Schedule of Charges Outside the United States
The Federal Aviation Administration (FAA) is announcing the availability of Advisory Circular (AC) 187-1H which transmits an updated schedule of charges for services of FAA Flight Standards Aviation Safety Inspectors outside the United States. The advisory circular has been updated in accordance with the procedures listed in 14 CFR Part 187, Appendix A.
Helicopter Air Ambulance, Commercial Helicopter, and Part 91 Helicopter Operations; Clarification
This document provides clarification of the intent of the Approach/Departure IFR Transitions regulation contained in the Helicopter Air Ambulance, Commercial Helicopter, and Part 91 Helicopter Operations final rule, published on February 22, 2014. After publication, the FAA received comments and questions from intended users and industry advocacy groups about the clarity of terms used in this regulation, specifically, regarding the use of published instrument approaches and departures and the visibility limitations and differences between the terms ``proceed visually'' and ``proceed VFR''. The FAA is clarifying the terms and intent of this regulation in order to increase situational awareness and enhance Helicopter Air Ambulance safety. This clarification is intended for Part 135 air carriers engaged in helicopter air ambulance operations, and Principal Inspectors with oversight responsibility for helicopter air ambulance operations.

Airworthiness Directives; The Boeing Company Airplanes
We are revising an earlier proposed airworthiness directive (AD) for certain The Boeing Company Model 767 airplanes. The NPRM proposed to supersede AD 2003-13-01, which currently requires an inspection to detect cracks and fractures of the outboard hinge fitting assemblies on the trailing edge of the inboard main flap, and follow-on and corrective actions if necessary. For certain airplanes, AD 2003-13- 01 also requires inspecting to determine if a tool runout option has been performed in the area. The NPRM proposed to reduce a certain compliance time and adds airplanes to the applicability. The NPRM also provided optional terminating action for certain inspections. The NPRM was prompted by reports of hinge assembly fractures found before certain required compliance times in AD 2003-13-01. This action revises the NPRM by reducing repetitive inspection intervals for certain airplanes and limiting the inspection area. We are proposing this supplemental NPRM (SNPRM) to prevent the inboard aft flap from separating from the wing and potentially striking the airplane, which could result in damage to the surrounding structure and potential personal injury. Since these actions impose an additional burden over that proposed in the NPRM, we are reopening the comment period to allow the public the chance to comment on these proposed changes.
Special Conditions: Boeing, Model 767-200/-300 Series Airplane, as Modified by Avionics Support Group; Installed Rechargeable Lithium Batteries and Battery Systems
These special conditions are issued for the Boeing, Model 767- 200/-300 series airplanes. These airplanes, as modified by Avionics Support Group, will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is an ePhone handset for use with the ICS SATCOM System that will use rechargeable lithium batteries and battery systems. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Amendment of Class B Airspace; Washington Tri-Area, DC
This action amends the description of Area D of the Washington Tri-Area Class B airspace area to include exclusion of restricted area R-4001C from the Class B airspace when the restricted area is active. The remainder of the Class B description is not affected by this change.
Modification, Revocation, and Establishment of Multiple Air Traffic Service (ATS) Routes; North Central and Northeast United States
This action amends, removes, and establishes multiple jet routes, high altitude and low altitude Area Navigation (RNAV) routes (Q- and T-routes), and VHF Omnidirectional Range (VOR) Federal airways in the north central and northeast United States (U.S.) to reflect and accommodate route changes being made in Canadian airspace as part of Canada's Winsor-Toronto-Montreal (WTM) airspace redesign project. This action also amends or removes ATS routes with minimal or no use. This action also corrects a publishing error in the NPRM regulatory text for Q-71, reverses the order of points published for RNAV route Q-844, changes an airway point in RNAV route Q-937, refines the geographic latitude/longitude position information for one waypoint (CLNTN), and corrects the state and country identifiers for three waypoints (KARIT, ATENE, and REVEN).
