Airworthiness Directives; Pilatus Aircraft Ltd. Airplanes
The FAA is revising a notice of proposed rulemaking (NPRM) to supersede Airworthiness Directive (AD) 2014-25-04, which applies to all Pilatus Aircraft Ltd. (Pilatus) Model PC-6, PC-6-H1, PC-6-H2, PC-6/350, PC-6/350-H1, PC-6/350-H2, PC-6/A, PC-6/A-H1, PC-6/A-H2, PC-6/B-H2, PC- 6/B1-H2, PC-6/B2-H2, PC-6/B2-H4, PC-6/C-H2, and PC-6/C1-H2 airplanes. This action revises the NPRM by adding an eddy current inspection of each fuselage wing fitting if an earlier version of the service information was accomplished. The FAA is proposing this AD to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, the FAA is requesting comments on this SNPRM.
Airworthiness Directives; International Aero Engines AG Turbofan Engines
The FAA proposes to adopt a new airworthiness directive (AD) for certain International Aero Engines AG (IAE) V2522-A5, V2524-A5, V2525-D5, V2527-A5, V2527E-A5, V2527M-A5, V2528-D5, V2530-A5, V2531-E5, and V2533-A5 model turbofan engines. This proposed AD was prompted by an analysis performed by the manufacturer after an event involving an uncontained failure of a high-pressure turbine (HPT) 1st-stage disk that resulted in high-energy debris penetrating the engine cowling. This proposed AD would require the performance of an ultrasonic inspection (USI) of the HPT 1st-stage disk and HPT 2nd-stage disk and, depending on the results of the inspections, replacement of the HPT 1st-stage disk or HPT 2nd-stage disk. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Eurocopter France Helicopters
The FAA is withdrawing a notice of proposed rulemaking (NPRM) that proposed to adopt a new airworthiness directive (AD) that would have applied to certain Eurocopter France (now Airbus Helicopters) Model AS350B, BA, B1, B2, B3, C, D, and D1; EC-130B4; and AS355E, F, F1, F2, and N helicopters. The NPRM would have required modifying the collective hold-down strap (strap) and thereafter inspecting it at specified intervals to ensure the rubber grommet is resting against the console or replacing the strap with a strap that has a torsional spring at the lower end of the strap. Since issuance of the NPRM, the FAA issued AD 2014-02-05, which addresses the unsafe condition identified in the NPRM. Accordingly, the NPRM is withdrawn.
Airworthiness Directives; Leonardo S.p.a. (Type Certificate Previously Held by Agusta S.p.A.) Helicopters
The FAA proposes to supersede airworthiness directive (AD) 2015-25-04 for Agusta S.p.A (now Leonardo S.p.a.) Model A109A and A109A II helicopters. AD 2015-25-04 requires inspecting the slider assembly pitch control (slider) for play and replacing the slider if the play exceeds certain limits. Since the FAA issued AD 2015-25-04, further investigation determined the play was caused by a manufacturing issue. This proposed AD would retain certain requirements of AD 2015-25-04, require replacing certain part-numbered sliders as a terminating action for the inspections, and prohibit installing the affected part on any helicopter. The actions of this proposed AD are intended to address an unsafe condition on these products.
Amendment of Class D and Class E Airspace; Farmington, NM
This action modifies the Class D airspace at Four Corners Regional Airport, Farmington, NM. This action also modifies the Class E airspace, designated as a surface area, to match the modified Class D dimensions. Additionally, this action modifies the Class E airspace extending upward from 700 feet above the surface. Further, this action removes the Class E airspace, extending upward from 1,200 feet above the surface. This action also removes the Four Corners Regional ILS Localizer and the Farmington VORTAC from the legal descriptions' text headers and airspace descriptions. Lastly, this action implements several administrative corrections to the Class D, Class E2, and Class E5 airspaces' legal descriptions.
Establishment of Class E airspace; Leoti, KS
This action establishes Class E airspace extending upward from 700 feet above the surface at Mark Hoard Memorial Airport, Leoti, KS. The airspace contains the new instrument approach and departure procedures that were developed for the airport.
Airworthiness Directives; Airbus Helicopters Deutschland GmbH Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Helicopters Deutschland GmbH Model MBB-BK117 D-2 helicopters. This proposed AD was prompted by reports that collective lever switch units having certain part numbers did not have retaining rings installed in the cable cut switch guard. This proposed AD would require inspecting certain collective lever switch units for discrepancies (missing retaining rings, incorrectly installed retaining rings, and a missing axis in the cable cut switch guard), doing all applicable corrective actions, and marking affected parts, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Amendment and Cancellation of VOR Federal Airways V-49 and V-541 in the Vicinity of Decatur, AL
This action modifies VHF Omni-directional Range Federal airway V-541 and removes V-49, in the vicinity of Decatur, AL. This action is necessary due to the planned decommissioning of the Decatur, AL, VOR/ Distance Measuring Equipment (DME) navigation aid, which provides navigation guidance for segments of the routes. This will provide for the safe and efficient use of navigable airspace within the National Airspace System (NAS) while reducing NAVAID dependencies throughout the NAS as part of the FAA VOR Minimum Operation Network program.
Deletion of VOR Federal Airways V-346 and V-400 in the Vicinity of Beauce, Canada.
This action removes VHF Omni-directional Range Federal airway V-346 and V-400, in the vicinity of Beauce, Canada. This action is necessary due to Canada's civil air navigation services provider, NAV Canada, planned decommissioning of the Beauce, Canada, VHF Omni-directional Range (VOR)/Distance Measuring Equipment (DME) navigation aid, which provides navigation guidance for segments of the routes. NAV Canada has deleted the portions of both airways that resided in their airspace.
Proposed Amendment and Establishment of Class E Airspace; Baker City, OR
This action proposes to modify the Class E airspace, designated as a surface area for Baker City Municipal Airport. This action also proposes to establish Class E airspace, designated as an extension to a Class D or Class E surface area. Additionally, this action proposes to modify the Class E airspace extending upward from 700 feet above the surface. This action also proposes to remove the Baker City VORTAC from the Class E2 and the VOR/DME from the Class E5 text headers and airspace descriptions. Lastly, this action also proposes several administrative corrections to the airspaces' legal descriptions. This action would ensure the safety and management of instrument flight rules (IFR) operations at the airport.

