Draft Mathematics Assessment Framework for the 2025 National Assessment of Educational Progress
The National Assessment Governing Board (Governing Board) is soliciting public comment for guidance in updating the Assessment Framework for the 2025 National Assessment of Educational Progress (NAEP) in Mathematics. The Governing Board is authorized to formulate policy guidelines for NAEP. The NAEP legislation specifies that the Governing Board determines the content to be assessed for each NAEP Assessment. Each NAEP subject area assessment is guided by a framework that defines the scope of the domain to be measured by delineating the knowledge and skills to be tested at each grade and subject, the format of the assessment, and the achievement level definitionsguiding assessments that are valid, reliable, and reflective of widely accepted professional standards. The NAEP Mathematics Assessment Framework was last revised in 2006. It is anticipated that the current update of the NAEP Mathematics Assessment Framework will be presented for approval at the National Assessment Governing Board quarterly meeting on August 1- 3, 2019. Public and private parties and organizations are invited to provide written comments and recommendations on the draft framework. This notice sets forth the review schedule and provides information for accessing additional materials that will be useful for this review.

The Assistant Secretary takes this action to allow more time for the preparation and submission of applications by prospective eligible applicants affected by the severe storms and flooding in parts of Iowa, Nebraska, and Alabama, as well as areas impacted by the Ironworks Fire in New Mexico, which have been designated for Individual Assistance or Public Assistance under Presidential major disaster or fire management assistance declarations under DR-4421, DR-4420, DR-4419, and FM-5281, respectively.

The Assistant Secretary for Elementary and Secondary Education proposes priorities, requirements, definitions, and selection criteria for Grants to Charter School Developers for the Opening of New Charter Schools and for the Replication and Expansion of High-Quality Charter Schools (Developer grants) under the Expanding Opportunity Through Quality Charter Schools Program (CSP), Catalog of Federal Domestic Assistance (CFDA) numbers 84.282B and 84.282E, respectively. We may use one or more of these priorities, requirements, definitions, and selection criteria for competitions in fiscal year (FY) 2019 and later years. We take this action to support the opening of new charter schools (CFDA 84.282B) and the replication and expansion of high- quality charter schools (CFDA 84.282E) throughout the Nation, particularly those that serve educationally disadvantaged students, such as students who are individuals from low-income families, and students who traditionally have been underserved by charter schools, such as Native American students and students in rural communities.

The Assistant Secretary for Elementary and Secondary Education (Assistant Secretary) announces priorities, requirements, definitions, and performance measures under the Comprehensive Centers (CC) program. The Assistant Secretary may use these priorities, requirements, definitions, and performance measures for competitions in FY 2019 and subsequent years. We take this action to focus Federal technical assistance to address State-defined needs. We intend these priorities, requirements, definitions, and performance measures to increase the effectivess and efficiency of service delivery to all States.