Airworthiness Directives; Airbus Airplanes
We are superseding Airworthiness Directive (AD) 2004-03-19, which applies to certain Airbus Model A320-111, -211 and -231 series airplanes. AD 2004-03-19 required repetitive inspections for cracking in the transition and pick-up angles in the lower part of the center fuselage area, and corrective action if necessary. AD 2004-03-19 also provided for an optional terminating modification for the repetitive inspection requirements. This new AD requires accomplishing the modification by installing washers between the transition pick-up angle and the pin nuts, and doing related investigative and corrective actions if necessary. This new AD also adds airplanes to the applicability of AD 2004-03-19. This AD was prompted by a determination that the optional terminating modification must be required in order to address the unsafe condition. We are issuing this AD to prevent fatigue cracking in the transition and pick-up angles of the lower part of the center fuselage, which could result in reduced structural integrity of the wing-fuselage support and fuselage pressure vessel.
Airworthiness Directives; The Boeing Company Airplanes
We are adopting a new airworthiness directive (AD) for certain The Boeing Company Model 747-8 and 747-8F series airplanes. This AD was prompted by an analysis by the manufacturer, which revealed that certain fuse pins for the strut-to-wing attachment of the outboard aft upper spar are susceptible to migration in the event of a failed fuse pin through bolt. This AD requires replacing the fuse pins for the strut-to-wing attachment of the outboard aft upper spar with new fuse pins, and replacing the access cover assemblies with new access cover assemblies. We are issuing this AD to prevent migration of these fuse pins, which could result in the complete disconnect and loss of the strut-to-wing attachment load path for the outboard aft upper spar. The complete loss of an outboard aft upper spar strut-to-wing attachment load path could result in divergent flutter in certain parts of the flight envelope, which could result in loss of control of the airplane.
Proposed Modification of Restricted Areas R-4501A, R-4501B, R-4501C, R-4501D, R-4501F, and R-4501H; Fort Leonard Wood, MO.
This action proposes to modify the designated altitudes of restricted area R-4501B, Fort Leonard Wood, MO, by raising the restricted area ceiling from 1,500 feet mean seal level (MSL) in the north and 2,200 feet MSL in the south to a single altitude of 4,300 feet MSL across the entire restricted area. This action also proposes to add exclusions to the boundaries of R-4501C, R-4501F, and R-4501H to address overlapping restricted areas. Finally, this action proposes numerous administrative changes to the R-4501A and R-4501B titles and R-4501A-D, R-4501F, and R-4501H using agency information to standardize the format and information provided describing these restricted areas of the Fort Leonard Wood restricted area complex.
Proposed Modification of Restricted Areas R-3804A, R-3804B, and R-3804C; Fort Polk, LA
This action proposes to expand the lateral boundary of restricted area R-3804B, Fort Polk, LA, and raise the restricted area ceiling to, but not including 10,000 feet mean sea level (MSL). The expanded restricted airspace would be used to contain new live fire ranges and support mission requirements of the U.S. Army in order to fully exploit the capabilities of modern weapons systems and complex training scenarios that replicate the conditions encountered during military deployments today. This action also proposes time of designation changes to R-3804A and R-3804B to better reflect when the restricted areas are required and in use by the U.S. Army and when the airspace is available for use by nonparticipants. This action would incorporate editorial corrections to the R-3804A, R-3804B, and R-3804C legal descriptions.
Proposed Establishment of Class D and E Airspace, and Amendment of Class E Airspace; Hammond, LA
This action proposes to establish Class D airspace and Class E airspace designated as an extension, at Hammond, LA. The establishment of an air traffic control tower has made this action necessary for the safety and management of Instrument Flight Rules (IFR) operations within the airspace at Hammond Northshore Regional Airport. This action also would amend the airport name and adjust the geographic coordinates for the current Class E airspace area.
Proposed Revocation of Class D Airspace; Independence, KS
This action proposes to remove Class D airspace at Independence Municipal Airport, Independence, KS. The closure of the airport's air traffic control tower has necessitated the need for this proposal.
