Safety Glazing Standards; Codifying Existing Waivers and Adding Test Flexibility
FRA is amending its Safety Glazing Standards for exterior windows on railroad equipment to codify long-standing waivers, add a new testing option to improve consistency of glazing testing, and revise outdated section headings. The changes update and clarify existing requirements to maintain and, in some cases, enhance safety, while reducing unnecessary costs. Codification of the waivers is also consistent with the Infrastructure Investment and Jobs Act and will enable FRA to use its inspection resources more efficiently.
Federal-State Partnership for Intercity Passenger Rail Program; Northeast Corridor Project Inventory
FRA is publishing the Northeast Corridor (NEC) project inventory (NEC Project Inventory), which is a requirement of the Federal-State Partnership for Intercity Passenger Rail Program (FSP). FRA is required to publish the NEC Project Inventory not later than one year after the enactment of the Infrastructure Investment and Jobs Act, also known and the Bipartisan Infrastructure Law (BIL).

Train Crew Size Safety Requirements; Correction
The Federal Railroad Administration published a document in the Federal Register of October 27, 2022, announcing a public hearing and extending the comment period for a notice of proposed rulemaking proposing minimum safety requirements for the size of train crews. The document contained a mis-formatted web address to a public website where further information regarding the announced public hearing could be obtained.
Safety Advisory 2022-01; Use of Portable Derails
FRA is issuing Safety Advisory 2022-01 to emphasize the importance of, first, ensuring that portable derails are clearly visible to train crews and operators of other on-track equipment, particularly at night and in other low-light conditions; and, second, having processes in place to ensure portable derails are removed when not necessary for on-track safety. This Safety Advisory recommends that railroads, and railroad contractors, review and revise their on-track safety manuals, as necessary, to ensure they include procedures and rules for the use of portable derails.
Train Crew Size Safety Requirements
On July 28, 2022, FRA published a notice of proposed rulemaking (NPRM) that would establish minimum safety requirements for the size of train crews, depending on the type of operation. FRA is announcing a public hearing to allow interested persons the opportunity to provide comments on the proposal. FRA is also announcing a second extension of the comment period, providing an 86-day extension to the original comment period, to allow time for interested parties to submit comments on the proposal or in response to views or information provided at the public hearing.

This document provides the public with notice that, on July 27, 2022, and supplemented on August 4, 2022, the Southeastern Pennsylvania Transportation Authority (SEPTA) submitted a request for amendment (RFA) to its FRA-approved Positive Train Control Implementation Plan (PTCIP). The RFA includes a petition seeking approval to discontinue or modify a signal system. On August 17, 2022, FRA approved, in part, SEPTA's RFA to its PTCIP; however, FRA did not provide a decision on SEPTA's request to discontinue or modify a portion of its signal system at that time, as FRA must seek public comment on that aspect before issuing a decision.
Train Crew Size Safety Requirements
On July 28, 2022, FRA published a notice of proposed rulemaking (NPRM) that would require establishing safe minimum requirements for the size of train crews, depending on the type of operation. FRA is announcing a 67-day extension to the original comment period, which ends on September 26, 2022, and announcing that it will schedule a public hearing (within the extended comment period) in a forthcoming notification to provide interested persons an opportunity to comment on the proposal and to discuss further development of the regulation.

Risk Reduction Program
In response to issues raised by a petition for reconsideration of the Risk Reduction Program (RRP) final rule, FRA is issuing this NPRM to solicit information to help determine whether FRA should retain or remove a provision in the RRP final rule clarifying that contractors who perform a significant portion of a railroad's operations are considered the railroad's directly affected employees for purposes of the RRP rule.

Request for Information for the Interstate Rail Compacts Program
On November 5, 2021, President Biden signed into law the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL). The BIL provides historic appropriations for the railroad transportation grant programs administered by FRA and authorizes new programs to enhance rail safety and to repair, restore, improve, and expand the nation's rail network. A new program established under the BIL is the Interstate Rail Compacts Grant Program (the Program), which provides financial assistance to existing interstate rail compacts (IRCs) to strengthen their capability to advance intercity passenger rail service within their regions. The BIL requires the Secretary of Transportation to establish the Program; this responsibility is delegated to FRA. In this RFI, FRA seeks comments on the Program.
