This notice incorrectly stated that the amended cash deposit rates would be effective retroactively to October 4, 2024, the date of the publication of the Preliminary Determination.

The U.S. Department of Commerce (Commerce) determines that certain Malaysian exporters of certain quartz surface products (quartz surface products) continue to be ineligible to participate in the scope certification process established for the antidumping duty (AD) and countervailing duty (CVD) orders on quartz surface products from the People's Republic of China (China) for all imports of quartz surface products from Malaysia. Specifically, we found that these Malaysian exporters did not demonstrate that the quartz slab used to produce their exports to the United States was sourced from a country other than China.

On November 7, 2024, the U.S. Court of International Trade (CIT) issued its final judgment in Garg Tube Export LLP and Garg Tube Limited v. United States, Court No. 21-00169, sustaining the U.S. Department of Commerce's (Commerce) first and second remand results pertaining to the administrative review of the antidumping duty (AD) order on welded carbon steel standard pipes and tubes (pipe and tube) from India covering the period May 1, 2018, through April 30, 2019. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review and that Commerce is amending the final results with respect to the dumping margin assigned to Garg Tube Limited and Garg Tube Export LLP (collectively, Garg Tube).
Refillable Stainless-Steel Kegs From Mexico and the People's Republic of China: Final Results of Sunset Reviews and Revocation of Orders
On September 3, 2024, the U.S. Department of Commerce (Commerce) initiated the first sunset review of the antidumping duty (AD) order on refillable stainless-steel kegs (kegs) from Mexico and the AD and countervailing duty (CVD) orders on kegs from the People's Republic of China (China). Because no domestic interested party responded to the sunset review notice of initiation by the applicable deadline, consistent with section 751(c)(3)(A) of the Tariff Act of 1930, as amended (the Act), Commerce is revoking the AD orders on kegs from China and Mexico and the CVD order on kegs from China.

The U.S. Department of Commerce (Commerce) published a notice in the Federal Register of June 9, 2015, in which Commerce announced the preliminary results of the 2013 administrative review of the countervailing duty (CVD) order on aluminum extrusions from the People's Republic of China (China). Commerce also published a notice in the Federal Register of December 14, 2015, in which Commerce announced the final results of the 2013 administrative review of the CVD order on aluminum extrusions from China. Lastly, Commerce published notice in the Federal Register of March 22, 2016, in which Commerce amended its final results of the 2013 administrative review of the CVD order on aluminum extrusions from China. This notice addresses the applicable cash deposit and assessment rates for Guangzhou Mingcan Die-Casting Hardware Products Co., Ltd. (Guangzhou Mingcan), which was inadvertently omitted from the notices for this administrative review.
