Honey from Argentina: Preliminary Results of Antidumping Duty Administrative Review and Intent Not to Revoke in Part
In response to requests by interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping order on honey from Argentina. The review covers four firms, one of which was selected as a mandatory respondent (see ``Background'' section of this notice for further explanation). The period of review (POR) is December 1, 2004, through November 30, 2005. We preliminarily determine that sales of honey from Argentina have not been made below the normal value (NV) for the respondent firm, Seylinco S.A. (Seylinco). In addition, we will preliminarily apply the de minimis rate calculated for Seylinco as the review-specific rate for those companies subject to this review but not selected as respondents (i.e., Mielar S.A./Compania Apicola Argentina S.A. (Mielar/CAA) and El Mana S.A.). For more detail, see the ``Background'' section below; see also ``Preliminary Results of Review,'' below. If these preliminary results are adopted in our final results of administrative review, we will instruct U.S. Customs and Border Protection (CBP) to assess antidumping duties based on the difference between the export price (EP) and NV. Interested parties are invited to comment on these preliminary results. Parties who submit argument in these proceedings are requested to submit with the argument: (1) a statement of the issues, (2) a brief summary of the argument, and (3) a table of authorities.
Antidumping Proceedings: Calculation of the Weighted-Average Dumping Margin During an Antidumping Investigation; Final Modification
The Department of Commerce is modifying its methodology in antidumping investigations with respect to the calculation of the weighted-average dumping margin. This final modification is necessary to implement the recommendations of the World Trade Organization Dispute Settlement Body. Under this final modification, the Department will no longer make average-to-average comparisons in investigations without providing offsets for non-dumped comparisons. The schedule for implementing this change is set forth in the ``Timetable'' section, below.
Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (the Department) has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with November anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.
Saccharin from the People's Republic of China: Notice of Partial Rescission of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce (``the Department'') initiated an administrative review of the antidumping duty order on saccharin from the People's Republic of China (``PRC''), covering the period July 1, 2005, through June 30, 2006. Based on the withdrawal of the requests for review with respect to two companies, we are rescinding this administrative review, in part.
Certain Hard Red Spring Wheat from Canada: Notice of Rescission of Antidumping Duty Administrative Review
Based on the withdrawal of a request for review, the Department of Commerce is rescinding its administrative review of the antidumping duty order on Certain Hard Red Spring Wheat from Canada for the period October 1, 2004, through September 30, 2005.
Oil Country Tubular Goods from Italy: Final Results of Five-year (Sunset) Review and Revocation of the Countervailing Duty Order
On June 1, 2006, the Department of Commerce (the Department) published in the Federal Register the notice of initiation of the second five-year sunset review of the countervailing duty order on oil country tubular goods (OCTG) from Italy, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). See Initiation of Five- year (``Sunset'') Reviews, 71 FR 31153 (June 1, 2006) (Second Sunset Review). The Department has conducted an expedited sunset review as provided for in section 751(c)(3)(B) of the Act and 19 CFR 351.218(e)(1)(ii)(C). As a result of this sunset review, the Department finds that revocation of the countervailing duty order would not be likely to lead to continuation or recurrence of a countervailable subsidy. Therefore, the Department is revoking this countervailing duty order.
Oil Country Tubular Goods from Mexico; Preliminary Results of the Sunset Review of Antidumping Duty Order
On June 1, 2006, the Department of Commerce (``the Department'') initiated a sunset review of the antidumping duty order on oil country tubular goods (``OCTG'') from Mexico. On the basis of the notice of intent to participate, adequate substantive responses, and rebuttal comments filed on behalf of the domestic and respondent interested parties, the Department is conducting a full sunset review of the antidumping duty order pursuant to section 751(c) of the Tariff Act of 1930, as amended (``the Act''), and 19 CFR 351.218(e)(2)(i). As a result of this sunset review, the Department preliminarily finds that revocation of the antidumping duty order would likely lead to the continuation or recurrence of dumping at the levels listed below in the section entitled ``Preliminary Results of Review.''
