Petition for Waiver of Compliance
Under part 211 of title 49 Code of
Federal Regulations (CFR), this
document provides the public notice
that on October 12, 2022, Georgia
Central Railway (GC) petitioned the
Federal Railroad Administration (FRA)
for a waiver of compliance from certain
provisions of the Federal railroad safety
regulations contained at 49 CFR part
240 (Qualification and Certification of
Locomotive Engineers) and part 242
(Qualification and Certification of
Conductors). FRA assigned the petition
Docket Number FRA–2022–0093.
Specifically, GC requests relief as part
of its proposed implementation of and
participation in FRA’s Confidential
Close Call Reporting System (C3RS)
Program. GC seeks to shield reporting
employees and the railroad from
mandatory punitive sanctions that
would otherwise arise as provided in
§§ 240.117(e)(1)–(4); 240.305(a)(l)–(4)
and (a)(6); 240.307; 242.403(b), (c),
(e)(l)–(4), (e)(6)–(11), (f)(l)–(2); and

Notice of Application for Approval of
Discontinuance or Modification of a
Railroad Signal System
Under part 235 of title 49 Code of
Federal Regulations (CFR) and 49 U.S.C.
20502(a), this document provides the
public notice that on September 20,
2022, Puget Sound & Pacific Railroad
(PSAP) petitioned the Federal Railroad
Administration (FRA) seeking approval
to discontinue or modify a signal
system. FRA assigned the petition
Docket Number FRA–2022–0091.
Specifically, PSAP requests
permission to discontinue the signal
interlocking system on the Elma
Mainline Subdivision in Aberdeen,
Washington, at the swing bridge at mile
post (MP) 68.8. This permanent change
would include removing block signals at
MP 68.5 and 68.7 and the distant signal
at 68.3. Additionally, the signals would
be turned facing the field and removed.
PSAP requests the change because the
interlocking system is ‘‘no longer
essential for the safe movement of
traffic’’ and the discontinuance will
‘‘improve the efficient operations of the
railroad.’’ In support of its petition,
PSAP states that ‘‘there has been no
navigational traffic requested for the
bridge to be turned in over two years’’
and that ‘‘the bridge stays lined for
mainline movement.’’
