Airworthiness Directives; ATR-GIE Avions de Transport Régional Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all ATR-GIE Avions de Transport R[eacute]gional Model ATR42 and Model ATR72 airplanes. This proposed AD was prompted by the insufficient accuracy of a certain Angle of Attack (AoA) probe at low airspeeds which could lead to a delayed activation of the stick pusher in a flaps-extended configuration. This proposed AD would require replacing each affected part with a serviceable part, and would also prohibit the installation of affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

Agency Information Collection Activities: Clearance of Renewed Approval of Information Collection: Airport Noise Compatibility Planning
In accordance with the Paperwork Reduction Act of 1995, the Federal Aviation Administration (FAA) invites public comments about our intention to request the Office of Management and Budget's (OMB) approval to renew an information collection. The collection involves information on voluntary airport noise compatibility programs. The information to be collected is necessary because noise compatibility program measures are eligible for Federal grants in-aid if they are provided to FAA for review and approval in advance. The respondents are airport sponsors that voluntarily submit noise exposure maps and noise compatibility programs to the FAA for review and approval.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Verification of Authenticity of Foreign License, Rating, and Medical Certification
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew an information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on July 5, 2024. The collection involves information used to identify foreign airmen in order to allow the agency to verify their foreign license when used to qualify for a U.S. certificate. Respondents are holders of foreign licenses wishing to obtain U.S. certificates.
Airport Investment Partnership Program
The FAA has approved the Final Application by the City of Avon Park, Avon Park, Florida (City), for Avon Park Executive Airport to participate in AIPP. Three exemptions were issued from certain provisions of Federal law. The Application procedures require the FAA to approve the Final Application to permit exemptions after review of all documents necessary to comply with laws and regulations within the FAA's jurisdiction.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule establishes, amends, suspends, or removes Standard Instrument Approach Procedures (SIAPS) and associated Takeoff Minimums and Obstacle Departure procedures (ODPs) for operations at certain airports. Amendment of Class E Airspace; Zanesville, OH
This action amends the Class E airspace at Zanesville, OH. This action is the result of an airspace review conducted due to the decommissioning of the Zanesville very high frequency omnidirectional range (VOR) as part of the VOR Minimum Operational Network (MON) Program. The geographic coordinates of the Zanesville Municipal Airport, Zanesville, OH, and the name of Genesis Health Care Heliport, Zanesville, OH, are also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 747-400, 747-400F, 747-8F, and 747-8 series airplanes. This proposed AD was prompted by a report that, during potable water servicing, there were multiple engine indicating and crew alerting system messages. The cause was the separation of a fitting and steel water supply tube above an electronics equipment cooling air filter, behind the forward cargo compartment left sidewall. This proposed AD would require, depending on configuration, installing at certain locations: conduits on exposed potable water supply lines, envelope assemblies over all exposed potable water line fittings and exposed potable water supply lines, a slitted spray shield, a 2-piece deflector shield around the equipment cooling system air inlet, and/or a shroud on exposed potable water supply lines. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; De Havilland Aircraft of Canada Limited (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2022-01-02, which applies to certain De Havilland Aircraft of Canada Limited Model DHC-8-400, -401, and -402 airplanes. AD 2022-01-02 requires inspecting for corrosion of the nacelle to wing rear spar attachment pins, and the nacelle to landing gear attachment pins, and doing all applicable corrective actions. Since the FAA issued AD 2022- 01-02, it was discovered that some operators were unable to identify the airplanes subject to each requirement. This proposed AD would continue to require the actions specified in AD 2022-01-02, clarify the affected airplanes for each required action, and revise the applicability by removing Model DHC-8-400 airplanes, as specified in a Transport Canada AD, which is proposed for incorporation by reference (IBR). This proposed AD would also revise a certain compliance time. The FAA is proposing this AD to address the unsafe condition on these products.

