The Department of the Army announces its intent to conduct public scoping under the National Environmental Policy Act (NEPA) and solicit public comments to gather information to prepare an Environmental Impact Statement (EIS) to address heat and electrical generation and distribution upgrades at Fort Wainwright, Alaska. The current condition of the heat and power plant, one of the oldest coal- fired central heat and power plants (CHPP) in the United States, and its aging heat distribution system requires an upgrade to provide reliable heat and electrical infrastructure for the installation that resolves safety, resiliency, fiscal, and regulatory concerns. The scoping process will help identify reasonable alternatives, potential environmental impacts, and key issues of concern to be evaluated in the EIS. Based on the information presented in the EIS, the Department of the Army will determine which of the identified heat and power generating alternatives would be implemented.

This final rule removes Department of the Army's regulation containing the real estate procedures of the United States Corps of Engineers governing all military and civil works projects. The rule is being removed because its content is internal to the Department, and current policy is maintained in an internal Engineering Regulation used by Corps of Engineers personnel.

The Department of the Army proposes to modify a System of Records Notice (SORN), Army Personnel Systems (APS), A0600-8-104 AHRC. This system of records is comprised of Human Resources (HR) information required to manage a Soldier's career from initial accession through separation, and for life for retirees. Currently APS records are managed by 36 information technology (IT) systems that are linked to seven System of Records Notices (SORNs). In a cost saving effort to eliminate redundant functions and discordant IT systems, the Army is transitioning HR and military pay records for Soldiers to the Integrated Personnel and Pay System-Army (IPPS-A).

This final rule removes an obsolete Army acquisition regulation for government-furnished property. This rule has been made obsolete by updated higher-level regulation.

This final rule removes an obsolete Army acquisition regulation which was codified to provide Army-specific procedures for industrial preparedness production planning. This rule has been made obsolete by time and change in process.

The Military Surface Deployment and Distribution Command (SDDC) has published an updated TR-12 Fuel Relate Rate Adjustment Policy. Army National Military Cemeteries (ANMC) is honoring the requests of six families to disinter the human remains of six Native American students from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are Ophelia Powless (aka Ophelia Powias), Sophia Caulon (aka Sophy Coulon), Jamima Metoxen (aka Jemima Meloxen), Henry Jones, Alice Springer, and Adam McCarty (aka Adam McCarthy). These students died in the 1880s and 1890s while attending the Carlisle Indian Industrial School. At the request of the closest living relative for each decedent, ANMC will disinter, transfer custody, transport, and reinter the remains in private cemeteries chosen by the families. This disinterment will be conducted in accordance with Army Regulation 210-190. This is not a Native American Graves Protection and Repatriation Act (NAGPRA) action because the remains are not part of a collection as they are interred in graves that are individually marked at the Carlisle Barracks Post Cemetery.

On December 23, 2010, the Department of the Army announced in the Federal Register its intent to prepare a Programmatic Environmental Impact Statement (PEIS) to analyze the environmental and socioeconomic impacts associated with the proposed land acquisition and use of approximately 22,232 acres for joint maneuver training and mission activities in McMullen County, Texas. In March of 2018, the Texas Army National Guard determined that the proposed action is no longer needed. The NOI is withdrawn and the NEPA process is terminated.

The Department of the Army intends to prepare an Environmental Impact Statement (EIS) to analyze potential environmental and socioeconomic impacts, and identify related mitigation measures, associated with the Army's proposal to develop, operate, and maintain a Heavy Off Road Mounted Maneuver Training Area (HOMMTA) of at least 2,400 contiguous acres at Fort Benning, Georgia to support off-road armor vehicle movement and maneuver.
