In accordance with the Privacy Act of 1974, the Office of Personnel Management (OPM) proposes to modify the current system of records titled, "OPM/Central-7, Litigation and Claims Records." The system of records is also being retitled to reflect its proper categorization as an OPM Internal system of records. The modifications will expand the range of information covered to include not only litigation and claims matters, but also all other matters worked on by Office of General Counsel (OGC) staff, including, but not limited to, legal advisory work for OPM programs, the Office of the Director, and other Federal Government agencies, as well as records created or received in the course of the office's work on legal issues on behalf of the agency. Accordingly, the system name and number, system purposes, categories of individuals, categories of records, and routine uses are being substantially revised. Additionally, OPM is taking this opportunity to make minor and editorial changes and updates throughout the notice.

In accordance with the Privacy Act of 1974, the Office of Personnel Management (OPM) proposes to modify the current system of records titled "OPM/Central-23 FEHB Program Enrollment Records." This system of records contains information about enrollees and their family members, who are or have been covered under the Federal Employees Health Benefits (FEHB) Program. The modification is necessary to add categories of records and record source categories to the system of records based upon information exchange necessary to implement the Postal Service Health Benefits (PSHB) Program and meet requirements under the Postal Service Reform Act of 2022 (PSRA). The modification is also necessary to clarify in the Purposes section that references in the system of records to the "FEHB Program" or "FEHB" will encompass the PSHB Program, a separate program within the FEHB Program. In addition, OPM is taking this opportunity to clarify two existing routine uses and make a technical correction to the Administrative, Technical, and Physical Safeguards section. We have also updated the policies and practices for retention and disposal of records to reflect that a new schedule that will incorporate Postal Service records is currently under review by the National Archives and Records Administration (NARA).

Postal Service Reform Act; Establishment of the Postal Service Health Benefits Program

This rule finalizes an interim final rule that established the Postal Service Health Benefits (PSHB) Program for Postal Service employees, Postal Service annuitants, and their eligible family members, pursuant to the Postal Service Reform Act of 2022. This Program will include health benefits plans available to United States Postal Service (Postal Service) employees, Postal Service annuitants, and their eligible family members starting January 1, 2025. For these individuals, eligibility for enrollment or coverage in FEHB plans based on Postal Service employment will end on December 31, 2024, and they will be able to enroll in or be covered only by PSHB plans after that time. Open Season for enrollee selection of PSHB plans will occur from November 11 through December 9, 2024. OPM will publish the negotiated PSHB plan rates and benefits for the 2025 plan year in September 2024. This rule adopts the provisions of the interim final rule with minor clarifications on the Office of Personnel Management's (OPM) implementation of the PSHB Program.