This AD was prompted by reports that the baggage bay discharge push-button annunciator (PBA) switch was making contact but was not fully engaged, and the tabs were not fully locked. Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA is superseding Airworthiness Directive (AD) 2021-09- 03, which applied to certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. AD 2021-09-03 required repetitive replacements of the emergency locator transmitter (ELT) antenna and repetitive inspections of the exterior fuselage skin around the ELT antenna attachment area. This AD was prompted by a report that there was an in-service failure of an ELT antenna that occurred before the repetitive replacement interval required by AD 2021-09-03, and that a terminating action was developed. This AD continues to require the actions in AD 2021-09-03 and requires replacement of the ELT antenna with a new ELT antenna, inspection of the exterior fuselage skin around the ELT antenna attachment holes, and repair if necessary; as specified in a Transport Canada AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

This action proposes to amend Class E airspace extending upward from 700 feet above the surface for Roanoke Rapids, NC, by adding airspace for Halifax Regional Medical Center Heliport, Roanoke Rapids, NC. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at this airport.
Airworthiness Directives; International Aero Engines AG Engines
The FAA proposes to adopt a new airworthiness directive (AD) for certain International Aero Engines (IAE AG) Model V2522-A5, V2524- A5, V2525-D5, V2527-A5, V2527E-A5, V2527M-A5, V2528-D5, V2530-A5, V2531-E5, and V2533-A5 engines. This proposed AD was prompted by further analysis of an event involving an IAE AG Model V2533-A5 engine that had an uncontained failure of a high-pressure turbine (HPT) 1st- stage hub that resulted in high-energy debris penetrating the engine cowling. This proposed AD would require revising the airworthiness limitations section (ALS) of the existing maintenance manual or instructions for continued airworthiness and the existing approved maintenance or inspection program, as applicable, to include new inspections of certain critical rotating parts. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; CFM International, S.A. Engines
The FAA proposes to adopt a new airworthiness directive (AD) for certain CFM International, S.A. (CFM) Model LEAP-1A, LEAP-1B, and LEAP-1C engines. This proposed AD was prompted by a manufacturer investigation that revealed a quality escape for low-pressure turbine (LPT) disks made from forgings with nonconforming grain size. This proposed AD would require removal and replacement of the LPT stage 4 and stage 5 disks. The FAA is proposing this AD to address the unsafe condition on these products.
Amendment of Class E Airspace; Tarboro, NC
This action proposes to amend Class E airspace extending upward from 700 feet above the surface for Tarboro, NC, by adding the ECU Health Edgecombe Heliport, Tarboro, NC. This action would increase the existing radius to accommodate a new instrument approach procedure for ECU Health Edgecombe Heliport, Tarboro, NC. It also incorporates updated coordinates for Tarboro Edgecombe Airport, Tarboro, NC. Controlled airspace is necessary for the safety and management of instrument flight rule (IFR) operations at this airport.
Proposed Establishment of Area Navigation (RNAV) Routes Q-162 and Q-166; Southwest United States.
This action proposes to establish Area Navigation (RNAV) routes Q-162 and Q-166 in the Southwest United States. The proposed new RNAV routes would provide alternative routing for air traffic travelling between southwest Arizona and western Texas in response to severe weather events during the spring and summer months. Additionally, the new RNAV routes would expand the availability of RNAV routing in support of transitioning the National Airspace System (NAS) from a ground-based to satellite-based system for navigation.
Amendment of Class E Airspace; Edenton, NC
This action proposes to amend Class E airspace extending upward from 700 feet above the surface by adding airspace for ECU Health Chowan Hospital Heliport, Edenton, NC. Additionally, this would correct the Northeastern Regional Airport name along with correcting coordinates for Northeastern Regional Airport.
Airworthiness Directives; Safran Aerosystems (Formerly AVOX Systems Inc.; Scott Aviation) Oxygen Cylinder and Valve Assemblies, and Oxygen Valve Assemblies
The FAA is correcting an airworthiness directive (AD) that was published in the Federal Register. That AD applies to certain Safran Aerosystems oxygen cylinder and valve assemblies, and oxygen valve assemblies, installed on but not limited to various transport airplanes. As published, the AD number of the AD being removed in the amendatory language of AD 2024-19-15 is incorrect, and the manufacturer name in the applicability and material required to be followed for identification of affected serial numbers in one location contains a typographical error. This document corrects those errors. In all other respects, the original document remains the same.

