In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, and as part of an effort to streamline the process to seek feedback from the public on service delivery, the Department of Defense announces a proposed generic information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.

This is not a notice of solicitation issuance. The Deputy Under Secretary of the Air Force (Space), as the Compliance Officer under the Federal Trade Commission (FTC) Decision and Order (hereinafter referred to as the ``Consent Order''), in the Matter of Lockheed Martin Corporation (LMC), the Boeing Company (Boeing), and United Launch Alliance, L.L.C. (hereinafter referred to as the ``Respondents''), Docket No. C-4188, dated May 1, 2007, is posting this announcement to publicize the Consent Order, notify the Public of a change in DOD Compliance Officer personnel and to provide points of contact for further information or for comment submittal. The Consent Order: The Consent Order requires that with regard to covered Government programs, (1) ULA afford all space vehicle manufacturers non-discriminatory treatment for launch services that ULA may provide, and that (2) LMC and Boeing, as space vehicle manufacturers, consider all qualified launch service providers on a non-discriminatory basis. Covered programs are Government programs which are delivered in orbit and utilize medium-to-heavy launch services. The Consent Order also requires firewalls to prevent information from a space vehicle provider being shared by ULA with its Boeing or LMC parent company. Similarly, Boeing and LMC must have firewalls to ensure that other launch service information is not shared with ULA. The Consent Order also requires that the Department of Defense appoint a Compliance Officer to oversee compliance with the Consent Order by all three Respondents. The Consent Order remains in full effect through 30 April 2017. The Department of the Air Force proposes to add a new system of records, F084 NMUSAF A, entitled ``USAF Museum System Volunteer Records'' to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will maintain an official registry of individuals who volunteer to support the United States Air Force Museum System.

The purpose of this notice to replace the initially posting to the Federal Register on October 24, 2013 Vol. 78 No. 206. This new meeting notice is to inform GPS simulator manufacturers, who supply products to the Department of Defense (DoD), and GPS simulator users, both government and DoD contractors, that the GPS Directorate will host a GPS Satellite Simulator Control Working Group (SSCWG) meeting on 6 December 2013 from 0900-1300 PST at Los Angeles Air Force Base. The purpose of this meeting is to disseminate information about GPS simulators, discuss current and on-going efforts related to GPS simulators, and to discuss future GPS simulator development. This event will be conducted as a classified meeting.

On September 30, 2013, the Secretary of the Air Force, acting as Executive Agent of the Secretary of Defense, determined that the service of the group known as the ``Lycoming AVCO Vietnam Tech Reps'' shall not be considered ``active duty'' for purposes of all laws administered by the Department of Veterans Affairs.

Specific topics for this meeting include a Superintendent's Update; a USAFA Non-profit Financial Support Briefing; a classroom visit and a tour of the Center for Character and Leadership Development. The U.S. Air Force is issuing this notice to advise the public of an extension to the public comment period on the environmental impact statement on the proposed relocation of the 18th Aggressor Squadron to Joint Base Elmendord-Richardson, Alaska. The initial Notice of Availability published in the Federal Register on May 31, 2013 (78 FR 32645), and established a public comment period from May 31 through August 2, 2013. The Air Force has extended the deadline for submitting public comments to August 30, 2013. On May 31, 2013, the United States Air Force signed the ROD for the F-15 Aircraft Conversion for the 144th Fighter Wing, California Air National Guard at Fresno-Yosemite International Airport. The ROD states the Air Force decision to implement the preferred alternative analyzed in the Environmental Impact Statement. The Preferred Alternative will convert the 144 FW from 21 F-16 aircraft [18 F-16 Primary Assigned Aircraft (PAA) and 3 Back-up Inventory Aircraft (BAI)] to 21 F-15 aircraft (18 F-15 PAA and 3 F-15 BAI aircraft). The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available to the public on March 1, 2013 through a NOA in the Federal Register (Volume 78, Number 41, Page 13874) with a wait period that ended on April 1, 2013. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS. On May 15, 2013, the United States Air Force signed the Second ROD for the Barry M. Goldwater Range East Range Enhancements Final Environmental Impact Statement. This ROD states the Air Force decision to implement three of the remaining four proposals analyzed in the Environmental Impact Statement. These three proposals include: Proposal 2, Establishing timely reviews and approval procedures to address reconfiguration of existing air-to-ground target complexes on tactical ranges; Proposal 5, lowering the regular flight altitude floor over a portion of the Cabeza Prieta National Wildlife Refuge; and Proposal 7, allowing additional training in combat search and rescue and similar ground-based and combined air-ground operations. While no decision has been made for the final proposal at this time, the Air Force anticipates issuing an additional ROD at a future date once consultations are complete for this proposal. The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available to the public on November, 26, 2010 through a NOA in the Federal Register (Volume 75, Number 227, Page 72824) with a wait period that ended on December 27, 2010. On May 20, 2011 the Air Force signed the first ROD for six proposals that were analyzed in the Final EIS. The purpose of this notification is to inform users of an upcoming event related to the GPS satellite constellation. U.S. Air Force Space Command will be testing CNAV capabilities on the GPS L2C and L5 signals on 15-29 June 2013. There are no planned GPS satellite outages for this activity. The broadcast navigation messages will be in compliance with IS-GPS-200 and IS-GPS-705. L2C/L5 CNAV testing will be transparent to GPS receivers that do not process L2C or L5 CNAV. U.S. Air Force Space Command expects to conduct one to two CNAV tests per year over the next few years. These test events will provide an opportunity for civil users and manufacturers to participate in L2C/L5 evaluation and will result in enhanced provider and user readiness for L2C/L5 operations once the Next Generation GPS Operational Control System comes online in 2016.
