Commerce also preliminarily determines that the AD Agreement met the applicable statutory requirements during the POR.
Agreement Suspending the Countervailing Duty Investigation on Sugar From Mexico; Preliminary Results of the 2022 Administrative Review
The U.S. Department of Commerce (Commerce) preliminarily determines that the signatory, the Government of Mexico (GOM), and the respondent companies selected for individual examination, respectively, Compa[ntilde][iacute]a Industrial Azucarera S.A. de C.V. and its affiliates and Ingenio Presidente Benito Juarez S.A. de C.V., were in compliance with the Agreement Suspending the Countervailing Duty Investigation on Sugar from Mexico, as amended (CVD Agreement) during the period of review (POR). Commerce also preliminarily determines that the CVD Agreement met the applicable statutory requirements during the POR.
Certain Oil Country Tubular Goods From the Republic of Korea: Notice of Court Decision Not in Harmony With the Results of Antidumping Duty Administrative Review; Notice of Amended Final Results
On December 18, 2023, the U.S. Court of International Trade (the Court or CIT) issued its final judgment in Hyundai Steel Company v. United States, Consol. Court No. 22-00138, Slip Op. 23-183, sustaining the U.S. Department of Commerce's (Commerce) remand results pertaining to the administrative review of the antidumping duty (AD) order on certain oil country tubular goods (OCTG) from the Republic of Korea (Korea) covering the period September 1, 2019, through August 31, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's Final Results of the administrative review, and that Commerce is amending the Final Results with respect to the dumping margin assigned to AJU Besteel Co., Ltd. (AJU Besteel), Husteel Co., Ltd. (Husteel), Hyundai Steel Company (Hyundai Steel), and NEXTEEL Co., Ltd. (NEXTEEL).
Notice of Scope Ruling Applications Filed in Antidumping and Countervailing Duty Proceedings
The U.S. Department of Commerce (Commerce) received scope ruling applications, requesting that scope inquiries be conducted to determine whether identified products are covered by the scope of antidumping duty (AD) and/or countervailing duty (CVD) orders and that Commerce issue scope rulings pursuant to those inquiries. Citric Acid and Certain Citrate Salts From Belgium: Final Results of the Sunset Review of the Antidumping Duty Order
On September 22, 2023, the U.S. Department of Commerce (Commerce) issued the preliminary results of the first full five-year sunset review of the antidumping duty (AD) order on citric acid and certain citrate salts (citric acid) from Belgium. We received no comment from interested parties in opposition to our preliminary results. As a result of our analysis, Commerce finds that revocation of the AD order on citric acid from Belgium would be likely to lead to continuation or recurrence of dumping at the levels indicated in the ``Final Results of Sunset Review'' section of this notice.

The U.S. Department of Commerce (Commerce) published a notice in the Federal Register on March 16, 2020, in which commerce announced the final results of the 2017-2018 administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip from India. In this notice, the section titled ``Final Results of Review'' did not list both SRF Limited and SRF Limited of India.

Limitation of Duty-Free Imports of Apparel Articles Assembled in Haiti Under the Caribbean Basin Economic Recovery Act (CBERA), as Amended by the Haitian Hemispheric Opportunity Through Partnership Encouragement Act (HOPE)
CBERA, as amended, provides duty-free treatment for certain apparel articles imported directly from Haiti. One of the preferences is known as the ``value-added'' provision, which requires that apparel meet a minimum threshold percentage of value added in Haiti, the United States, and/or certain beneficiary countries. The provision is subject to a quantitative limitation, which is calculated as a percentage of total apparel imports into the United States for each 12-month period. For the period from December 20, 2023 through December 19, 2024, the quantity of imports eligible for preferential treatment under the value-added provision is 313,655,640 square meters equivalent.
Certain Frozen Warmwater Shrimp From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2022-2023
The U.S. Department of Commerce (Commerce) continues to determine that the 139 companies subject to this administrative review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from the People's Republic of China (China) are part of the China-wide entity because they did not demonstrate eligibility for separate rates. (Zhengzhou Mingtai) in the People's Republic of China (China), is circumventing the antidumping duty (AD) and countervailing duty (CVD) orders on CAAS from China.