Modification of Class E Airspace; Alaska, AK
This action proposes to modify Class E airspace extending upward from 1,200 feet above the surface within a designated landmass and within 12 miles from a designated coastline associated with the state of Alaska. Additionally, this action proposes administrative amendments to update the airspace's existing Class E airspace legal description. These actions will support lower altitude instrument flight rules (IFR) operations and enhance safety for aircraft utilizing IFR and visual flight rules (VFR) operations.
Waiver of Launch Collective Risk Limit for a Near-Orbital Trajectory
This notice concerns a petition for waiver submitted to the Federal Aviation Administration (FAA) by Space Exploration Technologies Corporation (SpaceX) to waive the launch collective risk limit of 1 x 10-4 expected casualties (Ec) for Starship Super Heavy missions that utilize a near-orbital trajectory. The near-orbital Starship Super Heavy missions have been deemed suborbital such that a single launch collective risk limit of 1 x 10-4 Ec has been applied to cover the aggregate of the risks from the suborbital launch and suborbital reentry phases of each mission. The SpaceX petition requests an increase to the collective risk limit, to not exceed 2 x 10-4 Ec, with the condition that neither the suborbital launch nor suborbital reentry risks exceed 1 x 10-4 Ec individually. The FAA grants the petition for near-orbital Starship Super Heavy missions to allow a risk budget that parallels but remains consistent with an orbital mission profile that has a separate risk limit of 1 x 10-4 Ec for both the launch and reentry phases.

This NPRM also invited comments concerning the proposal to revise the applicability by removing certain airplanes and adding a new airplane model. This extension of the comment period is necessary to provide all interested persons an opportunity to present their views on the proposed requirements of this NPRM.
Amendment of VOR Federal Airways V-9, V-78, V-341, and V-430, and Canadian RNAV Route T-765, and Establishment of United States RNAV Route T-490; Northcentral United States
This action proposes to amend Very High Frequency Omnidirectional Range (VOR) Federal Airways V-9, V-78, V-341, and V- 430, and Canadian Area Navigation (RNAV) Route T-765; and establish United States (U.S.) RNAV route T-490. The FAA is proposing this action due to the planned decommissioning of the VOR portion of the Iron Mountain, MI (IMT) VOR/Distance Measuring Equipment (VOR/DME) navigational aid (NAVAID). The Iron Mountain VOR is being decommissioned in support of the FAA's VOR Minimum Operational Network (MON) program.

Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters (Airbus) Model AS350B, AS350B1, AS350B2, AS350B3, AS350BA, AS350D, AS355E, AS355F, AS355F1, AS355F2, AS355N, AS355NP, EC130B4, and EC130T2 helicopters. This proposed AD was prompted by a manufacturer assessment that determined additional actions are necessary to improve particle detection for main gearboxes (MGBs) with certain planet gear bearings installed. This proposed AD would require repetitively inspecting the MGB bevel wheel for the presence of particles, repetitively inspecting the MGB magnetic plug for particles, and prohibit installing an affected MGB unless certain requirements are met. These actions are specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Random Drug and Alcohol Testing Percentage Rates of Covered Aviation Employees for the Period of January 1, 2025, Through December 31, 2025
The FAA has determined that the minimum random drug and alcohol testing percentage rates for the period January 1, 2025, through December 31, 2025, will remain at 25 percent of safety- sensitive employees for random drug testing and 10 percent of safety-sensitive employees for random alcohol testing.

The geographic coordinates of the South Haven Regional Airport, South Haven, MI, and the name of Cromwell Health Watervliet Community Hospital Heliport, Watervliet, MI, are also being updated to coincide with the FAA's aeronautical database. This action brings the airspace into compliance with FAA orders and supports instrument flight rule (IFR) procedures and operations.
Amendment of Class E Airspace; Claremont, NH
A final rule was published in the Federal Register on October 3, 2024, amending Class E airspace extending upward from 700 feet above the surface for Claremont Municipal Airport, Claremont, NH, as the Claremont Non-directional Beacon (NDB) had been decommissioned, and associated instrument approaches canceled. This action corrects the Claremont Municipal Airport coordinates within the airspace description that contained a typographical error.
Revocation of Class E Airspace; Manchester, NH
A final rule was published in the Federal Register on August 19, 2024, revoking Class E surface airspace for Manchester Boston Regional Airport, Manchester, NH, as the overlying Class C airspace deemed the Class E surface airspace unnecessary. The FAA has determined that withdrawal of the final rule is warranted since this action was inconsistent with the associated notice of proposed rulemaking that referenced Class E surface airspace.

This proposed AD would require inspection of the flight deck emergency escape hatch drain hose for discrepancies and applicable corrective actions, and prohibit accomplishment of maintenance actions using the instructions of certain maintenance tasks, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.

