Notice of Intent to Prepare an Environmental Impact Statement for Introduction of the P-8A Multi-Mission Maritime Aircraft to the U.S. Navy Fleet and Notice of Public Scoping Meetings
Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), the Department of the Navy (DON) announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental consequences of homebasing the P-8A Multi-Mission Maritime Aircraft (MMA) to the East and West Coasts of the United States and a presence, i.e., homebase or detachment, in Hawaii. The DON proposes to replace the maritime patrol P-3C aircraft with the P-8A MMA at existing continental United States maritime patrol homebases for P-3C Orion aircraft while maintaining a maritime patrol presence in Hawaii. The purpose is to transition from P-3C patrol aircraft to the P-8A MMA at existing homebases to maximize utilization of existing infrastructure to the maximum extent practicable to facilitate a quick and efficient transition while maintaining combat readiness. Currently, P-3C patrol squadrons are based at Naval Air Station (NAS) Brunswick, ME (to be relocated in their entirety to NAS Jacksonville by 2010 as a result of the Base Realignment and Closure 2005 process); NAS Jacksonville, FL; NAS Whidbey Island, WA; Marine Corps Base Hawaii (MCBH) Kaneohe Bay, HI; with periodic detachments at NAS North Island, CA. The proposed action is needed to transition from existing P-3C aircraft to the P-8A MMA while maintaining the Navy's overall maritime patrol capability in support of national defense objectives and policies without interruption or impediment to operations or combat readiness. The P-8A is designed to increase combat capability utilizing a smaller force making it a more effective tool for national defense. The P-8A is a derivative of the 737 commercial aircraft and will be equipped with systems capable of performing the current P-3C missions. Introduction of the P-8A MMA aircraft will begin in 2011 and be completed by 2019. The following have been identified as receiving sites: NAS Whidbey Island, WA, NAS Jacksonville, FL, and either MCBH Kaneohe Bay or Hickam Air Force Base, HI, with a training detachment site at NAS North Island, CA. The DON is currently evaluating a range of alternatives based on the number of squadrons homebased at each site, placement of the fleet replacement squadron, and the number of main operating bases.
Notice of Intent To Prepare an Environmental Impact Statement/Overseas Environmental Impact Statement for the Southern California Range Complex (including the San Clemente Island Range Complex) and To Announce Public Scoping Meetings
Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), and Presidential Executive Order 12114 (Environmental Effects Abroad of Major Federal Actions), the Department of the Navy (DON) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) to evaluate the potential environmental effects associated with conducting naval readiness activities in the Southern California (SOCAL) Range Complex (to include the San Clemente Island (SCI) Range Complex). DON proposes to support current, emerging, and future military activities in the SOCAL and SCI Range Complexes as necessary to achieve and sustain Fleet readiness, including military training; research, development, testing, and evaluation (RDT&E) of systems, weapons, and platforms; and investment in range resources and range infrastructure, all in furtherance of our statutory obligations under Title 10 of the United States Code governing the roles and responsibilities of the DON. On August 17, 1999, DON initiated the NEPA process for an EIS/OEIS evaluating the impacts of DON activities at the SCI Range Complex by publishing a Notice of Intent in the Federal Register (64 FR 44716- 44717). DON has determined that it is appropriate to include within the scope of the SOCAL Range Complex EIS/OEIS the previously announced environmental analysis of military activities on the SCI Range. Therefore, this Notice of Intent supersedes and withdraws the August 17, 1999, notice of the DON's intent to prepare an EIS/OEIS for the SCI Range Complex. Dates and Addresses: Three public scoping meetings will be held to receive oral and written comments on environmental concerns that should be addressed in the EIS/OEIS. Public scoping meetings will be held on the following dates, at the times and locations specified: 1. Wednesday, January 29, 2007, 6 p.m.-8 p.m., Cabrillo Marine Aquarium Library, 3720 Stephen M. Each meeting will consist of an information session staffed by DON representatives, to be followed by a presentation describing the proposed action and alternatives. Written comments from interested parties are encouraged to ensure that the full range of relevant issues is identified. Notice of Intent To Prepare an Environmental Impact Statement/Overseas Environmental Impact Statement for the Virginia Capes Range Complex and Notice of Public Scoping Meetings