This action proposes to modify the Class E airspace extending upward from 700 feet above the surface at Delano Municipal Airport, Delano, CA. The airspace modification is necessary to properly contain instrument flight rules (IFR) aircraft operating to/from the airport. This action also proposes to update the airport's geographical coordinates to match the FAA database. This action would ensure the safety and management of IFR operations at the airport.

Airworthiness Directives; Airbus Helicopters Deutschland GmbH Helicopters
The FAA proposes to supersede Airworthiness Directive (AD) 2016-11-21 for Airbus Helicopters Deutschland GmbH (Airbus Helicopters) Model EC135P1, EC135P2, EC135P2+, EC135T1, EC135T2, and EC135T2+ helicopters. AD 2016-11-21 requires revising the life limit of certain parts and removing each part that has reached its life limit. Since the FAA issued AD 2016-11-21, new models were certified. This proposed AD would expand the applicability to include Model EC135P3 and EC135T3 helicopters. This proposed AD would also revise the life limits for certain parts and propose to remove each part that has reached or exceeded its life limit. The actions of this proposed AD are intended to address an unsafe condition on these products.
Airworthiness Directives; Robinson Helicopter Company Helicopters
The FAA is adopting a new airworthiness directive (AD) for Robinson Helicopter Company (Robinson) Model R66 helicopters. This AD was prompted by reports of tail rotor (T/R) drive shaft forward hanger bearing failures. This AD requires installing a certain part numbered kit and removing parts from service or replacing a certain part- numbered T/R drive shaft assembly. This AD also prohibits the installation of certain parts. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Textron Aviation, Inc. Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Textron Aviation Inc. (Textron) (type certificate previously held by Cessna Aircraft Company) Models 208 and 208B airplanes. This AD was prompted by reports of loose elevator torque tube attach fasteners. This AD requires repetitively inspecting the inboard and outboard elevator torque tube attachments for loose or incorrectly installed fasteners, replacing all fasteners if loose or incorrectly installed fasteners are found, and reporting the inspection results to the FAA. This AD also includes optional actions to terminate the repetitive inspections. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes

This AD was prompted by a report of a water supply line that detached at a certain joint located above an electronic equipment (EE) cooling filter, leading to water intrusion into the forward EE bay. Agency Information Collection Activity Under OMB Review
In compliance with the Paperwork Reduction Act of 1995, this notice announces that the Information Collection Requirements (ICRs) abstracted below have been forwarded to the Office of Management and Budget (OMB) for review for an emergency approval of a new, mandatory information collection. In accordance with the memorandum of January 20, 2021, from the Assistant to the President and Chief of Staff, titled ``Regulatory Freeze Pending Review,'' PHMSA delays the effective date of the final rule, ``Pipeline Safety: Gas Pipeline Regulatory Reform,'' until March 21, 2021. PHMSA also delays until March 21, 2021, its withdrawal of the March 26, 2019, ``Exercise of Enforcement Discretion Regarding Farm Taps'' and the unpublished October 27, 2015, letter to the Interstate Natural Gas Association of America announcing a stay of enforcement pertaining to certain pressure vessels.

