The FHWA in cooperation with the Alabama Department of Transportation (ALDOT), will prepare a limited scope Supplemental Draft Environmental Impact Statement (SDEIS) for the I-10 Mobile River Bridge and Bayway Widening project in Mobile and Baldwin Counties, Alabama. The Draft Environmental Impact Statement (DEIS) was approved by FHWA on July 22, 2014. The purpose of the SDEIS is to evaluate new information regarding environmental impacts and changes in project conditions that have occurred since the July 2014 DEIS.
National Performance Management Measures; Assessing Performance of the National Highway System, Freight Movement on the Interstate System, and Congestion Mitigation and Air Quality Improvement Program
The FHWA is correcting a document that appeared in the Federal Register on May 19, 2017 (82 FR 22879). That document announced the indefinite delay of specific portions of the National Performance Management Measures; Assessing Performance of the National Highway System, Freight Movement on the Interstate System, and Congestion Mitigation and Air Quality Improvement Program Final Rule (PM#3) (RIN 2125-AF54) and announced the initiation of additional regulatory proceedings for those portions. The portions subject to additional proceedings were misidentified as Title 49 provisions instead of Title 23 of the Code of Federal Regulations in the DATES section of the document. They were correctly identified elsewhere in the document. This document provides the appropriate citations in the DATES section as corrected at the end of this document.
Transportation Asset Management Plan Development Processes Certification and Recertification Guidance; Transportation Asset Management Plan Consistency Determination Guidance
The FHWA is seeking comments on two draft documents: (1) Transportation Asset Management Plan Development Processes Certification and Recertification Guidance, and (2) Transportation Asset Management Plan Consistency Determination Guidance. These documents provide implementation guidance on provisions of the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Asset Management Final Rule, which requires a State department of transportation (State DOT) to develop and implement a risk-based asset management plan. Under these authorities, FHWA must (1) certify that transportation asset management plan (TAMP) development processes established by a State DOT meet applicable requirements, and (2) make an annual consistency determination, evaluating whether a State DOT has developed and implemented a State-approved TAMP that meets all applicable requirements. This notice announces the availability of these draft documents on the online docket at the docket number for this notice.

Notice of Final Federal Agency Actions on Transportation Project in Washington State
This notice announces actions taken by FHWA and other agencies related to the Index-Galena Road, Milepost 6.4 to 6.9 project in Snohomish County, Washington, that are final. Project sponsor: Snohomish County. Project description: The project will repair this flood-damaged roadway. It would construct a relocated roadway that will extend from an area in proximity to the lower washout at Index-Galena Road Milepost 6.4 to an area in proximity to the upper washout at Milepost 6.9. The relocated roadway will re-establish roadway connectivity on Index-Galena Road for residences, emergency service providers, recreationists, and land managed by the U. S. Forest Service. The U.S. Forest Service is a Cooperating Agency on this project.

Proposed Third Renewed Memorandum of Understanding (MOU) Assigning Certain Federal Environmental Responsibilities to the State of Utah, Including National Environmental Policy Act (NEPA) Authority for Certain Categorical Exclusions (CEs)
The FHWA and the State of Utah, acting by and through its Department of Transportation (State), propose a renewal of the State's participation in the State Assumption of Responsibility for Categorical Exclusions. This program allows FHWA to assign to States its authority and responsibility for determining whether certain designated activities within the geographic boundaries of the State, as specified in the proposed Memorandum of Understanding (MOU), are categorically excluded from preparation of an environmental assessment or an environmental impact statement under the National Environmental Policy Act. An amended MOU would renew the State's participation in the program. The MOU will be amended by incorporating the following change: FHWA may terminate the State's participation in this program if FHWA provides the State a notification of noncompliance, and a period of not less than 120 days to take corrective action as FHWA determines necessary, and if the state fails to take satisfactory corrective action as determined by FHWA (Section 1307 of the Fixing America's Surface Transportation [FAST] Act [Pub. L. 114-94]).