Preliminary Determination of Sales at Less Than Fair Value and Partial Affirmative Determination of Critical Circumstances: Certain Polyester Staple Fiber from the People's Republic of China
We preliminarily determine that certain polyester staple fiber (``PSF'') from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice.
Export Trade Certificate of Review
Export Trading Company Affairs (``ETCA''), International Trade Administration, Department of Commerce, has received an application for an Export Trade Certificate of Review (``Certificate''). The President's Export Council: Meeting of the President's Export Council
The President's Export Council (PEC) will hold a full Council meeting to discuss topics related to export expansion. The meeting will include discussion of trade priorities and initiatives, PEC subcommittee activity, and proposed letters of recommendation to the President. Certain Large Diameter Carbon and Alloy Seamless Standard, Line, and Pressure Pipe from Japan: Notice of Rescission of Antidumping Duty Administrative Review
In response to a request from United States Steel Corporation, the Department of Commerce initiated an administrative review of the antidumping duty order on certain large diameter carbon and alloy seamless standard, line, and pressure pipe from Japan, covering the period June 1, 2005, through May 31, 2006. Because this request was later withdrawn, we are rescinding the review.
Stainless Steel Sheet and Strip in Coils From Mexico; Final Results of Antidumping Duty Administrative Review
On July 1, 2005, the Department of Commerce (the Department) published a notice entitled Antidumping or Countervailing Duty Order, Finding, or Suspended Investigation; Opportunity To Request Administrative Review, 70 FR 38099 (July 1, 2005) covering inter alia, stainless steel sheet and strip in coils from Mexico for the period July 1, 2004, through June 30, 2005. In accordance with 19 CFR 351.213(b)(1) and (2), the Department received timely requests that it conduct an administrative review of stainless steel sheet and strip in coils from Mexico for the period July 1, 2004, through June 30, 2005. On August 29, 2005, we published in the Federal Register a notice of initiation of this antidumping duty administrative review covering the period July 1, 2004, through June 30, 2005. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 70 FR 51009 (August 29, 2005). On June 21, 2006, the Department published the preliminary results of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Mexico. See Stainless Steel Sheet and Strip in Coils from Mexico; Preliminary Results of Antidumping Duty Administrative Review, 71 FR 35618 (June 21, 2006) (Preliminary Results). This review covers one manufacturer/exporter, ThyssenKrupp Mexinox S.A. de C.V. (Mexinox), of the subject merchandise to the United States for the period July 1, 2004, to June 30, 2005. Based on our analysis of the comments received, we have made changes in the margin calculation; therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''
Silicon Metal from the People's Republic of China: Continuation of Antidumping Duty Order
As a result of the determinations by the Department of Commerce (``Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty order on silicon metal from the People's Republic of China (``PRC'') would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing this notice of continuation of the antidumping duty order.
Silicon Metal from Brazil: Revocation of Antidumping Duty Order
On January 3, 2006, the Department of Commerce initiated and the International Trade Commission instituted a sunset review of the antidumping duty order on silicon metal from Brazil. As a result of the review, the International Trade Commission determined that revocation of the order on silicon metal from Brazil would not be likely to lead to continuation or recurrence of material injury to an industry in the United States within a reasonably foreseeable time. Therefore, the Department of Commerce is revoking this antidumping duty order.
Wooden Bedroom Furniture from the People's Republic of China: Notice of Initiation and Preliminary Results of Changed Circumstances Review, and Intent to Revoke Order in Part
On October 26, 2006 the Department of Commerce (the ``Department'') received a request on behalf of the petitioners, the American Furniture Manufacturers Committee for Legal Trade and its individual members (the ``AFMC'') for a changed circumstances review and a request to revoke in part the antidumping duty (``AD'') order on wooden bedroom furniture from the People's Republic of China with respect to completely upholstered beds that have exposed wooden feet of no more than nine inches in height from the floor. In its October 26, 2006, submission, AFMC stated that it no longer has any interest in antidumping relief from imports of such upholstered beds with respect to the subject merchandise defined in the ``Scope of the Review'' section below. Interested parties are invited to comment on these preliminary results.
