, construction, alteration, or change to the status or use of an airport. The FAA uses this information to conduct airport airspace analyses to understand the impact of proposed actions on existing and planned operating procedures, determine potential hazardous effects, and identify any mitigating measures needed to enhance safe air navigation. Additionally, the information updates the aeronautical charts and maps of airports having emergency landing or landmark values.
Notice of Intent To Rule on a Land Release Request at Malden Regional Airport & Industrial Park (MAW), Malden, MO
The FAA proposes to rule and invites public comment on the request to release and sell two parcels, 2.69 acres and 5.13 acres respectively, of federally obligated airport property at the Malden Regional Airport & Industrial Park (MAW), Malden, Missouri.
Airworthiness Directives; BAE Systems (Operations) Limited Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 99- 25-11, which applies to certain BAE Systems (Operations) Limited Model BAe 146 and Avro 146-RJ series airplanes. AD 99-25-11 requires repetitive inspections for cracks along the face of the retraction attachment boss in the nose landing gear (NLG) sidewall; and corrective action, if necessary. Since the FAA issued AD 99-25-11, additional cracking was found that indicated additional airplanes are subject to the unsafe condition. This proposed AD would continue to require the actions in AD 99-25-11, and expand the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Safran Helicopter Engines, S.A. (Type Certificate Previously Held by Turbomeca, S.A.) Turboshaft Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2021-08-02, which applies to all Safran Helicopter Engines, S.A. (Safran) Arriel 2D and Arriel 2E model turboshaft engines. AD 2021-08- 02 requires replacing certain critical parts before reaching their published in-service life limits, performing scheduled maintenance tasks before reaching their published periodicity, and performing unscheduled maintenance tasks when the engine meets certain conditions. Since the FAA issued AD 2021-08-02, Safran has revised the airworthiness limitation section (ALS) of the existing maintenance and overhaul manuals, introducing new and more restrictive instructions and maintenance tasks. This proposed AD would require revisions to the ALS of the operator's existing approved aircraft maintenance program (AMP), as applicable, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Piper Aircraft, Inc. (Type Certificate Previously Held by The New Piper Aircraft Inc. and Piper Aircraft Corporation) Airplanes
The FAA is withdrawing a notice of proposed rulemaking (NPRM) and supplemental notice of proposed rulemaking (SNPRM) that proposed to supersede Airworthiness Directive (AD) 92-13-04 for certain Piper Aircraft Corporation (now Piper Aircraft, Inc.) (Piper) Model PA-23-150 (type certificated as PA-23) and PA-23-160 airplanes. AD 92-13-04 requires preflight water draining procedures for the fuel tanks on the affected airplanes. In June 2022, the FAA calculated the quantitative risk using current methods, which were not available at the time the NPRM and SNPRM were issued. The short- and long-term risk assessment calculations establish that an AD for the additional actions and the additional airplane models that were proposed to be added in the NPRM and SNPRM is not warranted. Accordingly, the NPRM and SNPRM are withdrawn.
Proposed Revocation of Federal Colored Airway A-9; Bettles, AK
This action proposes to remove Colored Federal airway A-9 due to the planned decommissioning of the Evansville, AK (EAV), Non- Directional Beacon (NDB), which provides navigation guidance for the affected route. The Evansville, AK (EAV), NDB is scheduled to be decommissioned effective on June 15, 2023.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

This action proposes to establish Area Navigation (RNAV) route T-465 in the northcentral United States. The new RNAV routes would expand the availability of RNAV routing within the National Airspace System (NAS) in support of transitioning it from ground-based to satellite-based navigation.

The FAA proposes to supersede Airworthiness Directive (AD) 2021-04-05, which applies to certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. AD 2021-04-05 requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. Since the FAA issued AD 2021-04-05, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would continue to require the actions in AD 2021-04-05 and require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations. The FAA is proposing this AD to address the unsafe condition on these products.
Amendment of Class E Airspace; Norway and Oxford, ME
This action amends Class E airspace extending upward from 700 feet above the surface at Stephens Memorial Hospital Heliport (new name), Norway, ME, by updating the heliport's name. Also, this action amends Class E airspace extending upward from 700 feet above the surface for Oxford County Regional Airport, Oxford, ME, by updating the airport's geographic coordinates and removing unnecessary verbiage from the airport description. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.

