The period of review (POR) is January 1, 2022, through December 31, 2022. Interested parties are invited to comment on these preliminary results of review.

Based on affirmative final determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC), Commerce is issuing antidumping duty (AD) orders on certain paper plates (paper plates) from the People's Republic of China (China), Thailand, and the Socialist Republic of Vietnam (Vietnam).

The U.S. Department of Commerce (Commerce) published notice in the Federal Register of February 21, 2025 of its preliminary affirmative determination of circumvention of the antidumping duty order on monosodium glutamate (MSG) from the People's Republic of China (China). In that notice, the importer and exporter certifications provided at Appendix II contained three errors.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of thermoformed molded fiber products (molded fiber products) from the Socialist Republic of Vietnam (Vietnam) during the period of investigation, January 1, 2023, through December 31, 2023. Interested parties are invited to comment on this preliminary determination.

On February 28, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in Grupo Acerero S.A. de C.V., Grupo Simec S.A.B. de C.V. v. United States, Consol. Court No. 22-00202, sustaining the U.S. Department of Commerce's (Commerce) final remand results pertaining to the administrative review of the antidumping duty (AD) order on steel concrete reinforcing bar (rebar) from Mexico covering the period November 1, 2019, through October 31, 2020. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Grupo Simec,\1\ Grupo Acerero S.A. de C.V. (Grupo Acerero), and Sidertul S.A. de C.V. (Sidertul).

On October 8, 2024, in the consolidated appeal of Worldwide Door Components, Inc., v. United States, Endura Products, INC., Court No. 2023-1532 and Columbia Aluminum Products, LLC, v. United States, Endura Products, INC., Court No. 2023-1534 (collectively, Worldwide Federal Circuit), the U.S. Court of Appeals for the Federal Circuit (Federal Circuit) reversed the U.S. Court of International Trade's (CIT) Second Remand Order, and sustained the non-protested portions of Commerce's First Remand Redeterminations. The Federal Circuit also vacated the CIT's subsequent opinions and orders in this case following the Second Remand Order. In the First Remand Redeterminations, Commerce continued to find that certain door thresholds imported by Worldwide Door Components, Inc. (Worldwide) and Columbia Aluminum Products, Inc. (Columbia) are within the scope of the antidumping (AD) and countervailing duty (CVD) orders on aluminum extrusions from the People's Republic of China (China). The CIT originally sustained Commerce's Third Remand Redeterminations finding the products in question outside the scope of the Orders under respectful protest, and on December 29, 2022, Commerce published a notice of court decisions not in harmony with its final scope ruling and notice of amended final scope ruling. However, consistent with the Federal Circuit's decision reversing and vacating the CIT's opinion and order, Commerce is now amending the final scope rulings, as they were represented in the Amended Final Scope Rulings, to find that the Worldwide and Columbia door thresholds at issue are subject to the Orders.

As a result of these expedited sunset reviews, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on expedited carbon and alloy steel threaded rod (steel threaded rod) from the India, Taiwan, and Thailand would be likely to lead to the continuation or recurrence of dumping at the levels indicated in the "Final Results of Sunset Reviews" section of this notice.

As a result of these second expedited sunset reviews, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on welded stainless steel pressure pipe (welded pipe) from Malaysia, Thailand and the Socialist Republic of Vietnam (Vietnam) would be likely to lead to the continuation or recurrence of dumping at the levels indicated in the "Final Results of Second Sunset Reviews" section of this notice.

As a result of this expedited sunset review, the U.S. Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order on aluminum wire and cable (AWC) from the People's Republic of China (China) would be likely to lead to continuation or recurrence of countervailable subsidies at the levels indicated in the "Final Results of Sunset Review" section of this notice.

The U.S. Department of Commerce (Commerce) determines that silicon metal from Malaysia was not sold in the United States at less than normal value during the period of review (POR), August 1, 2022, through July 31, 2023.

The U.S. Department of Commerce (Commerce) determines that countervailable subsidies are being provided to producers and exporters of disposable aluminum containers, pans, trays, and lids (disposable aluminum containers) from the People's Republic of China (China). The period of investigation (POI) is January 1, 2023, through December 31, 2023.

As a result of this expedited sunset review, the U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) order on aluminum wire and cable from the People's Republic of China (China) would be likely to lead to the continuation or recurrence of dumping at the dumping margins identified in the "Final Results of Sunset Review" section of this notice.

The U.S. Department of Commerce (Commerce) preliminarily determines that countervailable subsidies are being provided to producers and exporters of hexamethylenetetramine (hexamine) from India. The period of investigation is April 1, 2023, through March 31, 2024. Interested parties are invited to comment on this preliminary determination.

As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) orders on certain stilbenic optical brightening agents (OBAs) from the People's Republic of China (China) and Taiwan would likely lead to the continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD orders.
