The Department of the Army is announcing withdrawal of its Notice of Intent (NOI) to prepare an Environmental Impact Statement (EIS) for Fort Benning Training Land Expansion as well as the subsequent Draft EIS. The original NOI was published in the Federal Register on June 4, 2010 (75 FR 31770). The Notice of Availability for the Draft EIS was published in the Federal Register on May 13, 2011 (76 FR 28005). The Army has determined that the proposed land acquisition will no longer be pursued due to a reduction in requirements. This was the result of a combination of force structure realignment decisions affecting Fort Benning and actions taken to relocate maneuver training for Fort Benning's Army Reconnaissance Course (ARC). This ends the National Environmental Policy Act (NEPA) process for this action.

The Army National Military Cemeteries (ANMC) announces that it will hold two public listening sessions to solicit information on tribal requests for exhumation of Native American human remains from the former Carlisle Indian Industrial School Cemetery located on Carlisle Barracks, PA. ANMC has received requests from two tribes to disinter and repatriate the remains of tribal children buried at this cemetery. The listening sessions will be held in conjunction with the National Council of the American Indian mid-year conference in Spokane, WA and the United South and Eastern Tribes annual meeting in Cherokee, NC. The listening sessions are intended to provide any tribe that may have tribal members buried in this cemetery with an opportunity to share their views on this topic with Agency representatives, along with any data or analysis they may have. All comments will be transcribed and available upon request from Mr. Art Smith, whose contact information is listed below in this notice. We encourage tribes to participate in these listening sessions.

No funds are available for any proposal or information submission and submitting information does not bind the Army for any future contracts/grants resulting from this request for information. The Army Science Board is requesting information from organizations external to the Army that will help the board complete its analysis and ensure that all viable sources of information are explored. Based on information submitted in response to this request, the Army Science Board may invite selected organizations to provide additional information on technologies of interest. To supplement the information developed in previous studies and otherwise available to the Board, organizations are invited to submit information on products or technologies to support RAS competencies and can be developed externally, either with support from the Army or from other sources. The Department of the Army announces the availability of the Final Programmatic Environmental Impact Statement (PEIS) for proposed training mission and mission support activities at Fort Campbell, KY. Pursuant to the National Environmental Policy Act of 1969 (NEPA), the Final PEIS analyzes the potential impacts of training and mission support activities on the environmental resources of Fort Campbell and the surrounding region. The Final PEIS assesses the No Action Alternative, four action alternatives, and a fifth alternative that would implement all of the separate action alternatives. The Proposed Action would meet the Senior Commander's Soldier training requirements, support the Range Complex Master Plan, and streamline the NEPA analysis process for routine range and training land actions occurring at Fort Campbell.

This rule adopts as final, with minor administrative changes, an interim rule of the Department of the Army to amend its regulation concerning law enforcement reporting for a number of statutory requirements to better coordinate law enforcement work and personnel both within the Department of the Army, across the Department of Defense (DoD), and with other Federal, State, and local law enforcement officials. The Department of the Army is making minor administrative changes based on the name change of a form and reporting system mentioned in the rule. The Centralized Operations Police Suite (COPS) Military Police Reporting System (MPRS) name is changed to Army Law Enforcement Reporting and Tracking System (ALERTS). The Department of the Army Form 3975, ``Military Police Report'' name was changed to ``Law Enforcement Report''.

Record of Decision for the Schofield Generating Station Project Final Environmental Impact Statement, United States Army Garrison-Hawaii

The Department of the Army announces the availability of the Record of Decision (ROD) to lease land and grant easements on Schofield Barracks and Wheeler Army Airfield to Hawaiian Electric Company (Hawaiian Electric) for the construction, ownership, operation, and maintenance of a 50-megawatt (MW) capacity, biofuel-capable generating station, referred to as the Schofield Generating Station, and associated power poles, high-tension power lines, and related equipment and facilities. The action was the preferred alternative identified in the final Environmental Impact Statement (EIS) for proposed Schofield Generating Station Project (SGSP). The ROD identifies the potential environmental and socioeconomic impacts associated with the SGSP, none of which were determined to be significant adverse effects. The selected action will provide improved energy security to the Army and citizens of Oahu, support renewable energy goals, and improve future electrical generation capabilities on Oahu by providing a new secure, firm, dispatchable, flexible, and renewable energy generation to the grid on Oahu, Hawaii. Implementation of the preferred alternative will not result in significant impacts. The Army and Hawaiian Electric will implement numerous best management practices to avoid or minimize adverse environmental effects.