This action amends United States Area Navigation (RNAV) route T-278 in the vicinity of Sisters Island, AK, in support of a large and comprehensive T-route modernization project for the state of Alaska.
Amendment of VOR Federal Airways V-26 and V-63; Establishment of Area Navigation (RNAV) Route T-464; and Revocation of the Wausau, WI, Low Altitude Reporting Point; in the Vicinity of Wausau, WI
This action amends VHF Omnidirectional Range (VOR) Federal airways V-26 and V-63; establishes Area Navigation (RNAV) route T-464; and revokes the Wausau, WI, Low Altitude Reporting Point in the vicinity of Wausau, WI. This action is necessary due to the planned decommissioning of the VOR portion of the Wausau, WI, VOR/Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). The Wausau VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (VOR MON) program.
Proposed Establishment of Class E Airspace; Union Springs, AL
This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Franklin Field Airport, Union Springs, AL, to accommodate area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures (SIAPs) serving this airport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Noise Compatibility Program for Duluth International Airport, St. Louis County, Minnesota
The Federal Aviation Administration (FAA) announces its findings for the noise compatibility program submitted by DLH, see SUPPLEMENTARY INFORMATION for details. On April 11, 2022 the FAA determined that the noise exposure maps submitted by DLH were in compliance with applicable requirements. On October 6, 2022, the FAA approved the DLH noise compatibility program. All of the recommendations of the program were approved. No program elements relating to new or revised flight procedures for noise abatement were proposed by the DLH.

This action proposes to amend Class D airspace and Class E surface airspace for Hickory Regional Airport, Hickory, NC, as runways one and nineteen have been permanently closed. This action would also amend Class E airspace extending upward from 700 feet above the surface for Foothills Regional Airport, Morganton, NC, by updating the airport's name and geographic coordinates and removing Grace Hospital from the description. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
COVID-19 Related Relief Concerning Operations at Chicago O'Hare International Airport, John F. Kennedy International Airport, Los Angeles International Airport, Newark Liberty International Airport, New York LaGuardia Airport, Ronald Reagan Washington National Airport, and San Francisco International Airport for the Winter 2022/2023 Scheduling Season
The FAA's current COVID-19 related relief policy for U.S. slot-controlled and Level 2 airports will expire on October 29, 2022. This notice confirms resumption of the minimum slot usage requirements for Operating Authorizations (slots) at Ronald Reagan Washington National Airport (DCA), John F. Kennedy International Airport (JFK) and LaGuardia Airport (LGA) for the Winter 2022/2023 scheduling season beginning October 30, 2022. This notice announces a similar resumption of standard FAA processes at designated International Air Transport Association (IATA) Level 2 airports in the United States (U.S.) to provide priority consideration for runway timings that are scheduled and operated as approved for purposes of establishing a carrier's operational baseline in the next corresponding season. These IATA Level 2 airports include Chicago O'Hare International Airport (ORD), Los Angeles International Airport (LAX), Newark Liberty International Airport (EWR), and San Francisco International Airport (SFO). The FAA recognizes the importance of reciprocity in connection with usage alleviation policies with regard to COVID-19-related capacity and frequency restrictions at foreign airports and will consider justified requests by U.S. and foreign air carriers for usage waivers based on reciprocity and other related circumstances.

This action extends the Order Limiting Operations at New York LaGuardia Airport (LGA) published on December 27, 2006, as most recently extended September 18, 2020. The Order remains effective until October 26, 2024.

Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all Gulfstream Aerospace Corporation (Gulfstream) Model GV and GV- SP airplanes. This proposed AD was prompted by the omission of a life limit in the airworthiness limitations section (ALS) of the maintenance manual for a certain main landing gear (MLG) trunnion pin. This AD requires revising the ALS of the existing instructions for continued airworthiness (ICA) or inspection program for the airplane to establish a life limit for the affected MLG trunnion pin. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Viking Air Limited (Type Certificate Previously Held by Bombardier, Inc.; Canadair Limited) Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 96- 12-11, which applies to all Canadair Model CL-215-1A10 airplanes. AD 96-12-11 requires repetitive inspections to detect discrepancies of the microswitches fitted at the water door actuator; replacement of any discrepant microswitch; and modification of the water door actuator switches, which terminates the repetitive inspections. Since the FAA issued AD 96-12-11, it has determined that the corrective actions of that AD have not been effective at mitigating the risk of uncommanded opening of the water doors. This proposed AD would continue to require the modification of the water door actuator switches. This proposed AD would also require modification of the water door solenoid valve common grounds, add airplanes to the applicability, and prohibit installing certain water door solenoid valve selector assemblies. The FAA is proposing this AD to address the unsafe condition on these products.
Amendment and Establishment of Air Traffic Service (ATS) Routes; South Central United States
This action amends VHF Omnidirectional Range (VOR) Federal airways V-198, V-212, V-556, and V-558; amends Area Navigation (RNAV) route T-256; and establishes RNAV route T-466. The FAA is taking this action due to the planned decommissioning of the VOR portion of the Eagle Lake, TX (ELA), VOR/Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). The Eagle Lake VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 737-300, -400, and -500 series airplanes. This AD was prompted by a report that a spoiler sensor failure may go undetected by the autothrottle (A/T) computer. This AD requires repetitive built-in test equipment (BITE) tests of the A/T computer to detect a spoiler sensor failure, and corrective action if necessary. The FAA is issuing this AD to address the unsafe condition on these products.

Amendment of VOR Federal Airways V-24, V-78, V-181, and V-398; and Establishment of Area Navigation (RNAV) Route T-462; in the Vicinity of Watertown, SD
This action amends VHF Omnidirectional Range (VOR) Federal airways V-24, V-78, V-181, and V-398, and establishes RNAV route T-462 in the vicinity of Watertown, SD. This action is necessary due to the planned decommissioning of the VOR portion of the Watertown, SD, VOR/ Tactical Air Navigation (VORTAC) which provides navigational guidance to portions of the affected VOR Federal airways. The Watertown VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (VOR MON) program.
Proposed Amendment of Class C Airspace; Chicago, IL
This action proposes to amend the Chicago Midway International Airport, IL (MDW) Class C airspace area by extending the existing MDW Class C airspace shelf within 10 nautical miles (NM) of MDW from the southeast counterclockwise to the northeast. The FAA is proposing this action to reduce the risk of midair collisions and enhance the efficient management of air traffic operations in the MDW terminal area.
Airworthiness Directives; Alexander Schleicher GmbH & Co. Segelflugzeugbau Gliders
The FAA proposes to supersede Airworthiness Directive (AD) 2022-14-14, which applies to all Alexander Schleicher GmbH & Co. Segelflugzeugbau Model ASW-15 gliders. AD 2022-14-14 requires repetitively inspecting the wing root ribs for cracks, looseness, and damage and replacing any root rib with a crack, a loose rib or lift pin bushing, or any damage. Since the FAA issued AD 2022-14-14, the European Union Aviation Safety Agency (EASA) superseded its mandatory continuing airworthiness information (MCAI) to add all Model ASW-15B gliders to the applicability. This proposed AD is prompted by MCAI originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. This proposed AD would retain the requirements from AD 2022-14-14 of repetitively inspecting the wing root ribs for cracks, looseness, and damage and replacing any root rib with a crack, a loose rib or lift pin bushing, or any damage; and would add the Model ASW-15B gliders to the applicability. The FAA is proposing this AD to address the unsafe condition on these products.
