Quarterly IRS Interest Rates Used in Calculating Interest on Overdue Accounts and Refunds of Customs Duties
This notice advises the public that the quarterly Internal Revenue Service interest rates used to calculate interest on overdue accounts (underpayments) and refunds (overpayments) of customs duties will remain the same from the previous quarter. For the calendar quarter beginning July 1, 2024, the interest rates for underpayments will be 8 percent for both corporations and non-corporations. The interest rate for overpayments will be 8 percent for non-corporations and 7 percent for corporations. This notice is published for the convenience of the importing public and U.S. Customs and Border Protection personnel.
Civil Monetary Penalty Adjustments for Inflation
In this final rule, DHS adjusts for inflation its civil monetary penalties for 2024, in accordance with the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and Executive Office of the President (EOP) Office of Management and Budget (OMB) guidance. DHS is also accounting for additional civil monetary penalties that the U.S. Coast Guard is statutorily authorized to collect. The new penalty amounts will be effective for penalties assessed after June 28, 2024 whose associated violations occurred after November 2, 2015.
Enforcement of Copyrights and the Digital Millennium Copyright Act
This document adopts as final, with some changes, proposed amendments to the U.S. Customs and Border Protection (CBP) regulations pertaining to importations of merchandise that violate or are suspected of violating the copyright laws, including the Digital Millennium Copyright Act (DMCA), in accordance with title III of the Trade Facilitation and Trade Enforcement Act of 2015 (TFTEA). The amendments set forth in this document clarify the definition of "piratical articles," simplify the detention process involving goods suspected of violating the copyright laws, and prescribe new regulations enforcing the DMCA.

9-11 Response and Biometric Entry-Exit Fee for H-1B and L-1 Visas
The Department of Homeland Security (DHS) proposes to amend and clarify the regulations concerning the 9-11 Response & Biometric Entry-Exit Fee for H-1B and L-1 Visas (9-11 Biometric Fee). The proposed regulatory changes would clarify DHS's interpretation of ambiguous statutory language to require that covered employers submit the 9-11 Biometric Fee for all extension-of-stay petitions, regardless of whether a Fraud Fee applies, so as to include extension-of-stay petitions that do not involve a change of employer. The 9-11 Biometric Fee would continue to apply unchanged to petitions seeking an initial grant of status. The proposed changes will also help DHS comply with its congressional mandate to implement a biometric entry-exit data system.

Import Restrictions Imposed on Archaeological and Ethnological Material From Ecuador; Correction
On February 14, 2020, U.S. Customs and Border Protection (CBP) published a final rule in the Federal Register (CBP Dec. 20-03) imposing import restrictions on certain archaeological and ethnological material from Ecuador, pursuant to a memorandum of understanding between the United States and Ecuador. This document corrects the expiration date of the import restrictions to February 11, 2025, to correspond with the date the import restrictions entered into force. The CBP regulations are being amended to reflect this correction. The Designated List of materials to which the restrictions apply remains unchanged.

Imposition of Import Restrictions on Archaeological and Ethnological Material of Pakistan
This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the imposition of import restrictions on archaeological and ethnological materials from the Islamic Republic of Pakistan (Pakistan). These restrictions are imposed pursuant to an agreement between the United States and Pakistan, entered into under the authority of the Convention on Cultural Property Implementation Act. This document amends the CBP regulations, adding Pakistan to the list of countries which have bilateral agreements with the United States imposing cultural property import restrictions, and contains the Designated List, which describes the archaeological and ethnological materials to which the restrictions apply.

Republic of Korea Steel Imports Approved for the Electronic Certification System (eCERT)
This document announces that the export certification requirement for imports of steel products of the Republic of Korea that are subject to an absolute quota will be collected through the Electronic Certification System (eCERT). As a result, all imports of steel of the Republic of Korea that are subject to an absolute quota must have a valid export certificate with a corresponding eCERT transmission at the time of entry for consumption or withdrawal from warehouse for consumption. The transition to eCERT will not change the quota filing process or requirements.

