The U.S. Department of Commerce (Commerce) preliminarily determines that imports of aluminum wire and cable (AWC) completed in Cambodia, the Republic of Korea (Korea), and the Socialist Republic of Vietnam (Vietnam) (collectively, the third countries) using certain AWC inputs manufactured in the People's Republic of China (China) are not covered by scope of the antidumping duty (AD) and countervailing duty (CVD) orders on AWC from China. In addition, Commerce preliminarily determines that AWC completed in Korea and Vietnam using certain AWC inputs manufactured in China are circumventing the orders. Commerce also preliminarily determines that AWC completed in Cambodia using certain AWC inputs manufactured in China are not circumventing the orders. Commerce is also imposing a certification requirement with respect to applicable entries from Korea and Vietnam. Interested parties are invited to comment on these preliminary determinations.

This notice incorrectly listed the name of an exporter/producer under investigation as Gruppo Buoninfante Industriale S.P.A, in the sections entitled "Final Affirmative Determination of Critical Circumstances" and "Final Determination."

Certain Quartz Surface Products From the People's Republic of China: Preliminary Results of 2021-2023 Antidumping Duty and 2021-2022 Countervailing Duty Administrative Reviews
The U.S. Department of Commerce (Commerce) preliminarily determines that certain Malaysian exporters of certain quartz surface products (quartz surface products) continue to be ineligible to participate in the scope certification process established for the antidumping duty (AD) and countervailing duty (CVD) orders on quartz surface products from the People's Republic of China (China) for all imports of quartz surface products from Malaysia. Specifically, we find that these Malaysian exporters did not demonstrate that the quartz slab used to produce their exports to the United States was sourced from a country other than China. Interested parties are invited to comment on these preliminary results of review.

Based on information on the record, we preliminarily determine that Universal Tube and Pipe is the successor-in-interest to UTP and should be assigned UTP's cash deposit rate for purposes of the AD order. This notice omitted language that subject merchandise produced and exported by Aeroplast Packaging Solution Private Limited; Aero Plast Limited; Aero Business Solutions Private Limited is excluded from the AD order with respect to India. This notice corrects that omission.
President's Advisory Council on Doing Business in Africa
The President's Advisory Council on Doing Business in Africa will hold a meeting to deliberate and adopt recommendations on the reauthorization and modernization of the Africa Growth and Opportunity Act (AGOA). The PAC-DBIA will present recommendations focused on proposed duration of a renewal of AGOA, eligibility criteria for African nations, opportunities for greater utilization of AGOA benefits by eligible countries, coverage of specific key sectors under AGOA, and priorities for growing U.S.-Africa trade and investment relationships outside of the AGOA program. The final agenda for the meeting will be posted prior to the meeting on the Council's website at https:// trade.gov/pac-dbia.
