Welded ASTM A-312 Stainless Steel Pipe From the Republic of Korea: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (Department) is conducting an administrative review of the antidumping duty order on welded ASTM A- 312 stainless steel pipe from Republic of Korea (Korea). The period of review (POR) is December 1, 2014, through November 30, 2015. The review covers two exporters and/or producers of the subject merchandise: SeAH Steel Corporation (SeAH) and LS Metal Co., Ltd. (LS Metal). The Department preliminarily determines that during the POR SeAH made sales of subject merchandise at less than normal value and LS Metal had no shipments. We invite interested parties to comment on these preliminary results.
Solid Urea From the Russian Federation and Ukraine: Final Results of Sunset Reviews and Revocation of Antidumping Duty Orders
On November 1, 2016, the Department of Commerce (Department) initiated the sunset reviews of the antidumping duty orders on solid urea from the Russian Federation and Ukraine. Because the domestic interested parties did not participate in these sunset reviews, the Department is revoking these antidumping duty orders.

Multilayered Wood Flooring From the People's Republic of China; Preliminary Results and Partial Rescission of Antidumping Duty New Shipper Reviews; 2014-2015
The Department of Commerce (``the Department'') is conducting new shipper reviews (``NSR'') of the antidumping duty order on multilayered wood flooring (``MLWF'') from the People's Republic of China (``PRC''). The review covers two exporters of subject merchandise, Jiangsu Keri Wood Co., Ltd. (``Keri Wood'') and Zhejiang Simite Wooden Co., Ltd. (``Simite Wooden''). The Department preliminarily determines that Keri Wood did not make sales of subject merchandise at less than normal value. The period of review (``POR'') is December 1, 2014, through November 30, 2015. The Department also preliminarily determines that Simite Wooden's sale to the United States is not bona fide, as required by section 751(a)(2)(B)(iv) of the Tariff Act of 1930, as amended (``the Act''). Therefore, we are preliminarily rescinding the NSR with respect to Simite Wooden. Interested parties are invited to comment on the preliminary results of these reviews.

The period of review (``POR'') is December 1, 2014, through November 30, 2015. The review covers two mandatory respondents, Dalian Penghong Floor Products Co., Ltd. (``Penghong'') and Jiangsu Senmao Bamboo and Wood Industry Co., Ltd. (``Senmao''). We preliminarily find that both respondents made sales of subject merchandise at less than normal value (``NV'').