Special Conditions: Boeing Model 777-300ER, Single-Occupant, Oblique (Side-Facing) Seats With Inflatable Lapbelts
These special conditions are issued for Boeing Model 777-300ER airplanes with single-occupant, oblique (side-facing) seats equipped with inflatable lapbelts. This installation is novel or unusual, and the applicable airworthiness regulations do not contain adequate or appropriate safety standards for occupants of seats installed at an oblique angle of 30 degrees to the centerline of the airplane or for inflatable restraint systems. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Airports/Locations: Special Operating Restrictions
This action amends the Appendix listing airports/locations with special operating restrictions in FAA's general operating and flight rules. Specifically, this action adds an additional entry for Houston, TX (William P. Hobby Airport), and San Diego, CA (Marine Corps Air Station Miramar), to the Appendix, which lists the airports where aircraft operating within 30 nautical miles (NM) of the listed airports, from the surface upward to 10,000 feet mean sea level (MSL) must be equipped with an altitude encoding transponder. The FAA is taking this action to correctly identify applicable airports under the appropriate sections in the Appendix.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule establishes, amends, suspends, or revokes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

Airworthiness Directives; The Boeing Company Airplanes
We propose to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8 airplanes. This proposed AD was prompted by reports of missing bonded plugs found prior to airplane delivery, during manufacturing inspections, at various locations in certain stringers of the forward electrical equipment (EE) bay of the lower lobe cargo compartments. This proposed AD would require drilling a hole and installing and bonding plugs in certain stringers of the forward EE bay of the lower lobe cargo compartments. We are proposing this AD to detect and correct missing or misaligned bonded plugs which, in the event of a fire, could cause an increased rate of loss of Halon in the lower cargo compartments, and result in the inability to extinguish a fire and consequent loss of control of the airplane.
Hazardous Materials Safety Program
In preparation for the International Civil Aviation Organization's (ICAO) Dangerous Goods Panel's (DGP's) meeting to be held October 20-24, 2014, in Rio de Janeiro, Brazil, the FAA's Office of Hazardous Materials Safety and the Pipeline and Hazardous Materials Safety Administration's (PHMSA) Office of Hazardous Materials Safety announce a public meeting.
Notice Before Waiver With Respect To Land at Hanover County Municipal Airport, Hanover, Virginia
The FAA is publishing notice of proposed release of 2.94 acres of land at the Hanover County Airport, Hanover, Virginia to the Virginia Department of Transportation for construction of the I-95 and Lewistown Road Intersection improvements. An additional 1.07 Acres will be permanently utilized by Virginia Department of Transportation & Dominion Power within utility, and drainage easements. There are no adverse impacts to the airport and the land is not needed for airport development as shown on the Airport Layout Plan. Fair Market Value of the land has been established and will be provided to the County of Hanover for use on future AIP eligible airport development. The airport will benefit from the improvements associated with the I-95 and Lewistown Road Interchange with the enhanced northern access to the airport.
Receipt of Noise Compatibility Program and Request for Review; Key West International Airport, Key West, Florida
The Federal Aviation Administration (FAA) announces that it is reviewing a proposed Noise Compatibility Program that was submitted for Key West International Airport under the provisions of 49 U.S.C. 47504 et. Seq (the Aviation Safety and Noise Abatement Act hereinafter referred to as ``the Act'') and 14 CFR part 150 by Monroe County. This program was submitted subsequent to a determination by FAA that the associated Noise Exposure Maps submitted under 14 CFR part 150 for Key West International Airport were in compliance with applicable requirements effective December 19, 2013, and was published in the Federal Register on December 27, 2013. The proposed Noise Compatibility Program will be approved or disapproved on or before March 14, 2015.
Amendment of Class D Airspace; Wichita, McConnell AFB, KS
This action amends Class D airspace at Wichita, McConnell AFB, KS. The closure of nearby Derby, Hamilton Field has necessitated the need to amend Class D airspace at McConnell AFB. This action enhances the safety and management of aircraft operations at the airport.
Airworthiness Directives; Airbus Airplanes
We propose to supersede Airworthiness Directive (AD) 2010-06- 04, for certain Airbus Model A300 B2-1C, B2-203, B2K-3C, B4-103, B4- 203, B4-2C airplanes; Model A310 series airplanes; Model A300 B4-600 series airplanes; and Model A300 B4-600R series airplanes. AD 2010-06- 04 currently requires repetitive inspections to detect cracks of the pylon side panels (upper section) at rib 8; and corrective actions if necessary. Since we issued AD 2010-06-04, fleet survey and updated fatigue and damage tolerance analyses were done. We have determined that reduced compliance times are necessary. This proposed AD would continue to require repetitive inspections for cracking of the pylons 1 and 2 side panels (upper section) at rib 8 with reduced compliance times, and corrective actions if necessary. This proposed AD would also require repetitive post-repair and post-modification inspections and repair if necessary. This proposed AD would also remove certain airplanes having a certain modification from the applicability. We are proposing this AD to detect and correct cracking of pylon side panels (upper section) at rib 8, which could lead to reduced structural integrity of the pylon primary structure, which could cause detachment of the engine from the fuselage.