Pursuant to Section (102)(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR Parts 1500-1508), and Executive Order 12114, the Department of the Navy (DON) announces its intent to prepare an Environmental Impact Statement (EIS)/Overseas EIS (OEIS) to evaluate the potential environmental consequences associated with naval training in the Virginia Capes (VACAPES) Range Complex. The DON proposes to support and conduct current and emerging training operations and research, development, testing, and evaluation (RDT&E) operations in the VACAPES Range Complex by: (1) Maintaining baseline operations at current levels; (2) increasing training operations from current levels as necessary to support the Fleet Readiness Training Plan; (3) accommodating mission requirements associated with force structure change; and (4) implementing enhanced range complex capabilities. The EIS/OEIS study area is the VACAPES Range Complex which consists of targets and instrumented areas, airspace, surface and subsurface operations areas (OPAREAs), and land range facilities. Together the VACAPES Range Complex encompasses: 15,143 acres of land area (including 13,600 acres of land area for ranges); 5,158 nm2 of special use airspace (SUA) associated with land ranges; 27,661 nm2 of offshore surface and subsurface OPAREA; 9,589 nm2 of shallow ocean area less than 100 fathoms (600 feet); 18,072 nm2 of deep ocean areas greater than 100 fathoms; 330 nm2 of over water danger areas; and 28,672 nm2 of SUA warning areas. The scope of actions to be analyzed in this EIS/OEIS includes current and proposed future Navy training and RDT&E operations within Navy- controlled operating areas, airspace, and ranges. It also includes proposed Navy-funded range capabilities enhancements, including infrastructure improvements, which support range complex training and RDT&E operations. Training activities that involve the use of active sonar are conducted in the VACAPES Range Complex; however, those potential effects are being analyzed in detail in a separate document, the Atlantic Fleet Active Sonar Training EIS/OEIS. This separate sonar EIS/OEIS addresses active sonar use as a whole by the Atlantic Fleet in the eastern Atlantic Ocean (including waters that are part of the VACAPES Range Complex), and in the Gulf of Mexico. The results of this sonar EIS/OEIS will be incorporated into the VACAPES Range Complex EIS/ OEIS to account for active sonar effects that could occur within the geographic area of the VACAPES Range Complex. The DON will request the National Marine Fisheries Service to be a cooperating agency in the preparation of this EIS/OEIS. Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry as the Board shall deem necessary into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The meeting will include discussions of personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. The executive session of this meeting will be closed to the public.

Meetings of the Naval Research Advisory Committee
The Naval Research Advisory Committee (NRAC) will meet to discuss classified information from government organizations. All sessions of the meetings, except the NRAC Security, Ethics, and Travel Brief on Tuesday, December 5, 2006 from 9 a.m. to 10:30 a.m., will be devoted to briefings, discussions, and technical examinations of issues related to maritime strategy and Department of the Navy plans, programs, and objectives. It is envisioned that these discussions will enable the NRAC to identify technology gaps where additional science and technology investments may be needed to satisfy current and projected Navy and Marine Corps requirements.
Proposed Collection; Comment Request
The Navy Recruiting Command announces a proposed extension of a public information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
Notice of Extension of Public Scoping Period for the Intent To Prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) for Atlantic Fleet Active Sonar Training and To Announce an Additional Public Scoping Meeting
Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), and Executive Order (E.O.) 12114 ``Environmental Effects Abroad of Major Federal Actions'' (44 FR 62,18722 (Mar. 29, 1979)), the Department of the Navy (DON) published a notice of intent to prepare a combined NEPA EIS and E.O. 12114, OEIS, and announced public scoping meetings in the Federal Register, 71 FR 57489 on September 29, 2006. This notice announces the extension of the public scoping period from December 1, 2006 to December 15, 2006, and announces an additional public scoping meeting.