Airworthiness Directives; Safran Helicopter Engines, S.A. (Type Certificate Previously Held by Turbomeca, S.A.), Turboshaft Engines
The FAA is adopting a new airworthiness directive (AD) for certain Safran Helicopter Engines, S.A. (Safran Helicopter Engines) Arriel 1B, Arriel 1C, Arriel 1C2, Arriel 1D1, Astazou XIV B, and Astazou XIV H model turboshaft engines. This AD was prompted by the detection of positive segregation (freckles) on Stage 2 high-pressure turbine (HPT) disks and Stage 3 turbine wheels. This AD requires removal from service of certain Stage 2 HPT disks for Safran Helicopter Engines Arriel 1B, 1C, 1C2, and 1D1 model turbofan engines and affected Stage 3 turbine wheels for Safran Helicopter Engines Astazou XIV B and XIV H model turbofan engines. The FAA is issuing this AD to address the unsafe condition on these products.

The FAA is adopting a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 and A350-1041 airplanes. This AD was prompted by reports that suitable corrosion protection treatment had not been applied to certain areas of the seat track. This AD requires a one-time detailed inspection of the seat tracks between certain frames for suitable corrosion protection or presence of corrosion, and on- condition actions if necessary, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. Airworthiness Directives; Dassault Aviation Airplanes
The FAA is superseding Airworthiness Directive (AD) 2018-24- 03, which applied to all Dassault Aviation Model Falcon 10 airplanes. AD 2018-24-03 required revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance requirements and airworthiness limitations. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations; as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. Proposed Amendment of Area Navigation (RNAV) Route T-207; in the Vicinity of Cecil, FL
This action proposes to amend low altitude RNAV route T-207 in Florida. The proposed change would remove the Cecil, FL (VQQ), VOR from the route description due to the planned decommissioning of that VOR. The removal would not affect navigation along the route.
Proposed Amendment VOR Federal Airway V-487; Eastern New York and Northern Vermont
This action proposes to amend VOR Federal airway V-487 in the vicinity of Glens Falls, NY, and Burlington, VT. The proposed change would substitute a radial from the Burlington, VT, VOR/DME (BTV), in place of the current Glens Falls, NY, VOR/DME (GFL) radial, for defining a navigation fix along the route. Additionally, this action would remove segments of V-487 between Burlington, VT, and St Jean, Canada. These changes are necessary due to the decommissioning of the Glens Falls, NY, VOR/DME, and the decommissioning of the St Jean, Canada VOR/DME (YJN).
Proposed Amendment of Class B Airspace; Miami, FL
This action proposes to modify the Miami International Airport, FL (MIA) Class B airspace area to ensure the containment of aircraft conducting instrument procedures. The FAA is proposing this action to improve the flow of air traffic, enhance safety, and reduce the potential for midair collision in the MIA terminal area. This action also proposes changes to the MIA Class B airspace area to ensure the containment of arriving and departing aircraft within Class B airspace as required by FAA directives contained in FAA Order 7400.2M. This proposed action is separate and distinct from the Florida Metroplex Project.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to supersede Airworthiness Directive (AD) 2016-08-20 for certain Airbus Helicopters (previously Eurocopter France) EC130B4 and EC130T2 helicopters. AD 2016-08-20 requires repetitively inspecting the tail boom to Fenestron junction frame (junction frame) for a crack. Since the FAA issued AD 2016-08-20, additional cracks have been reported and a design change that modifies the junction frame has become available. This proposed AD would continue to require inspecting the junction frame with the horizontal stabilizer removed, and would propose to expand the applicability, revise the compliance time and the inspection procedures for inspecting the junction frame, add inspection procedures for certain helicopters, allow repair of the junction frame, and would require modifying and then repetitively inspecting the junction frame and reporting certain information. The actions of this proposed AD are intended to address an unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus Helicopters Model EC 155B, EC155B1, SA-365N, SA- 365N1, AS-365N2, and AS 365 N3 helicopters, as identified in a European Aviation Safety Agency (now European Union Aviation Safety Agency) (EASA) AD. This proposed AD was prompted by a report of an in-flight loss of engine and main gearbox (MGB) cowlings. This proposed AD would require inspecting the MGB fixed cowling front fitting (MGB front fitting), and depending on findings, corrective action. This proposed AD would also require a new modification, which would constitute a terminating action for the inspection. These proposed AD requirements are as specified in an EASA AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Notice of Request for Approval of a New Information Collection
The FHWA has forwarded the information collection request described in this notice to the Office of Management and Budget (OMB) for approval of a new (periodic) information collection. We published a Federal Register Notice with a 60-day public comment period on this information collection on November 18, 2019. We are required to publish this notice in the Federal Register by the Paperwork Reduction Act of 1995.

