In compliance with the Paperwork Reduction Act of 1995, the Office of the Assistant Secretary of Defense for the Department of the Army announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

In compliance with 35 U.S.C. 209(e) and 37 CFR 404.7(a)(1)(i), the Department of the Army hereby gives notice of its intent to grant to Nano-C, Inc.; a corporation having its principle place of business at 33 Southwest Park, Westwood, MA 02090, exclusive license relative to the following U.S. Patent Application Titled '' Optically Transparent, Radio Frequency, Planar Transmission Lines'': United States Utility Patent Application Serial No. US 14/247,380.

This amended notice provides information regarding the properties that have been determined surplus to the United States needs in accordance with the Defense Base Closure and Realignment Act of 1990, Public Law 101-510, as amended, and the 2005 Base Closure and Realignment Commission Report, as approved, and following screening with Federal agencies and Department of Defense components. This Notice amends the Notices published in the Federal Register on May 9, 2006 (71 FR 26932) and May 25, 2012 (77 FR 31339).

The Department of the Army proposes to alter a system of records notice AAFES 1504.03, entitled ``Personal Property Movement and Storage Files'' in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system is used by the Army and Air Force Exchange Service to arrange the movement, storage, and handling of personal property; to identify/trace lost or damaged shipments; and to answer inquiries and monitor effectiveness of personal property traffic management functions.

The Department of the Army proposes to add a new system of records, A0215-1b OAA, entitled ``Army Executive Dining Facility ARDEF Accounting System (AAS)'' to provide accounting management functions for the Army Executive Dining Facility (ARDEF). ARDEF managers will utilize the ARDEF Accounting System (AAS) to provide members an automatic payment option for services using the member's credit card account number. The ASS generates a monthly statement for member's review.

The Department of the Army proposes to amend a system of records notice, A0215-1 CFSC, entitled ``Non-appropriated Fund Employee Insurance and Retirement Files,'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. This system substantiates initial enrollment and subsequent change in the NAF Group Insurance and Retirement Plan, and it is used to verify monthly deductions and to compute annuities, refunds, and death benefit.

In compliance with the Paperwork Reduction Act of 1995, U.S. Army Public Health Command announces a proposed public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

The notice of open meeting notices for the Explore, Remember and Honor subcommittees published in the Federal Register on May 20, 2015 (80 FR 28978 & 28979) has changed the date of the meetings. They will now be held on June 24, 2015 at the same times and locations.

In accordance with 35 U.S.C. 209(e), and 37 CFR 404.7 (a)(1)(i), announcement is made of the intent to grant an exclusive, revocable license, to U.S. Provisional Patent No. 61/884,630, filed September 30, 2013, entitled ``Intelligent Focused Assessment with Sonography for Trauma,'' and foreign filing PCT/US2014/058374, filed September 30, 2014, entitled, ``Automatic Focused Assessment with Sonography for Trauma Exams.'' The intended licensee is Cherokee Nation Diagnostic Innovations, with its principal place of business at 10838 E. Marshall St., Tulsa, OK, 74116.

The Department of the Army and Fort Carson announce the decision to conduct training using new tactics, equipment, infrastructure improvements, and management methods at Pi[ntilde]on Canyon Maneuver Site (PCMS), CO. The action was the preferred alternative identified in the Final Environmental Impact Statement (EIS) for proposed training and operations at PCMS. PCMS is the maneuver site for Fort Carson and is located near Trinidad, CO, approximately 150 miles southeast of Fort Carson. The Record of Decision (ROD) explains the potential environmental and socioeconomic impacts associated with the selected action, which is to conduct realistic, coordinated, large-scale training that integrates the ground and air resources of Fort Carson's mechanized, infantry, support, and combat aviation units. The selected alternative provides the proper balance of initiatives for the protection of environmental and mission- essential actions. The ROD also adopts mitigation that will reduce or eliminate adverse impacts. The selected action will establish new brigade-level training intensity measures, update brigade training and equipment requirements, enable the Stryker family of vehicles to train at PCMS, and add enhanced readiness training, to include new activities and infrastructure at PCMS. The action does not include, nor would it require, land expansion of PCMS.

The Department of the Army amends its regulation concerning law enforcement reporting for a number of statutory requirements to better coordinate law enforcement work and personnel both within the Department of the Army, across DoD, and with other Federal, State, and local law enforcement officials. It meets law enforcement reporting requirements for selected criminal and national security incidents and provides law enforcement agencies, such as the Department of Homeland Security and Transportation Security Administration, with the most current information available. It also provides the Army chain of command with timely criminal information to respond to queries from the Department of Defense, the news media, and others. The rule establishes policies and procedures for offense and serious-incident reporting with the Army; for reporting to the Department of Defense and the Department of Justice, as appropriate; and for participating in the Federal Bureau of Investigation's National Crime Information Center, the Department of Justice's Criminal Justice Information System, the National Law Enforcement Telecommunications System, and State criminal justice systems. It also updates various reporting requirements described in various Federal statutes.

The Department of the Army announces the availability of the Draft Environmental Impact Statement (DEIS) for the proposed lease of land and granting of easements on Schofield Barracks and Wheeler Army Airfield to Hawaiian Electric Company (Hawaiian Electric) for the construction, ownership, operation, and maintenance of a 50-megawatt (MW) capacity, biofuel-capable power generation plant, referred to as the Schofield Generating Station, and associated power poles, high- tension power lines, and related equipment and facilities. In accordance with the National Environmental Policy Act (NEPA), the DEIS analyzes the environmental impacts associated with construction and operation of the Schofield Generating Station and associated infrastructure. The Army has determined that there are historic properties nearby, but that the undertaking will have no effect upon them as defined in 36 CFR 800.16(i). The Draft EIS documents this finding and it is now being made available for public review. The Draft EIS comment process is also an opportunity for public to provide input about the effects of the proposed actions on historic property, for consideration in Army decision making.

The Department of the Army (Army) announces the availability of the Final Environmental Impact Statement (EIS) for the Modernization and Repair of Piers 2 and 3 at Military Ocean Terminal Concord, California (MOTCO). The Final EIS evaluates the potential environmental and socioeconomic effects that could result from demolition and reconstruction of structural elements, replacement of infrastructure, upgrades to shore-side roads and electrical infrastructure, repair of piles at Pier 3, and maintenance dredging. Environmental consequences were evaluated for noise; air quality; geology, topography, and soils; water resources; biological resources; land use and coastal zone management; transportation; infrastructure; visual resources; recreational resources; socioeconomics; environmental justice and protection of children; cultural resources; and hazardous materials, hazardous waste, toxic substances, and contaminated sites. Based on the analysis described in the EIS, all impacts are anticipated to be less than significant. The potential for environmental impacts is greatest for the following resource areas: water resources; biological resources; transportation; infrastructure; and cultural resources.