Certain In-Shell Raw Pistachios from Iran: Notice of Rescission of Antidumping Duty Administrative Review
The U.S. Department of Commerce (the Department) is rescinding its administrative review of the antidumping duty order on certain in- shell raw pistachios from Iran for the period July 1, 2005, through June 30, 2006.
Export Trade Certificate of Review
On December 14, 2006, the U.S. Department of Commerce issued an Export Trade Certificate of Review to Darah Thomas doing business as Necole Shannon Global Export Services (``NSGES''). This notice summarizes the conduct for which certification has been granted.
Stainless Steel Sheet and Strip in Coils from the Republic of Korea: Preliminary Results of Countervailing Duty Changed Circumstances Review
In response to a March 22, 2006, request by Hyundai Steel Company (Hyundai), claiming to be the successor-in-interest to INI Steel Company (INI), the Department of Commerce (the Department) initiated a changed circumstances review of the countervailing duty (CVD) order on stainless steel sheet and strip in coils (SSSS) from the Republic of Korea (Korea). See Stainless Steel Sheet and Strip in Coils From the Republic of Korea: Initiation of Countervailing Duty Changed Circumstances Review, 71 FR 37541 (June 30, 2006) (Initiation Notice). We invited interested parties to comment on our Initiation Notice. We received no comments. Based on the information submitted by Hyundai, we preliminarily determine that: (1) Hyundai is the successor-in-interest to INI, formerly Inchon Iron and Steel Co., Ltd. (Inchon); and (2) upon publication of the final results of this review, INI's current CVD cash deposit rate shall be applied to entries of subject merchandise made by Hyundai. Interested parties are invited to comment on these preliminary results.
Tapered Roller Bearings and Parts Thereof, Finished and Unfinished, from the People's Republic of China: Final Results of 2004-2005 Administrative Review and Partial Rescission of Review
The Department of Commerce (``the Department'') published its preliminary results of administrative review of the antidumping duty order on tapered roller bearings and parts thereof, finished and unfinished (``TRBs''), from the People's Republic of China (``PRC'') on July 14, 2006. The period of review (``POR'') is June 1, 2004, through May 31, 2005. We invited interested parties to comment on our preliminary results. Based on our analysis of the comments received, we have made changes to our margin calculations. Therefore, the final results differ from the preliminary results. The final dumping margins for this review are listed in the ``Final Results of Review'' section below.
North American Free-Trade Agreement, Article 1904; NAFTA Panel Reviews; Completion of Panel Review
Pursuant to the Order of the Binational Panel dated October 6, 2006, affirming the final remand determination described above, the panel review was completed on November 17, 2006.
North American Free-Trade Agreement, Article 1904 NAFTA Panel Reviews; Request for Panel Review
On November 27, 2006, the Northwest Fruit Exporters filed a First Request for Panel Review with the Mexican Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the final revocation of the antidumping investigation, respecting the Importation of Various Red Delicious Table Apples, Its Variations, and Golden Delicious Apples Originating From The United States of America, Classified In Tariff item 08.08.10.01 This determination was published in the Diario Oficial de la Federacion, on November 2, 2006. The NAFTA Secretariat has assigned Case Number MEX-USA-2006-1904-02 to this request.
Cut-to-Length Carbon Steel Plate from the People's Republic of China: Final Results and Final Partial Rescission of Antidumping Duty Administrative Review
On August 10, 2006, the Department of Commerce (``Department'') published in the Federal Register its preliminary results in the administrative review of the antidumping duty order on cut-to-length carbon steel plate (``CTL plate'') from the People's Republic of China (``PRC'') for the period November 1, 2004, through October 31, 2005. See Cut-to-Length Carbon Steel Plate from the People's Republic of China: Notice of Rescission, In Part, and Preliminary Results of Antidumping Duty Administrative Review, 71 FR 45768 (August 10, 2006) (``Preliminary Results''). Based upon our analysis of the comments received, as well as the hearing conducted, in this review, the Department continues to find that application of adverse facts available (``AFA'') is warranted with respect to China Metallurgical Import & Export Liaoning Company (``Liaoning Company''). The Department is also rescinding the administrative review with respect to Angang New Steel Co., Ltd. and Angang Group Hong Kong Co., Limited (collectively ``Angang''), as its request for review was timely withdrawn in accordance with 19 CFR 351.213(d)(1).