Based upon the facts presented, CBP has concluded that the Norwegian-origin Omega-3- Acid Ethyl Esters do not undergo a substantial transformation in China when combined with certain inactive ingredients and encapsulated into dosage form.
Increase in the NEXUS Application Fee and Change in the NEXUS Application Fee for Certain Minors
In this document, CBP is announcing an increase in the application fee for the NEXUS program and a change in the NEXUS application fee for certain minors. This change to the NEXUS program is being made simultaneously with changes to the Global Entry and Secure Electronic Network for Travelers Rapid Inspection (SENTRI) programs in order to harmonize the fees, application procedures and standard for exempting minors from payment of the application fee. CBP is simultaneously issuing a separate final rule updating the Global Entry and SENTRI regulations to be consistent with the changes herein.

Investigation of Claims of Evasion of Antidumping and Countervailing Duties
This document adopts as final, with changes, interim amendments to the U.S. Customs and Border Protection (CBP) regulations that were published in the Federal Register on August 22, 2016, as CBP Dec. 16-11, which implemented procedures to investigate claims of evasion of antidumping and countervailing duty (AD/CVD) orders in accordance with section 421 of the Trade Facilitation and Trade Enforcement Act of 2015. This document also announces that CBP deployed a case management system in April 2021, which CBP and the public use for filing, tracking, and adjudicating allegations of evasion of AD/CVD orders.
Extension of Import Restrictions Imposed on Archaeological and Ecclesiastical Ethnological Material From Honduras
This document amends the U.S. Customs and Border Protection (CBP) regulations to extend import restrictions on certain archaeological and ecclesiastical ethnological material from Honduras. The Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has made the requisite determinations for extending the import restrictions, which were originally imposed by CBP Decision (CBP Dec.) 04-08 and last extended by CBP Dec. 19-03. The United States and Honduras have also agreed to extend the restrictions for an additional five-year period. Accordingly, these import restrictions will remain in effect for an additional five years, and the CBP regulations are being amended to reflect this further extension through March 12, 2029.
Refund of Alcohol Excise Tax
This document adopts as a final rule, with no changes, interim amendments to the U.S. Customs and Border Protection (CBP) regulations that were published in the Federal Register on December 30, 2022, as CBP Decision 22-26. Pursuant to these changes, the responsibility for administering refunds, reduced tax rates, and tax credits on imported alcohol moved from CBP to the U.S. Department of the Treasury, on January 1, 2023.

Extension and Modification of the National Customs Automation Program Test Concerning the Submission Through the Automated Commercial Environment of Certain Unique Entity Identifiers for the Global Business Identifier Evaluative Proof of Concept
On July 21, 2023, U.S. Customs and Border Protection (CBP) published a notice in the Federal Register extending and modifying a National Customs Automation Program Test concerning the submission of unique entity identifiers for the Global Business Identifier (GBI) Evaluative Proof of Concept (EPoC). This document republishes and supersedes the notice published on July 21, 2023, announces an extension of the test period through February 23, 2027, notes a clarification in the purpose and scope of the GBI EPoC, and removes commodity and country of origin limitations on the entries eligible for the test. In addition, this document makes changes to the contact information for questions regarding the test, provides new web addresses dedicated to obtaining GBIs, and makes minor technical changes.

This document republishes with modifications and supersedes a U.S. Customs and Border Protection (CBP) notice published in the Federal Register on August 13, 2019, announcing a test to allow certain low-value shipments, including those shipments subject to Partner Government Agency (PGA) data requirements, to be entered by filing a new type of informal entry electronically in the Automated Commercial Environment (ACE). The test is known as the ACE Entry Type 86 Test. This document modifies the ACE Entry Type 86 Test to clarify the waiver of certain regulations and consequences of misconduct by test participants. In addition, this document makes minor technical changes to the original notice.
Extension and Amendment of Import Restrictions on Archaeological and Ecclesiastical Ethnological Materials of Bulgaria
This document amends the U.S. Customs and Border Protection (CBP) regulations to reflect the extension and modification of import restrictions on certain archaeological and ecclesiastical ethnological material of Bulgaria. The Assistant Secretary for Educational and Cultural Affairs, United States Department of State, has made the requisite determinations for extending and modifying the import restrictions originally imposed by CBP Dec. 14-01, and amended by CBP Decision 19-01. The restrictions are being extended through January 14, 2029. The CBP regulations are being amended to reflect these changes. The Designated List of materials to which the restrictions apply is published below.