The Department of Commerce (the ``Department'') is conducting the fifth administrative review of the antidumping duty order on seamless refined copper pipe and tube from the People's Republic of China (``PRC''), covering the period November 1, 2014 through October 31, 2015. The Department preliminarily finds that, during the period of review (``POR''), the Hailiang Single Entity sold subject merchandise in the United States at less than normal value. Additionally, the Department preliminarily finds that the GD Single Entity did not sell subject merchandise in the United States at less than normal value. Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review and Preliminary Determination of No Shipments; 2014-2015
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC''). The period of review (``POR'') is December 1, 2014 through November 30, 2015. The administrative review covers two mandatory respondents: (1) Canadian Solar International Limited, which we have preliminarily treated as a single entity with five affiliated companies identified below, and (2) the collapsed entity Trina Solar, consisting of Changzhou Trina Solar Energy Co., Ltd. and Trina Solar (Changzhou) Science & Technology Co., Ltd., which we have preliminarily continued to treat as a single entity with five additional affiliated companies identified below. The Department preliminarily finds that both mandatory respondents sold subject merchandise in the United States at prices below normal value (``NV'') during the POR. Interested parties are invited to comment on these preliminary results.
Certain Large Diameter Carbon and Alloy Seamless Standard, Line and Pressure Pipe From Japan; Certain Small Diameter Carbon and Alloy Seamless Standard, Line and Pressure Pipe From Japan and Romania: Final Results of the Expedited Third Five-Year Sunset Reviews of the Antidumping Duty Orders
As a result of these sunset reviews, the Department of Commerce (the Department) finds that revocation of the antidumping duty orders on certain large diameter carbon and alloy seamless standard, line and pressure pipe (large diameter pipe) from Japan and certain small diameter carbon and alloy seamless standard, line and pressure pipe (small diameter pipe) from Japan and Romania would likely lead to a continuation or recurrence of dumping at the margins identified in the ``Final Results of Review'' section of this notice.
Chlorinated Isocyanurates From the People's Republic of China: Notice of Court Decision Not in Harmony With the Final Results and Amended Final Results of the Antidumping Duty Administrative Review; 2010-2011
On November 23, 2016, the United States Court of International Trade (the Court) sustained the final second remand redetermination pertaining to the administrative review of the antidumping duty order on Chlorinated Isocyanurates from the People's Republic of China (PRC) for the period of review of June 1, 2010, through May 31, 2011.\1\ Consistent with the decision of the United States Court of Appeals for the Federal Circuit (CAFC) in Timken Co., v United States, 893 F.2d 337 (Fed. Cir. 1990) (Timken), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (Fed. Cir. 2010) (Diamond Sawblades), the Department of Commerce (the Department) is notifying the public that the final judgment in this case is not in harmony with the 2010-2011 AR Final Results,\2\ and that the Department is amending the 2010-2011 AR Final Results with respect to the weighted-average dumping margin assigned to both Juangcheng Kangtai Chemical Co. Ltd. (Kangtai), and Hebei Jiheng Chemical Co., Ltd. (Jiheng).
Circular Welded Carbon Quality Steel Pipe From the People's Republic of China: Rescission of Countervailing Duty Administrative Review; 2015
The Department of Commerce is rescinding the administrative review of the countervailing duty order on circular welded carbon quality steel pipe (CWP) from the People's Republic of China (PRC) for the period January 1, 2015, through December 31, 2015, based on the timely withdrawal of the request for review.
Seamless Refined Copper Pipe and Tube from the People's Republic of China and Mexico: Continuation of Antidumping Duty Orders
As a result of the determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (the ``ITC'') that revocation of the antidumping duty (``AD'') orders on seamless refined copper pipe and tube (``copper pipe and tube'') from the People's Republic of China (``PRC'') and Mexico would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, the Department is publishing this notice of continuation of the AD orders.
Revisions to User Fees for Export and Investment Promotion Services/Events
The U.S. & Foreign Commercial Service (US&FCS) within the International Trade Administration (ITA) is seeking comment on its proposal to adjust user fees in light of an independent cost study which concluded that the US&FCS is not fully covering its costs for providing services under the current fee structure, as provided in the Office of Management and Budget (OMB) Circular A-25. ITA provides a wide range of export and investment promotion information and services to U.S. individuals and entities. The services considered here are a subset of ITA activities that involve relatively more intensive time engagements with particular client firms; ITA will continue to provide information and services that are less intensive and/or benefit the general public without charge. As part of this proposal, US&FCS also proposes to revise the standards related to company size for determining the fees to be charged.
Certain Cased Pencils From the People's Republic of China: Amended Final Results of Antidumping Duty New Shipper Review; 2014-2015
The Department of Commerce (Department) is amending the final results of the new shipper review (NSR) of the antidumping duty order on certain cased pencils from the People's Republic of China (PRC) to correct ministerial errors. The Department has reviewed Wah Yuen's allegation and determined that there were errors in the calculation of Wah Yuen's weighted-average dumping margin.
Certain Polyester Staple Fiber From the Republic of Korea and Taiwan: Final Results of Expedited Sunset Review of the Antidumping Duty Orders

Aluminum Extrusions from the People's Republic of China: Final Results and Partial Rescission of Countervailing Duty Administrative Review; 2014
The Department of Commerce (the Department) has completed its administrative review of the countervailing duty (CVD) order on aluminum extrusions from the People's Republic of China (PRC) for the January 1, 2014 through December 31, 2014 period of review (POR). We have determined that mandatory respondents Jangho and Zhongya received countervailable subsidies during the POR. The final net subsidies are listed below in the section entitled ``Final Results of Administrative Review.''
Welded Carbon Steel Standard Pipe and Tube Products From Turkey: Final Results of Antidumping Duty Administrative Review and Final Determination of No Shipments; 2014-2015
On June 13, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on welded carbon steel standard pipe and tube products (welded pipe and tube) from Turkey. The period of review (POR) is May 1, 2014 through April 30, 2015. Based on our analysis of the comments received, we have made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins for the reviewed firms are listed below in the section entitled, ``Final Results of the Review.'' Further, we continue to find that Erbosan and Yucel Group had no reviewable shipments of subject merchandise during the POR.
Circular Welded Carbon-Quality Steel Pipe From the Sultanate of Oman, Pakistan, and the United Arab Emirates: Amended Final Affirmative Antidumping Duty Determination and Antidumping Duty Orders
Based on affirmative final determinations by the Department of Commerce (the Department) and the International Trade Commission (the ITC), the Department is issuing antidumping duty orders on circular welded carbon-quality steel pipe from the Sultanate of Oman (Oman), Pakistan, and the United Arab Emirates (UAE). In addition, as explained in this notice, the Department is amending its final affirmative determination with respect to Oman as a result of a ministerial error.

Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Final Results of Changed Circumstances Review
On November 3, 2016, the Department of Commerce (the ``Department'') published its notice of initiation and preliminary results of a changed circumstances review of the antidumping duty (``AD'') order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC'') (Preliminary Results). The Department preliminarily determined that Zhejiang ERA Solar Technology Co., Ltd. (``Zhejiang ERA'') is the successor-in-interest to Era Solar Co., Ltd. (``Era Solar'') for purposes of the AD order on solar cells from the PRC and, as such, is entitled to Era Solar's antidumping duty cash deposit rate with respect to entries of subject merchandise. We invited interested parties to comment on the Preliminary Results. As no parties submitted comments, and there is no other information or evidence on the record calling into question our Preliminary Results, the Department is making no changes to the Preliminary Results. For these final results, the Department continues to find that Zhejiang ERA is the successor-in-interest to Era Solar.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Administrative Review; 2014-2015
On August 3, 2016, the Department of Commerce (the Department) published the preliminary results of the 2014-2015 administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET Film) from India. The period of review (POR) is July 1, 2014, through June 30, 2015. Based on comments received from interested parties, we have made changes to the preliminary results. For the final results of this review, we find that neither Jindal Poly Films Limited (Jindal) nor SRF Limited (SRF) made sales of subject merchandise at less than normal value.
Limitation of Duty-Free Imports of Apparel Articles Assembled in Haiti Under the Caribbean Basin Economic Recovery Act (CBERA), as Amended by the Haitian Hemispheric Opportunity Through Partnership Encouragement Act (HOPE)
CBERA, as amended, provides duty-free treatment for certain apparel articles imported directly from Haiti. One of the preferences is known as the ``value-added'' provision, which requires that apparel meet a minimum threshold percentage of value added in Haiti, the United States, and/or certain beneficiary countries. The provision is subject to a quantitative limitation, which is calculated as a percentage of total apparel imports into the United States for each 12-month annual period. For the annual period from December 20, 2016 through December 19, 2017, the quantity of imports eligible for preferential treatment under the value- added provision is 337,117,964 square meters equivalent.
Certain Pasta From Italy: Final Results of Antidumping Duty Administrative Review; 2014-2015
On August 12, 2016, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review of certain pasta (pasta) from Italy. The period of review (POR) is July 1, 2014, through June 30, 2015. As a result of our analysis of the comments and information received, these final results differ from the Preliminary Results with respect to Industria Alimentare Colavita S.p.A. Lightweight Thermal Paper From the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2014-2015
On August 12, 2016, the Department of Commerce (``Department'') published the preliminary results of the administrative review of the antidumping duty order on lightweight thermal paper (``LWTP'') from the People's Republic of China (``PRC''). The period of review (``POR'') is November 1, 2014, through October 31, 2015. The review covers two exporters of subject merchandise: Jaan Huey Co. Ltd. (``Jaan Huey'') and Shanghai Hanhong Paper Co., Ltd. and Hanhong Paper Co. Ltd (together, ``Hanhong''). We invited interested parties to comment on our preliminary results. No party provided comment. Accordingly, for the final results of review, we continue to find that because neither respondent participated in this review, Jaan Huey and Hanhong have not demonstrated eligibility for a separate rate in this segment of the proceeding, and therefore, we are treating both as part of the PRC-wide entity.
Diffusion-Annealed, Nickel-Plated Flat-Rolled Steel Products From Japan: Final Results of Antidumping Duty Administrative Review; 2013-2015
On June 17, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on diffusion-annealed, nickel-plated flat rolled steel products from Japan.\1\ The review covers one company, Toyo Kohan Co., Ltd. (Toyo Kohan). The period of review (POR) is November 19, 2013 through April 30, 2015. As a result of our analysis of the comments and information received, these final results do not differ from the Preliminary Results.

On August 10, 2016, the Department of Commerce (the Department) published the preliminary results of the administrative review of the countervailing duty order on pasta from Turkey. The period of review (POR) is January 1, 2014, through December 31, 2014. The review covers one producer/exporter of subject merchandise: Bessan Makarna Gida San. Ve Tic. A.[Scedil]. (Bessan). We invited parties to comment on the Preliminary Results. We received no comments. Accordingly, for the final results, we continue to find that Bessan received countervailable subsidies during the POR.
Large Residential Washers From the People's Republic of China: Final Determination of Sales at Less Than Fair Value and Final Negative Determination of Critical Circumstances
The Department of Commerce (the Department) determines that imports of large residential washers (LRWs) from the People's Republic of China (PRC) are being, or likely to be, sold in the United States at less than fair value (LTFV). The period of investigation (POI) is April 1, 2015, through September 30, 2015. Certain Frozen Warmwater Shrimp From India: Notice of Final Results of Antidumping Duty Changed Circumstances Review
On October 31, 2016, the Department of Commerce (the Department) initiated, and published the preliminary results of, the changed circumstances review of the antidumping duty order on certain frozen warmwater shrimp (shrimp) from India. In that notice, we preliminarily determined that Avanti Frozen Foods Private Limited (Avanti Frozen) is the successor-in-interest to Avanti Feeds Limited (Avanti Feeds) for purposes of determining antidumping duty cash deposits and liabilities. No interested party submitted comments on our preliminary results. Therefore, for these final results, the Department continues to find that Avanti Frozen is the successor-in-interest to Avanti Feeds.