Special Conditions: Airbus Model A350-900 airplane; General Limiting Requirements
These special conditions are issued for Airbus Model A350-900 airplanes. These airplanes will have a novel or unusual design feature associated with general limiting requirements of its flight-envelope protection features. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.
Office of Commercial Space Transportation; Notice of Availability and Request for Comment on the Draft Environmental Assessment (EA) for the Kodiak Launch Complex Launch Pad 3, Kodiak Island, Alaska
In accordance with the National Environmental Policy Act of 1969, as amended (NEPA; 42 United States Code 4321 et seq.), Council on Environmental Quality NEPA implementing regulations (40 Code of Federal Regulations parts 1500 to 1508), and FAA Order 1050.1E, Change 1, Environmental Impacts: Policies and Procedures, the FAA is announcing the availability of and requesting comments on the Draft Environmental Assessment for the Kodiak Launch Complex Launch Pad 3 (Draft EA).
Airworthiness Directives; Bombardier, Inc. Airplanes
We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400, -401, and -402 airplanes. This AD was prompted by reports of rudder bearings falling out of the fore rudder hinge bracket during assembly. This AD requires a proof load test and detailed inspections; and installation of a new bearing, reaming, or repair of the bearing if necessary. We are issuing this AD to detect and correct improper bearing installation, which could result in abnormal wear and potential increased freeplay in the rudder system, and resultant airframe vibration, leading to compromise of the flutter margins of the airplane.
Acceptance Criteria for Portable Oxygen Concentrators Used On Board Aircraft
This rulemaking would replace Special Federal Aviation Regulation No. 106 with acceptance criteria for portable oxygen concentrators to be used by passengers in air carrier operations, commercial operations and certain other operations using large aircraft. Currently, the agency assesses each portable oxygen concentrator on a case-by-case basis to determine whether it is safe for use on board aircraft. If the agency determines that a portable oxygen concentrator is safe for use on board aircraft, the specific model is identified in regulations. This rulemaking would replace the burdensome approval process with acceptance criteria and a requirement for manufacturers to demonstrate compliance by affixing a label on the exterior of the portable oxygen concentrator applied in a manner that ensures it will remain affixed for the life of the device. The proposed acceptance criteria and labeling requirement would only affect portable oxygen concentrators intended for use on board aircraft. Portable oxygen concentrators currently approved for use on board aircraft would not be affected by this proposal and will be listed in this rule as approved. This rulemaking would also eliminate redundant requirements and paperwork requirements that are not necessary for aviation safety thereby reducing burdens for portable oxygen concentrator manufacturers, passengers who use portable oxygen concentrators while traveling, and aircraft operators conducting air carrier operations, commercial operations or certain operations using large aircraft.
Airworthiness Directives; Rolls-Royce plc Turbofan Engines
We propose to adopt a new airworthiness directive (AD) for certain Rolls-Royce plc (RR) RB211 Trent 768-60, 772-60, and 772B-60 turbofan engines. This proposed AD was prompted by fractures of the high-pressure/intermediate-pressure (HP/IP) turbine support internal oil feed tube. This proposed AD would require inspection of the oil feed tube sealing sleeve and removal of those oil feed tube sealing sleeves that fail inspection. We are proposing this AD to prevent failure of the HP/IP turbine support internal oil feed tube, which could result in uncontained engine failure and damage to the airplane.
Airworthiness Directives; Pilatus Aircraft, Ltd. Airplanes
We propose to adopt a new airworthiness directive (AD) for all Pilatus Aircraft Ltd. Models PC-6, PC-6-H1, PC-6-H2, PC-6/350, PC-6/ 350-H1, PC-6/350-H2, PC-6/A, PC-6/A-H1, PC-6/A-H2, PC-6/B-H2, PC-6/B1- H2, PC-6/B2-H2, PC-6/B2-H4, PC-6/C-H2, and PC-6/C1-H2 airplanes that would supersede AD 2013-11-08. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as a need to incorporate new revisions into the aircraft maintenance manual or in the limitations document of the FAA-approved maintenance program. We are issuing this proposed AD to require actions to address the unsafe condition on these products.
