SUMMARY: The Defense Policy Board
Advisory Committee will meet in closed
session on September 21, 2006 from
0800 hrs until 1830 at the State
Department, Washington, DC and
September 22, 2006 from 0800 hrs until
1400 at the Pentagon.
The purpose of the meeting is to
provide the Secretary of Defense,
Deputy Secretary of Defense and Under
Secretary of Defense for Policy with
independent, informed advice on major
matters of defense policy. The Board
will hold classified discussions on
national security matters.
In accordance with Section 10(d) of
the Federal Advisory Committee Act,
Public Law No. 92–463, as amended [5
U.S.C. App II (1982)], it has been
determined that this meeting concerns
matters listed in 5 U.S.C.
§ 552B(c)(1)(1982), and that accordingly

August hearing focused on issues

Schools and Communities Act State
Grants program, as well the collection
and use of data to effectively manage
youth drug and violence prevention
programs.

SUPPLEMENTARY INFORMATION: The
Advisory Committee on Student
Financial Assistance is established
under Section 491 of the Higher
Education Act of 1965 as amended by
Public Law 100–50 (20 U.S.C. 1098).
The Advisory Committee serves as an
independent source of advice and
counsel to the Congress and the
Secretary of Education on student
financial aid policy. Since its inception,
the congressional mandate requires the
Advisory Committee to conduct
objective, nonpartisan, and independent
analyses on important aspects of the
student assistance programs under Title
IV of the Higher Education Act. In
addition, Congress expanded the
Advisory Committee’s mission in the
Higher Education Amendments of 1998
to include several important areas:
access, Title IV modernization, distance
education, and early information and
needs assessment. Specifically, the