Notice of Intent To Prepare an Environmental Impact Statement (EIS) for Implementation of the 2005 Base Realignment and Closure (BRAC) Decision To Relocate Walter Reed Army Medical Center (WRAMC) Activities from Washington, DC to the National Naval Medical Center (NNMC) in Bethesda, MD and To Announce Public Scoping Meetings
Pursuant to Section (102)(2)(C) of the National Environmental Policy Act (NEPA) of 1969, the regulations implemented by the Council on Environmental Quality (40 CFR parts 1500-1508), and the Department of the Navy NEPA regulation (32 CFR part 775), the Department of the Navy (DON) announces its intent to prepare an EIS to evaluate the potential environmental impacts associated with relocation of certain WRAMC activities from Washington, DC, to the NNMC in Bethesda, MD per Public Law 101-510, the Defense Base Closure and Realignment Act of 1990 (BRAC Law). Potential impacts associated with normal future growth expected from changes in mission, force protection, improved security, and accessibility for disabled persons will also be evaluated and will contribute to the alternatives considered. The DON will hold public scoping meetings for the purpose of further identifying the scope of issues to be addressed in the EIS. Written and recorded comments will be accepted during this time. To ensure that the full range of issues related to this proposed action will be addressed, representatives from NNMC Bethesda will be available to answer questions and solicit public comments from interested parties during the scheduled public scoping meetings. Following publication of the draft EIS, at a time to be determined, further public meetings will be held to address comments on the draft document.
Notice of Public Hearing for the Draft Environmental Impact Statement (EIS) for the Restoration of Clear Zones and Stormwater Drainage Systems at Boca Chica Field, Naval Air Station Key West, FL
Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), the Department of the Navy (DON) has prepared and filed with the U.S. Environmental Protection Agency a Draft EIS to evaluate the potential environmental consequences of bringing the Boca Chica Airfield at Naval Air Station Key West into substantial compliance with Federal Aviation Administration safety regulations and DON air operations requirements. The DON will conduct one public hearing to receive oral and written comments on the Draft EIS. Federal, state, and local agencies and interested individuals are invited to be present or represented at the public hearing. Navy representatives will be available to clarify information related to the Draft EIS. This notice announces the date and location of the public hearing for this Draft EIS.
Notice of Intent To Prepare an Environmental Impact Statement for Homeporting Additional Surface Ships at Naval Station Mayport, FL, and To Announce a Public Scoping Meeting
Pursuant to Section (102)(2)(C) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR Parts 1500-1508), the Department of Navy (Navy) announces its intent to prepare an Environmental Impact Statement (EIS) to evaluate the potential environmental consequences of constructing and operating the facilities and infrastructure associated with homeporting additional surface ships at Naval Station (NAVSTA) Mayport, FL. The Navy proposes to review and assess homeporting additional Atlantic Fleet surface ships at NAVSTA Mayport including cruisers, destroyers, frigates, amphibious assault ships, amphibious transport docks, dock landing ships, and/or a nuclear-powered aircraft carrier. Ultimately the homeporting could involve the relocation of existing ships to NAVSTA Mayport or the assignment of newly acquired ships to NAVSTA Mayport. The proposal includes only those required activities necessary to prepare and operate NAVSTA Mayport for the proposed homeporting and does not include actions at other Navy bases. The EIS study area is NAVSTA Mayport, the Mayport turning basin, the entrance channel, and a portion of the main shipping channel. NAVSTA Mayport covers 3,409 acres and is homeport for 22 ships, five helicopter squadrons, and approximately 16,010 sailors and civilians making it the third largest naval facility in the continental U.S. The scope of actions to be analyzed in this EIS includes homeporting of various classes of surface ships and construction to include dredging, infrastructure and wharf improvements, and construction of nuclear-powered aircraft carrier propulsion plant maintenance facilities (depot-level maintenance facilities including a controlled industrial facility, ship maintenance facility, and maintenance support facility). Dates and Addresses: One public scoping meeting will be held in Jacksonville, FL, to receive written comments on environmental concerns that should be addressed in the EIS. Notice of Availability and Notice of Public Hearing of the Draft Environmental Impact Statement for an Annex to the Fort Rosecrans National Cemetery at Marine Corps Air Station Miramar, San Diego, CA