Modification and Revocation of Air Traffic Service (ATS) Routes in the Vicinity of Sandusky, OH
This action amends 5 VHF Omnidirectional Range (VOR) Federal airways (V-6, V-30, V-126, V-133, and V-416) and removes 1 VOR Federal airway (V-65) in the vicinity of Sandusky, OH. The FAA is taking this action due to the scheduled decommissioning of the Sandusky, OH, VOR/ Distance Measuring Equipment (VOR/DME) facility that provides navigation guidance for a portion of the airways listed.
Modification of VOR Federal AirwayV-298 in the Vicinity of Pasco, WA
This action modifies VOR Federal airway V-298 in the vicinity of Pasco, WA. The FAA is taking this action due to the Pasco, WA (PSC), VHF Omnidirectional Range (VOR)/Distance Measuring Equipment (DME) facility that provides navigation aid (NAVAID) guidance for a portion of V-298, being relocated. This action will ensure the safety and efficient management of aircraft operating within the National Airspace System.
Notice of Submission Deadline for Schedule Information for O'Hare International Airport, San Francisco International Airport, John F. Kennedy International Airport, and Newark Liberty International Airport for the Summer 2015 Scheduling Season
Under this notice, the FAA announces the submission deadline of October 9, 2014, for summer 2015 flight schedules at Chicago's O'Hare International Airport (ORD), San Francisco International Airport (SFO), New York's John F. Kennedy International Airport (JFK), and Newark Liberty International Airport (EWR) in accordance with the International Air Transport Association (IATA) Worldwide Slot Guidelines. The deadline coincides with the schedule submission deadline for the IATA Slots Conference for the summer 2015 scheduling season.
Amendment of Restricted AreasR-2901A, B, G, H, J, K, L and N; Avon Park, FL
This action makes minor adjustments to the latitude/longitude positions of two points in the descriptions of restricted areas R- 2901A, B, G, H, J, K, L and N at the Avon Park Air Force Range, FL. The corrections are the result of more accurate digital plotting of the points.
Airworthiness Directives; Bombardier, Inc. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc. Model CL-600-2A12 (CL-601), and CL-600-2B16 (CL-601-3A, CL-601-3R, and CL-604 Variants) airplanes. This proposed AD was prompted by a report of an aft equipment bay fire due to chafing and subsequent arcing of the integrated drive generator (IDG) power cables. Additionally, we have received several reports of broken support brackets of the hydraulic lines. This proposed AD would require a one-time inspection of the IDG power cables for chafing, and for any cracked or broken support bracket of the hydraulic line; and corrective actions if necessary. We are proposing this AD to detect and correct broken support brackets of the hydraulic lines, which could result in inadequate clearance between the IDG power cables and hydraulic lines and chafing of the IDG power cables, and consequent high energy arcing and an uncontrolled fire in the aft equipment bay.
Airworthiness Directives; Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Airplanes
We propose to supersede Airworthiness Directive (AD) 2011-09- 03, which applies to all Lockheed Martin Corporation/Lockheed Martin Aeronautics Company Model 382, 382B, 382E, 382F, and 382G airplanes. AD 2011-09-03 currently requires repetitive eddy current inspections to detect cracks in the center wing upper and lower rainbow fittings, and corrective actions if necessary; and repetitive replacement of rainbow fittings, which would extend the repetitive interval for the next inspection. Since we issued AD 2011-09-03, analysis of in-service cracking has shown that a reduction in the inspection intervals is necessary for the upper rainbow fittings. This proposed AD is intended to complete certain mandated programs intended to support the airplane reaching its limit of validity (LOV) of the engineering data that support the established structural maintenance program. This proposed AD would require reduced intervals for inspections of the upper rainbow fittings. We are proposing this AD to detect and correct fatigue cracking of the upper and lower rainbow fittings on the center wings, which could grow large and lead to the failure of the fitting and a catastrophic failure of the center wing.
