Implementation of the Highways for LIFE Pilot Program
This document contains the proposed implementation plan of Section 1502 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) for the Highways for LIFE (HfL) Pilot Program to offer the opportunity for comment into the development of the final implementation document. LIFE is an acronym for ``Long-lasting, Innovative, Fast construction of Efficient and safe pavements and bridges.'' The purpose of the HfL Pilot Program is to accelerate the rate of adoption of innovations and technologies, thereby improving safety and highway quality while reducing congestion caused by construction. This will be accomplished through technology transfer, technology partnerships, information dissemination, incentive funding of up to 20 percent, but not more than $5 million on Federal-aid highway projects (eligible for assistance under Chapter 1 of title 23, United States Code) and HfL program accountability.
Environmental Impact Statement; Woodbury County, IA
The FHWA issued a notice of intent to prepare an Environmental Impact Statement (EIS) for a proposed Interstate 29 corridor study in Sioux City, Iowa from Sioux Gateway Airport/Sergeant Bluff Interchange to the South Dakota State border, published on November 18, 2004, 69 FR 67618. The FHWA is issuing this notice to advise the public of a revision to the study corridor limits. The proposed Interstate 29 study corridor for which an Environmental Impact Statement will be prepared is defined as extending from approximately \1/4\ mile south of the Burlington Northern Santa Fe Railroad Bridge over the Missouri River to Judd Street along the existing Interstate 29 corridor in Sioux City, Iowa.

Motorcyclist Advisory Council to the Federal Highway Administration
Pursuant to the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the Secretary of Transportation, acting through the Administrator of the Federal Highway Administration, is establishing a Council to coordinate with and advise the Administrator on infrastructure issues of concern to motorcyclists. Design Standards for Highways; Interstate System
The FHWA is requesting comments on a proposed amendment to the design standards that apply to highway construction and reconstruction projects on the Interstate System. A 2005 revision of the American Association of State Highway and Transportation Officials' (AASHTO) publication entitled A Policy on Design Standards Interstate System, January 2005, has replaced the previous version of this policy published in 1991. If adopted by the FHWA, the new AASHTO publication would constitute the FHWA's policy on geometric design standards for all construction and reconstruction projects on the Interstate System.

The FHWA is issuing this notice to advise the public that a Record of Decision (ROD) has been made following a Final Environmental Impact Statement prepared for the Southern Corridor project within Washington County, Utah. The ROD approves a location proposed for transportation improvements for the Southern Corridor project Washington County, Utah. The Southern Corridor Study Area includes an area in southern Washington County south and southeast of Interstate 15 (I-15) and State Route 9 (SR 9) including the cities of St. George, Washington, and Hurricane. The Selected Alternative (2800 West Alternative) includes a new interchange with I-15 at Reference Post 2 (Atkinville) and a new four-lane highway extending 26 miles to the intersection of 2800 West with SR 9. Selection of the Preferred Alternative was based on the best overall public interest to provide a safe and efficient transportation system and the social, economic, and environmental impacts. In addition, the project team considered public and resource agency input and city council recommendations or resolutions regarding the project. This project requires Federal approval of a proposed new Interstate access and Federal Highway Administration funding as authorized by Title 23 of the United States Code. Consequently, pursuant to the National Environmental Policy Act (NEPA) (42 U.S.C. 4321 et seq.), the Federal Highway Administration (FHWA) in coordination with the Utah Department of Transportation (UDOT), prepared an Environmental Impact Statement (EIS) for the project's impact on the human environment. The Final EIS (FEIS) was issued on April 22, 2005. Pursuant to Section 6002 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users [23 U.S.C. 139(l)] any person or entity wishing to file a claim for judicial review challenging this decision must do so within 180 days of the publication of this notice.
Participation in the Transportation Technology Innovation and Demonstration Program
As authorized by section 5508 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the U.S. DOT/FHWA is interested in working with eligible State and local governments and one or more private sector partners to build upon the Intelligent Transportation Infrastructure Program (ITIP) that began under the provisions of section 5117(b)(3) of the Transportation Equity Act for the 21st Century (TEA-21). The SAFETEA-LU provides for the extension and further expansion of the ITIP program under the Transportation Technology Innovation and Demonstration Program (TTID), a new 2-part program that would advance the deployment of an operational intelligent transportation infrastructure system, through measurement of various transportation system parameters, to simultaneously aid in local transportation planning and analysis activities, while also supporting national monitoring of traffic congestion levels. The purpose of this program is threefold: Addressing national, local, and commercial data needs through enhancement of surveillance and data management capabilities in major metropolitan areas. This involves integration of data from existing surveillance infrastructure, and strategic deployment of supplemental surveillance infrastructure to support the provision of both real-time and archived roadway system performance data. At the national level, the goal is to develop an ability to measure the operating performance of the roadway system across the nation. Made available locally, such roadway system performance data can be used to assist in local system planning, evaluation, and management activities. The same data that is useful to the public transportation agencies also has value for commercial traveler information purposes. To achieve these objectives, the U.S. DOT/FHWA is seeking expressions of consent from eligible State and/or local transportation agencies/organizations interested in forming a public-private partnership, with a private partner that has either been pre-selected, or that will be selected, by the U.S. DOT/FHWA, to participate in the TTID program.

The ROD approves a location proposed for transportation improvements for the 11400 South Study Area in Salt Lake County, Utah. Environmental Impact Statement Seattle, WA
The FHWA is issuing this revised notice of intent to update the public, Tribes, and agencies of changes made to the previous notice of intent for a proposed highway project along SR 99 in Seattle, King County, Washington. The previous notice of intent was published in the Federal Register on September 26, 2003. It announced that a Draft Environmental Impact Statement (EIS) would be prepared for the Alaskan Way Viaduct and Seawall Replacement Project. The Draft EIS for the Alaskan Way Viaduct and Seawall Replacement Project was published March 31, 2004. The planned EIS will evaluate potential transportation improvement alternatives for serving east-west travel between downtown Des Moines and the Highway 65 outer beltway.
Project Authorization and Agreements
The FHWA proposes to revise its regulations relating to project authorization and agreements and the effect on obligations of Federal-aid highway funds under these requirements. The proposed changes would: (1) Require the deobligation of Federal funds that remain committed to inactive projects as well as the deobligation of unneeded or excess project funding; (2) reduce the occurrences where Federal funds are committed to inactive projects or where an obligation is in excess of the amount needed to complete the project; (3) establish a project completion date that would be annotated in all new project agreements and modifications to existing project agreements; and (4) require States to assure that third party contracts and agreements are processed and billed promptly when the work is completed. These proposed changes would also assist the States and the FHWA in monitoring Federal-aid highway projects and provide better assurance that the Federal funds obligated reflect the current estimated costs of the project. Federal funds deobligated may then be obligated for new or other active projects needing additional funding to the extent permitted by law. The proposed changes would have no effect on obligated funds that are needed for projects that are congressionally mandated.

Environmental Impact and Related Procedures
This rule makes technical corrections to the regulation that governs environmental impact procedures for the FHWA and the FTA. The amendments contained herein make no substantive changes to the FHWA or the FTA regulations, policies, or procedures. This rule corrects the name of the Federal Transit Administration (FTA) from its former name, the Urban Mass Transportation Administration (UMTA); corrects a reference to ``urban mass transportation''; corrects statutory references that became outdated when Federal transit laws were codified; removes the reference to a program that has been eliminated; corrects references to regulatory ``part'' numbers that have changed; corrects the names of offices within FHWA and FTA; and corrects a spelling error.
