The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of certain low speed personal transportation vehicles (LSPTVs) from the People's Republic of China (China). The period of investigation (POI) is January 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

As a result of this expedited first sunset review, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) order on steel racks from the People's Republic of China (China) would likely lead to continuation or recurrence of dumping at the level indicated in the "Final Results of Expedited Sunset Review" section of this notice.

The U.S. Department of Commerce (Commerce) preliminarily finds that certain oil country tubular goods (OCTG) from Mexico were sold in the United States at prices below normal value. Additionally, Commerce is rescinding this administrative review with respect to one company. The period of review (POR) is May 11, 2022, through October 31, 2023. The U.S. Department of Commerce (Commerce) preliminarily determines that crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from the Socialist Republic of Vietnam (Vietnam) are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is October 1, 2023, through March 31, 2024. Interested parties are invited to comment on this preliminary determination.

The U.S. Department of Commerce (Commerce) preliminarily determines that crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells) from Malaysia are being, or are likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is April 1, 2023, through March 31, 2024. Interested parties are invited to comment on this preliminary determination.

As a result of this sunset review, the U.S. Department of Commerce (Commerce) finds that termination of the 2019 Agreement Suspending the Antidumping Duty Investigation on Fresh Tomatoes from Mexico would be likely to lead to continuation or recurrence of dumping at the levels indicated in the "Final Results of Review" section of this notice.

On September 10, 2024, the U.S. Department of Commerce (Commerce) published the preliminary results of the changed circumstances reviews (CCRs) of the antidumping duty orders on circular welded carbon steel standard pipe and tube products (standard pipe), welded line pipe (WLP), certain oil tubular goods (OCTG), and large diameter welded pipe (LDWP) from the Republic of T[uuml]rkiye (T[uuml]rkiye). For these final results, Commerce continues to find that Borusan Birle[scedil]ik Boru Fabrikalari Sanayi ve Ticaret A.S. (Borusan Boru) is the successor-in-interest to Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB).

The U.S. Department of Commerce (Commerce) is rescinding the administrative review of the countervailing duty (CVD) order on steel concrete reinforcing bar (rebar) from the Republic of T[uuml]rkiye (T[uuml]rkiye), covering the period January 1, 2023, through December 31, 2023.

The U.S. Department of Commerce (Commerce) determines that certain steel nails (nails) from Taiwan were sold in the United States at less than normal value during the period of review (POR), July 1, 2022, through June 30, 2023. Commerce also determines that certain companies under review had no reviewable sales during the POR.

The U.S. Department of Commerce (Commerce) published a notice in the Federal Register of November 7, 2024, in which Commerce amended the preliminary affirmative countervailing duty (CVD) determination on crystalline silicon photovoltaic cells, whether or not assembled into modules (solar cells), from Malaysia. This notice incorrectly stated that the amended cash deposit rates would be effective retroactively to October 4, 2024, the date of the publication of the Preliminary Determination.

Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing the antidumping duty (AD) orders on aluminum lithographic printing plates (printing plates) from the People's Republic of China (China) and Japan and a countervailing duty (CVD) order on printing plates from China.

Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing antidumping duty (AD) and countervailing duty (CVD) orders on ferrosilicon from the Russian Federation (Russia).

On November 7, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Garg Tube Export LLP and Garg Tube Limited v. United States, Court No. 21-00169, sustaining the U.S. Department of Commerce's (Commerce) first and second remand results pertaining to the administrative review of the antidumping duty (AD) order on welded carbon steel standard pipes and tubes (pipe and tube) from India covering the period May 1, 2018, through April 30, 2019. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review and that Commerce is amending the final results with respect to the dumping margin assigned to Garg Tube Limited and Garg Tube Export LLP (collectively, Garg Tube).

The U.S. Department of Commerce (Commerce) is issuing the final results of changed circumstances reviews (CCRs) of the antidumping duty (AD) order on alloy and certain carbon steel threaded rod from the People's Republic of China and the countervailing duty (CVD) order on carbon and alloy steel threaded rod from China (collectively, steel threaded rod from China) to revoke the orders, in part, with respect to certain wheel studs. Commerce is also rescinding the scope inquiry with respect to the same products.

The U.S. Department of Commerce (Commerce) published a notice in the Federal Register of June 9, 2015, in which Commerce announced the preliminary results of the 2013 administrative review of the countervailing duty (CVD) order on aluminum extrusions from the People's Republic of China (China). Commerce also published a notice in the Federal Register of December 14, 2015, in which Commerce announced the final results of the 2013 administrative review of the CVD order on aluminum extrusions from China. Lastly, Commerce published notice in the Federal Register of March 22, 2016, in which Commerce amended its final results of the 2013 administrative review of the CVD order on aluminum extrusions from China. This notice addresses the applicable cash deposit and assessment rates for Guangzhou Mingcan Die-Casting Hardware Products Co., Ltd. (Guangzhou Mingcan), which was inadvertently omitted from the notices for this administrative review.