This proposed AD was prompted by a report of the possible use of improper material during the manufacturing of vertical stabilizer to horizontal stabilizer junction fittings. This proposed AD would require inspections of affected parts, applicable repairs, and eventual replacement of certain affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; General Electric Company Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2020-20-17 and AD 2021-15-05, which apply to all General Electric Company (GE) Model GE90-110B1 and GE90-115B engines. AD 2020-20-17 prohibits dispatch of an airplane if certain status messages are displayed on the engine indicating and crew alerting system (EICAS) and if certain conditions are present; and as terminating action, requires revision of the existing FAA-approved minimum equipment list (MEL) by incorporating the dispatch restrictions into the MEL. AD 2021-15-05 requires initial and repetitive replacement of the full authority digital engine control (FADEC) integrated circuit (MN4) microprocessor. Since the FAA issued AD 2020-20-17 and AD 2021-15-05, the manufacturer has developed a software revision for the electronic engine control (EEC) FADEC that further mitigates the unsafe condition. This proposed AD would retain all the actions of AD 2020-20-17 and AD 2021-15-05, and it would also require upgrading the EEC FADEC software to an EEC FADEC software version eligible for installation as a terminating action. The FAA is proposing this AD to address the unsafe condition on these products.

This notice announces an extension of the comment period on an NPRM that proposes to modify Class D airspace and establish Class E airspace at San Bernardino International Airport, San Bernardino, CA. This action is being taken in response to interest by local airspace users in the San Bernardino area, a higher than usual amount of public comment since the initial publication of the NPRM, and the expectation of future comments.
Airworthiness Directives; Various Helicopters
The FAA is adopting a new airworthiness directive (AD) for various helicopters modified by certain supplemental type certificates (STCs) that approve the installation of an emergency float kit or an emergency float with a liferaft kit. This AD was prompted by the results of an accident investigation and subsequent reports of difficulty pulling the emergency float kit activation handle installed on the pilot cyclic. This AD requires repetitively inspecting the pull force on the float activation handle and for certain model helicopters, this AD also requires and replacing certain part-numbered float inflation reservoirs (reservoirs) and pull cable assemblies (cables) with other part-numbered reservoirs and cables. Finally, this AD prohibits installing certain part-numbered reservoirs and cables on specific helicopters. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Lycoming Engines
The FAA is adopting a new airworthiness directive (AD) for Lycoming Engines (Lycoming) model engines that have a certain connecting rod assemblies installed. This AD was prompted by several reports of connecting rod failures, which resulted in uncontained engine failure and in-flight shutdowns (IFSDs). This AD requires repetitive oil inspections for bronze metal particulates and, if found, additional inspections of the connecting rod bushings for damage, proper fit, movement, and wear, and replacement if necessary. As terminating action to the connecting rod bushing inspections, this AD requires replacement of the connecting rod bushings with parts eligible for installation. The FAA is issuing this AD to address the unsafe condition on these products.

Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA is superseding Airworthiness Directive (AD) 2024-04- 11, which applied to certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. AD 2024-04-11 required modifying the variable frequency generator (VFG) power-feeder harness routing. Since the FAA issued AD 2024-04-11, the FAA received a report of damage to a VFG power-feeder harness, resulting in the loss of the associated VFG and the posting of the L GEN FAIL (Caution) message. This AD continues to require modifying the VFG power-feeder harness routing, and also requires inspecting the VFG power-feeder harnesses for damage and clearance, repairing or replacing the VFG power-feeder harnesses if necessary, modifying and adjusting the VFG power-feeder harnesses if necessary, and prohibiting dispatch of certain airplanes under certain master minimum equipment list (MMEL) items; as specified in a Transport Canada emergency AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

Airworthiness Directives; Rolls-Royce Deutschland Ltd & Co KG
The FAA proposes to adopt a new airworthiness directive (AD) for all Rolls-Royce Deutschland Ltd & Co KG Model Trent 1000-AE3, Trent 1000-CE3, Trent 1000-D3, Trent 1000-G3, Trent 1000-H3, Trent 1000-J3, Trent 1000-K3, Trent 1000-L3, Trent 1000-M3, Trent 1000-N3, Trent 1000- P3, Trent 1000-Q3, Trent 1000-R3, Trent 7000-72, and Trent 7000-72C engines. This proposed AD was prompted by reports of cracked intermediate pressure compressor (IPC) shaft assembly front air seals. This proposed AD would require an inspection of the affected IPC shaft assembly for cracking and, depending on the results of the inspection, repetitive inspections or replacement of the IPC shaft assembly front air seals, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is proposing this AD to address the unsafe condition on these products.