In accordance with Section 102(2)(C) of the National Environmental Policy Act of 1969 (42 U.S.C. 4332(2)(C)), as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500- 1508), the Department of the Navy (DON), Marine Corps Air Station Miramar (MCAS Miramar), and Department of Veterans Affairs (VA) announce the availability of the Draft Environmental Impact Statement (DEIS) that evaluates the potential environmental effects of the land use agreement between the DON and the VA National Cemetery Administration (NCA) for the proposed annex to the existing Fort Rosecrans National Cemetery at Point Loma in San Diego, CA. The DEIS also evaluates the potential effects of construction and operation of the proposed cemetery annex. The annex would be located at MCAS Miramar, in San Diego, CA. The purpose of the proposed action is to provide needed burial space on federal land for military veterans in the San Diego area. The DEIS addresses the proposed site (Site 2), one on-site development alternative (Site 4), and the No Action Alternative. The DEIS evaluates the potential environmental effects associated with each of the alternatives. Issues addressed in the DEIS include land use, socioeconomics/environmental justice, utilities, public services, visual resources, cultural resources, biological resources, soils and geology, water resources, public health and safety, traffic/ circulation, air quality, and noise. Impact analyses include an evaluation of direct, indirect, short-term, and cumulative impacts.

The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS HAWAII (SSN 776) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
Meeting of the Naval Research Advisory Committee; Correction
The Department of Defense published a notice in the Federal Register on August 4, 2006, concerning a request for the Naval Research Advisory Committee (NRAC) to meet and discuss classified information from government organizations. All sessions of the meeting will be devoted to briefings, discussions, and technical examination of issues related to maritime strategy and Department of the Navy plans, programs, and objectives. It is envisioned that these discussions will enable the NRAC to identify technology gaps where additional science and technology investment may be needed to satisfy current and projected Navy and Marine Corps requirements. The meeting date has been changed to a new date and time.

Pursuant to Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality Regulations (40 CFR pts 1500-1508), and Executive Order (EO) 12114, ``Environmental Effects Abroad of Major Federal Actions'' (44 Fed. Reg. 62,18722 (Mar. 29, 1979)), the Department of the Navy (DON) announces its intent to prepare a combined NEPA EIS and EO 12114, OEIS, to evaluate the potential environmental consequences associated with mine warfare (MIW) and antisubmarine warfare (ASW) active sonar training exercises along the east coast and Gulf of Mexico. The MIW/ASW sonar training exercises include Independent Unit Level Training, Coordinated Unit Level Training, and Strike Group Training exercises. These active sonar training exercises include air, surface, and subsurface sonar platforms that are manned by personnel who require training in order to maintain certification and readiness for deployment. Additionally, effective MIW and ASW are dependent on training involving coordination among these platforms. The EIS/OEIS will consider two Action Alternatives to accomplish these objectives, in addition to the No Action Alternative.

Notice of Intent To Prepare an Environmental Impact Statement (EIS) for Proposed Dredging of the Norfolk Harbor Channel, Norfolk and Portsmouth, Virginia and To Announce Public Scoping Meetings
Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), the Department of the Navy (DoN) announces its intent to prepare an EIS to evaluate the potential environmental impacts associated with the dredging of 4.8 miles of Norfolk Harbor Channel in the Elizabeth River. The proposed channel deepening project is located in the Federal navigation channel in Norfolk and Portsmouth, Virginia. Discussions are underway with the United States Army Corps of Engineers (USACE) to be a cooperating agency in the preparation of the EIS. The EIS will consider reasonable alternatives to the proposed action, including the No Action Alternative.