Tier 1 Environmental Impact Statement (EIS) for the Sonoran Corridor Between Interstate 10 (I-10) and Interstate 19 (I-19) South of Tucson International Airport in Pima County, Arizona
The FHWA, as the Federal Lead Agency, and the ADOT, as the Local Project Sponsor, are issuing this notice to advise the public of our intention to prepare a Tier 1 EIS for the Sonoran Corridor between I-19 and I-10 south of the Tucson International Airport in Pima County, Arizona. The Tier 1 EIS will assess the potential social, economic, and natural environmental impacts of a transportation facility in the designated Sonoran Corridor across a reasonable range of corridor alternatives, including a ``No Build'' alternative. The Tier 1 EIS will be prepared in accordance with regulations implementing the National Environmental Policy Act (NEPA), and provisions of Fixing America's Surface Transportation Act (FAST Act).

The FHWA is issuing this notice of cancellation on behalf of the Florida Department of Transportation (FDOT) pursuant to federal law and a Memorandum of Understanding dated December 14, 2016 to advise the public that an Environmental Impact Statement for the proposed SR 388 from SR 79 in Bay County, Florida westward to SR 30 (US 98) in Walton County, Florida (also identified as West Bay Parkway, Segment 1 and CR 388 Segment 1) will no longer be prepared due to the implementation of the Bay-Walton Sector Plan, SAJ-114, and associated biological assessment that was completed for the study area. This is a formal cancellation of the Notice of Intent that was published in the Federal Register on October 4, 2011 (Doc. No. 2011-25360).

This notice announces actions taken by FHWA and other Federal agencies that are final within the meaning of Section 1308 of the Moving Ahead for Progress in the 21st Century Act. The actions relate to the conversion of existing Elkhorn Avenue, Moraine Avenue, and Riverside Drive roadways from two-way to a 0.9 mile one-way loop through downtown Estes Park, Larimer County, Colorado. These improvements consist of ``Phase 1'' of the proposed action analyzed in the 2016 Environmental Assessment for the Downtown Estes Loop Project. Phase 1 includes pavement rehabilitation on Elkhorn and Moraine Avenues, realignment and reconstruction of Riverside Drive and reconstruction of the Ivy Street Bridge. Those actions grant approvals for the project.

Notice of Final Federal Agency Actions on Transportation Project in Washington State
This notice announces actions taken by the FHWA that are final. The action relates to the Federal Way Link Extension Project, King County, WA. Project sponsor: Central Puget Sound Regional Transit Authority (Sound Transit). Project description: The project alternative, selected by the Federal Transit Administration (FTA), the Federal Lead Agency, in its March 6, 2017, Record of Decision, would extend the Sound Transit Link light rail system by 7.8 miles from Angle Lake Station in SeaTac south through Des Moines and Kent, terminating in Federal Way. The route would travel along the west side of Interstate 5 and would include stations at Kent/Des Moines near Highline College, South 272nd Street, and the Federal Way Transit Center. The action by FHWA, a Cooperating Agency on this project, is the March 9, 2017, approval of a NEPA Record of Decision for the FHWA approvals required for this project. The FTA, the Federal Lead Agency, issued a Notice of Limitation on Claims for their actions on this project on March 22, 2017.
Surface Transportation Project Delivery Program; TxDOT Audit Report #3
The Surface Transportation Project Delivery Program allows a State to assume FHWA's environmental responsibilities for review, consultation, and compliance for Federal-aid highway projects. When a State assumes these Federal responsibilities, the State becomes solely responsible and liable for carrying out the responsibilities it has assumed, in lieu of FHWA. Prior to the Fixing America's Surface Transportation (FAST) Act of 2015, the program required semiannual audits during each of the first 2 years of State participation to ensure compliance by each State participating in the program. This notice finalizes the findings of the third audit report for the Texas Department of Transportation's (TxDOT) participation in accordance to these pre-FAST Act requirements.

The FHWA is issuing this notice to advise the public that FHWA and the Wisconsin Department of Transportation (WisDOT) will no longer prepare a Tier 1 EIS in this corridor due to recent and on-going reprioritization of major transportation projects.
