The Department of Commerce (``Department'') is conducting an administrative review of the antidumping duty order on aluminum extrusions from the People's Republic of China (``PRC''). The period of review (``POR'') is May 1, 2012, through April 30, 2013. These final results cover 52 companies for which an administrative review was initiated, and for which this administrative review was not rescinded in the Preliminary Results.\1\ For these final results, the Department examined two mandatory respondents and one voluntary respondent for which this review was initiated. HOPE provides for duty-free treatment for certain apparel articles imported directly from Haiti. One of the preferences under HOPE is known as the ``value-added'' program, which requires that apparel meet a minimum threshold percentage of value added in Haiti, the United States, and/or certain beneficiary countries. The program is subject to a quantitative limitation, which is calculated as a percentage of total apparel imports into the United States for each 12- month annual period. For the annual period from December 20, 2014 through December 19, 2015, the quantity of imports eligible for preferential treatment under the value-added program is 332,915,916 square meters equivalent.

In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain circular welded non-alloy steel pipe from Mexico.\1\ This administrative review originally covered eight entities: Productos Laminados de Monterrey, S.A. de C.V. (Productos Laminados), Prolamsa, Inc.,\2\ Conduit S.A. de C.V. (Conduit); Ternium Mexico, S.A. de C.V. (Ternium); Tuberia Nacional, S.A. de C. V. (TUNA); Lamina y Placa Comercial, S.A. de C.V. (Lamina); \3\ Mueller Comercial de Mexico, S. de R.L. de C.V. (Mueller); and PYTCO, S.A. de C.V. (PYTCO). All requests for administrative review of Conduit, TUNA, Lamina, Ternium, Mueller, and PYTCO were timely withdrawn, and we are consequently rescinding this administrative review, in part, with respect to these six companies. The sole mandatory respondent is Productos Laminados. The period of review (POR) is August 1, 2012, through July 31, 2013. We preliminarily find that Productos Laminados made sales at prices below normal value (NV) during the POR. We invite interested parties to comment on these preliminary results.
Certain Kitchen Appliance Shelving and Racks From the People's Republic of China: Final Results of Expedited Sunset Review of the Countervailing Duty Order

Fresh Garlic From the People's Republic of China: Preliminary Results of the Nineteenth Antidumping Duty Administrative Review; 2012-2013

The Department of Commerce (Department) is conducting the nineteenth administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review (POR) November 1, 2012, through October 31, 2013.\1\ We preliminary determine that the two mandatory respondents in this review, Hebei Golden Bird Trading Co., Ltd. (Golden Bird) and Jinxiang Hejia Co., Ltd. (Hejia), each failed to establish that it is separate from the PRC-wide entity. As a result, the PRC-wide entity is now under review.\2\ We are preliminarily applying adverse facts available (AFA) to the PRC-wide entity because elements of the entity, Golden Bird and Hejia, failed to cooperate by not acting to the best of their ability to comply with the Department's requests for information. The Department is preliminarily determining that seven companies are entitled to a separate rate. Finally, the Department is also preliminarily determining that 16 companies made no shipments during the POR. If these preliminary results are adopted in our final results of review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries of subject merchandise during the POR. We invite interested parties to comment on these preliminary results.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Rescission of Antidumping Duty New Shipper Review; 2013-2014

In response to a request from BASA Joint Stock Company (``BASACO''), the Department of Commerce (``Department'') initiated a new shipper review of the antidumping duty order on certain frozen fish fillets from the Socialist Republic of Vietnam (``Vietnam'') covering the period August 1, 2013, through July 31, 2014.\1\ On November 4, 2014, BASACO timely withdrew its request for a new shipper review. Accordingly, the Department is rescinding the new shipper review with respect to BASACO.

(Husteel), Hyundai HYSCO (HYSCO), Dongbu Steel Co., Ltd., SeAH Steel Corporation, A-JU Besteel Co., Ltd., Kumkang Industrial Co., Ltd., Nexteel Co., Ltd., and Union Steel Co., Ltd. We preliminarily find that Husteel and HYSCO have made sales of the subject merchandise at prices below normal value. We are rescinding this review for the remaining six producers or exporters. The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on polyethylene terephthalate film, sheet, and strip (``PET film'') from the People's Republic of China (``PRC''). The period of review (``POR'') is November 1, 2012, through October 31, 2013. The Department initiated the review with respect to five companies. We preliminarily find that two of the mandatory respondents, Shaoxing Xiangyu Green Packing Co., Ltd. and Tianjin Wanhua Co., Ltd. made sales of subject merchandise at less than normal value (``NV''). We are rescinding the review with respect to Huangshi Yucheng Trade Co. Ltd. (``Yucheng''). Further, we preliminarily find that Fuwei Films (Shandong) Co., Ltd. (``Fuwei Films'') and Sichuan Dongfang Insulating Material Co., Ltd., (``Dongfang''), did not have any reviewable transactions during the POR. Interested parties are invited to comment on these preliminary results.