Airworthiness Directives; Sikorsky Aircraft Corporation Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for Sikorsky Aircraft Corporation (Sikorsky) Model S-92A helicopters. This proposed AD was prompted by an incident of a side facing utility seat detaching from wall attachment points. This proposed AD would require modifying certain side facing utility seats and observer seats. This proposed AD would also prohibit installing those seats unless the modification has been accomplished. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Amendment of Restricted Area R-7001C and Establishment of Restricted Areas R-7001D, R-7002A, R-7002B, and R-7002C; Guernsey, WY
This action proposes to amend restricted area R-7001C and establish three restricted areas, R-7001D, R-7002A, R-7002B, and R- 7002C at Guernsey, WY. The Wyoming Army National Guard (WYARNG) requested the establishment of the new restricted areas to support its air-to-ground firing from helicopters and longer range artillery training. This additional airspace allows for the segregation of hazardous activities from non-participating air traffic. The FAA is also proposing to amend R-7001C to correct an inadvertent error to ensure proper vertical separation.

Notice To Rescind a Notice of Intent To Prepare an Environmental Impact Statement: Peoria, Tazewell and Woodford Counties, Illinois
The FHWA is issuing this notice to advise the public that an environmental impact statement (EIS) will not be prepared for the Eastern Bypass Study, a proposed highway within Peoria, Tazewell and Woodford Counties in Illinois. The termini for the bypass were proposed to be Interstate 74, east of the city of East Peoria, and Illinois Route 6, north of the City of Peoria. The FHWA is rescinding its notice of intent (NOI) to prepare a Tier I EIS which was published in the Federal Register on May 8, 2014.

This proposed AD would require repetitively inspecting the MGB particle detector and the MGB bottom housing (oil sump) for metal particles, analyzing any metal particles that are found, and replacement of the MGB if necessary, as specified in a European Aviation Safety Agency (now European Union Aviation Safety Agency) (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Establishment of Area Navigation (RNAV) Routes T-322, T-392, T-403, and T-405; Central United States
This action proposes to establish area navigation (RNAV) routes T-322, T-392, T-403, and T-405 in the central United States. The proposed new RNAV routes would expand the availability of RNAV routing in support of transitioning the National Airspace System (NAS) from ground-based to satellite-based navigation. Additionally, a portion of the new RNAV routes would provide enroute structure where VHF Omnidirectional Range (VOR) Federal airway segments were removed due to the Sioux City, IA; Park Rapids, MN; and Huron, SD, VORs decommissioning in support of the FAA's VOR Minimum Operational Network (MON) program.
Airworthiness Directives; Airbus Helicopters
The FAA is superseding Airworthiness Directive (AD) 2015-26- 01, which applied to certain Airbus Helicopters Model AS332C1, AS332L1, AS332L2, EC225LP, AS-365N2, AS 365 N3, EC 155B, and EC155B1 helicopters with an energy-absorbing seat. AD 2015-26-01 required inspecting for the presence of labels (placards) that prohibit stowing anything under the seat, and if a label (placard) is missing or not clearly visible to each occupant, installing a label (placard). This AD retains all of the requirements of AD 2015-26-01, and also adds helicopters to the applicability and requires a modification (installing new labels (placards)). This AD was prompted by the determination that additional helicopters are affected by the unsafe condition, and that new labels (placards) are required for all affected helicopters. The FAA is issuing this AD to address the unsafe condition on these products.