Notice of Performance Review Board Membership
Pursuant to 5 U.S.C. 4314(c)(4), the Department of the Navy (DON) announces the appointment of members to the DON's numerous Senior Executive Service (SES) Performance Review Boards (PRBs). The purpose of the PRBs is to provide fair and impartial review of the annual SES performance appraisal prepared by the senior executive's immediate and second level supervisor; to make recommendations to appointing officials regarding acceptance or modification of the performance rating; and to make recommendations for performance bonuses and basic pay increases. Composition of the specific PRBs will be determined on an ad hoc basis from among individuals listed below:

Meeting of the Chief of Naval Operations (CNO) Executive Panel
The CNO Executive Panel will form consensus advice for the final report on the findings and recommendations of the Systems Engineering and Integration Subcommittee to the CNO. The meeting will consist of discussions of Navy engineering, research and design development strategies and processes.
Notice of Availability for Donation of the Test Craft Ex-SEA SHADOW (IX-529) and Hughes Mining Barge (HMB-1)
The Department of the Navy hereby gives notice of the availability for donation, under the authority of 10 U.S.C. 7306, of the Test Craft ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB- 1), both located at the Maritime Administration's Suisun Bay National Defense Reserve Fleet, Benicia, CA. Ex-SEA SHADOW is contained inside HMB-1, which is a covered floating dry-dock, and is being offered for donation as a single unit. The donee may display the two vessels as currently configured as a single unit, or display them individually. In either case, the Navy intends to donate the two vessels as a single unit and the donee will be required to remove the two vessels from Navy custody as a unit. Eligible recipients include: (1) Any State, Commonwealth, or possession of the United States or any municipal corporation or political subdivision thereof; (2) the District of Columbia; or (3) any organization incorporated as a non-profit entity under section 501 of the Internal Revenue Code. The transfer of a vessel for donation under 10 U.S.C 7306 shall be made at no cost to the United States Government. The donee will be required to maintain ex-SEA SHADOW as a static museum/memorial in a condition that is satisfactory to the Secretary of the Navy. Prospective donees must submit a comprehensive application that addresses the significant financial, technical, environmental, and curatorial responsibilities associated with donated Navy vessels. All vessels currently in a donation hold status, including ex-SEA SHADOW (IX 529) and the Hughes Mining Barge (HMB-1), will be reviewed by the Chief of Naval Operations during the annual Ship Disposition Review process, at which time a determination will be made whether to extend donation hold status. If the Navy receives no interest by an eligible recipient within two years, the Navy reserves the right to remove the vessels from donation consideration and proceed with their disposal. Certifications and Exemptions Under the International Regulations for Preventing Collisions at Sea, 1972
The Department of the Navy is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (Admiralty and Maritime Law) has determined that USS NEW ORLEANS (LPD 18) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
Meeting of the Board of Visitors of Marine Corps University
The Executive Committee of the Board of Visitors of the Marine Corps University (BOV MCU) will meet to receive the recommendations of the Officer Professional Military Education Study Group. The Board will receive the final written report from the three-month study of Marine Corps Professional Military Education. All sessions of the meeting will be open to the public.
Notice of Intent To Prepare an Environmental Impact Statement (EIS)/Overseas Environmental Impact Statement (OEIS) for a Proposal To Enhance Training, Testing, and Operational Capability Within the Hawaii Range Complex and To Announce Public Scoping Meetings
Pursuant to Section 102(2)(C) of the National Environmental Policy Act of 1969, as implemented by the Council on Environmental Quality regulations (40 CFR parts 1500-1508), and Executive Order 12114 (Environmental Effects Abroad of Major Federal Actions), the Department of the Navy (DoN) announces its intent to prepare an EIS/OEIS. This EIS/OEIS will evaluate the potential environmental effects of increasing usage and enhancing the capability of the Hawaii Range Complex to achieve and maintain Fleet readiness and to conduct current, emerging, and future training and research, development, test, and evaluation (RDT&E) operations. The EIS/OEIS will consider two action Alternatives to accomplish these objectives, in addition to the No Action Alternative. The following will be invited to be cooperating agencies: Department of Energy, Missile Defense Agency, U.S. Army, U.S. Fish and Wildlife Service, and National Marine Fisheries Service.