Notice of Extension of the Preliminary Results of New Shipper Antidumping Duty Reviews: Freshwater Crawfish Tail Meat from the People's Republic of China
The Department of Commerce (``Department'') is conducting new shipper antidumping duty reviews of freshwater crawfish tail meat from the People's Republic of China (``PRC'') in response to requests by Nanjing Merry Trading Co., Ltd. (``Nanjing Merry''), Leping Lotai Foods Co., Ltd. (``Leping Lotai''), Weishan Hongrun Aquatic Co., Ltd. (``Weishan Hongrun''), and Shanghai Strong International Trading Co., Ltd. (``Shanghai Strong''). These reviews cover shipments to the United States for the period September 1, 2005, to February 28, 2006, by these four respondents. For the reasons discussed below, we are further extending the preliminary results of the new shipper reviews of Nanjing Merry, Leping Lotai, Weishan Hongrun, and Shanghai Strong by an additional 30 days, to no later than February 22, 2007.
Stainless Steel Sheet and Strip in Coils From Taiwan; Final Results and Partial Rescission of Antidumping Duty Administrative Review
On August 9, 2006, the Department of Commerce (the Department) published in the Federal Register the preliminary results and partial rescission of the administrative review of the antidumping duty order on stainless steel sheet and strip in coils from Taiwan. This review covers 15 manufacturers/exporters. The period of review (POR) is July 1, 2004, through June 30, 2005. We provided interested parties with an opportunity to comment on the preliminary results of review. After analyzing the comments received, we corrected one programming error in the margin calculation for one respondent, Chia Far Industrial Factory Co., Ltd. (Chia Far). Therefore, the final results of review differ from the preliminary results of review. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled ``Final Results of Review.''
Notice of Amended Final Results in Accordance With Court Decision: Antidumping Duty Administrative Review of Sebacic Acid from the People's Republic of China
On September 18, 2006, the United States Court of International Trade (``CIT'') affirmed the redetermination of the Department of Commerce (``the Department'') in the antidumping duty (``AD'') administrative review of sebacic acid from the People's Republic of China (``PRC''). See Guangdong Chemicals Import and Export Corporation v. the United States, Court No. 05-00023; Slip-Op 06-142 (CIT 2006); see also Department's Final Results of Redetermination Pursuant to Court Order: Guangdong Chemicals Import and Export Corporation v. United States (dated May 3, 2006). As there is now a final and conclusive court decision in this case, the Department is amending the final results of this administrative review.
Application of the Countervailing Duty Law to Imports From the People's Republic of China: Request for Comment

Certain Cut-to-Length Carbon Steel Plate from Germany: Final Results of Antidumping Duty Administrative Review
On September 11, 2006, the Department of Commerce (the Department) published the preliminary results of the antidumping (AD) administrative review on certain cut-to-length carbon steel plate (CTL Plate) from Germany. The period of review (POR) is August 1, 2004, through July 31, 2005. See Certain Cut-to-Length Carbon Steel Plate from Germany: Notice of Preliminary Results of Antidumping Duty Administrative Review, 71 FR 53382 (September 11, 2006) (Preliminary Results). This review covers AG der Dillinger Huttenwerke, manufacturer of the subject merchandise, and its U.S. affiliate, Arcelor International America, LLC (AIA) (collectively, Dillinger). Though Dillinger submitted comments, they did not warrant reconsideration of our preliminary results; therefore, our final results remain unchanged from our preliminary results. The final results are listed in the section Final Results of Review below.
