The Record of Decision (ROD) explains the potential environmental and socioeconomic impacts associated with the proposed action, which consists of multiple, related, and interconnected projects with the goal of conserving energy and water, and reducing waste production. The selected alternative provides the proper balance of initiatives for the protection of environmental and mission- essential actions. The ROD also identifies mitigation that will reduce or eliminate adverse impacts.

Supplemental Programmatic Environmental Assessment for Army 2020 Force Structure Realignment and Draft Finding of No Significant Impact

The Department of the Army has completed a Supplemental Programmatic Environmental Assessment (SPEA) for Army force structure realignment and is making a draft Finding of No Significant Impact (FNSI) available for public comment. The draft FNSI incorporates the SPEA, which does not identify any significant environmental impacts from the proposed action, with the exception of socioeconomic impacts at most installations. The draft FNSI concludes that preparation of an Environmental Impact Statement (EIS) is not required. Current budgetary projections require the Army to analyze the reduction of active component end strength below the 490,000 Soldier reduction analyzed in the January 2013 Programmatic Environmental Assessment for Army 2020 Force Structure Realignment (PEA) as the further reductions exceed the scope of the 2013 PEA analysis. The SPEA builds on the foundation of the 2013 PEA and assesses the impacts of a potential reduction of an additional 70,000 Soldiers and associated reductions in Army civilians, down to an Active Component end-strength of 420,000 Soldiers. These reductions are necessary to achieve the savings required by the Budget Control Act of 2011. Nearly all Army installations will be affected in some way by additional reductions. The 2013 PEA evaluated 21 Army and joint base installations. With the deeper reductions now anticipated, the Army must consider nine additional installations that could experience reductions of 1,000 or more Active Component Soldiers and/or Army civilians. The SPEA does not identify any significant environmental impacts anticipated as a result of implementing the proposed action, with the exception of socioeconomic impacts at most installations; consequently, the preparation of an environmental impact statement is not required.

Notice of Availability of the Record of Decision for the Disposition of Hangars 2 and 3, Fort Wainwright, Alaska

The Garrison Commander at Fort Wainwright, Alaska, has reviewed the Final Environmental Impact Statement (EIS) for the Disposition of Hangars 2 and 3 at Fort Wainwright, Alaska, and made the decision to proceed with the implementation of Alternative 1, Demolition of Hangars 2 and 3 (the selected alternative), which includes the demolition of both hangars and supporting infrastructure. Hangars 2 and 3 are World War II-era hangars and are contributing resources within the Ladd Field National Historic Landmark (NHL) and Ladd Air Force Base Cold War Historic District. Specific details of the decision are captured in the Army's Record of Decision (ROD) for this action. Both hangars no longer meet the functional requirements of maintenance facilities for the modern Army aircraft fleet, currently serve no active function, and are a safety hazard due to their compromised structural integrity. This alternative meets the Army's following objectives: (1) Eliminate fire and safety issues associated with Hangars 2 and 3; (2) eliminate non-mission essential funding expenditures; (3) make available the valuable airfield space the hangars occupy to support the military mission because the hangars no longer meet the functional requirements of maintenance facilities for modern aircraft and are unable to support the aviation mission; (4) meet the special requirements for NHLs under Section 110 of the National Historic Preservation Act (NHPA) and its implementing regulations (to the maximum extent possible, undertake such necessary planning and actions that minimize harm to NHLs); and (5) avoid, minimize, or otherwise mitigate any adverse effects on historic resources through Section 106 consultation under the NHPA.

The Department of the Army proposes to add a new system of records, A0600-63 DAPE G-1, entitled ``Commander's Risk Reduction Dashboard Interim'' to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will provide Commanders with information they need to recognize early warning signs and proactively engage in intervention activities to help reduce Soldier suicides, risk-related deaths, and other negative outcomes of high risk behavior. This system of records notice authorizes Army Commanders of Battalion level and lower level Commanders access to Personally Identifiable Information (PII) and Protected Health Information (PHI) of Soldiers under their command to help identify individuals with high risk profiles.

Piñon Canyon Maneuver Site Training and Operations Environmental Impact Statement for Fort Carson, CO

The Department of the Army announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the environmental and socioeconomic impacts of proposed training and operations activities at Pi[ntilde]on Canyon Maneuver Site (PCMS), CO. The PCMS is the maneuver site for Fort Carson, CO. The PCMS is located near Trinidad, CO, approximately 150 miles southeast of Fort Carson, and consists of approximately 235,000 acres. The EIS will assess proposed PCMS training, infrastructure improvement, and land management activities to support Fort Carson training requirements. It will also assess the impacts of reclassification of the airspace that overlies PCMS. The proposed action does not include, nor would it require, expansion of PCMS.

The Department of the Army announces the availability of the Final Environmental Impact Statement (EIS) for the implementation of energy, water, and solid waste sustainability initiatives at Fort Bliss, Texas and New Mexico. The Department proposes to implement Net Zero energy, water, and waste initiatives at Fort Bliss, which would also facilitate meeting mandates for renewable energy production and greenhouse gas emissions reductions. In so implementing Net Zero, the Army will enhance Fort Bliss' energy and water security, supporting the military mission into the future. Although some training land would be converted to other uses, Fort Bliss would not lose any overall training capability as a result of Net Zero project implementation. The Proposed Action consists of multiple, related, and interconnected projects to achieve Net Zero goals, comply with federal and Army energy mandates, and meet the Army's energy and water security objectives. The proposed action has six alternatives. The Final EIS indicates that there could be significant impacts to air quality, vegetation, archeological sites, soils, land use, and traffic. Of these, all but land use (as a result of converting training land to developed land) are anticipated to be mitigable to less than significant.