Preliminary Results of Antidumping Duty Changed Circumstances Review: Carbon and Certain Alloy Steel Wire Rod from Canada
On November 6, 2006, the Department of Commerce published a notice of initiation of a changed circumstances review of the antidumping duty order on carbon and certain alloy steel wire rod products from Canada. We have preliminarily concluded that 1) Ivaco Rolling Mills 2004 L.P. is the successor-in-interest to Ivaco Rolling Mills L.P.; and 2) Sivaco Ontario, a division of Sivaco Wire Group 2004 L.P., is the successor-in-interest to Ivaco Inc. As a result, Ivaco Rolling Mills 2004 L.P., and Sivaco Ontario, a division of Sivaco Wire Group 2004 L.P., (collectively ``Ivaco'') should receive the same antidumping duty treatment with respect to carbon and certain alloy steel wire rod from Canada as Ivaco Rolling Mills L.P. and Ivaco Inc.
Notice of Creation of U.S.-Iraq Business Dialogue

On August 8, 2006, the Department of Commerce (the Department) published the preliminary results of its fourth administrative review of the antidumping duty order on steel concrete reinforcing bars (rebar) from Latvia. The review covers one producer of the subject merchandise. The period of review (POR) is September 1, 2004, through August 31, 2005. Based on our analysis of comments received, these final results differ from the preliminary results. The final results are listed below in the Final Results of Review section.

Individually Quick Frozen Red Raspberries from Chile: Notice of Partial Rescission of Antidumping Duty Administrative Review
In response to requests from interested parties, the Department of Commerce is conducting an administrative review of the antidumping duty order on individually quick frozen red raspberries from Chile. This review covers sales of individually quick frozen red raspberries to the United States during the period July 1, 2005 through June 30, 2006. Based on the withdrawal of requests for review with respect to certain companies, we are rescinding, in part, the fourth administrative review.
Certain Cut-to-Length Carbon Steel Plate from Ukraine; Final Results of Administrative Review of the Suspension Agreement
On August 9, 2006, the Department of Commerce (the Department) published the preliminary results of an administrative review of the suspension agreement on certain cut-to-length carbon steel plate from Ukraine (the Agreement). Fresh Garlic from the People's Republic of China: Partial Rescission and Preliminary Results of the Eleventh Administrative Review and New Shipper Reviews
The Department of Commerce (``the Department'') is conducting an administrative review and new shipper review of the antidumping duty order on fresh garlic from the People's Republic of China (``PRC'') both covering the period of review (``POR'') of November 1, 2004, through October 31, 2005. The Department initiated an administrative review of 34\1\ producers/exporters of subject merchandise from the PRC. See Initiation of Antidumping and Countervailing Duty Administrative Reviews and Requests for Revocation in Part, 70 FR 76024 (December 22, 2005) (``Administrative Review Initiation''). On December 28, 2005, the Department also initiated new shipper reviews with respect to Shandong Longtai Fruits & Vegetables Co., Ltd. (``Longtai''), Qingdao Camel Trading Co., Ltd. (``Qingdao Camel''), Qingdao Saturn, Qingdao Xintianfeng Foods Co., Ltd. (``QXF''), and XuZhou Simple.\2\ Therefore, this reviews covers 39 companies (34 administrative review companies and 5 new shipper companies).\3\
Folding Metal Tables and Chairs from the People's Republic of China: Final Results of Antidumping Duty Administrative Review
The Department of Commerce (``the Department'') published its preliminary results of administrative review of the antidumping duty order on folding metal tables and chairs (``FMTCs'') from the People's Republic of China (``PRC'') on July 10, 2006. The period of review (``POR'') is June 1, 2004, through May 31, 2005. We invited interested parties to comment on our preliminary results. Based on our analysis of the comments received, we have made changes to our margin calculations. Therefore, the final results differ from the preliminary results. The final dumping margins for this review are listed in the ``Final Results of Review'' section below.
