Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR Sec. 102-3.150, the Department of Defense announces that the United States Air Force (USAF) Scientific Advisory Board (SAB) meeting will take place on 7 January 2014 at the Secretary of the Air Force Technical and Analytical Support Conference Center, 1550 Crystal Drive, Arlington, VA 22202. The meeting will be from 7:30 a.m.-4:45 p.m. on Tuesday, 7 January 2014. The sessions from 7:30 a.m.-10:30 a.m., Tuesday, 7 January 2014, will be open to the public. The purpose of this Air Force Scientific Advisory Board quarterly meeting is to formally kick off the FY14 SAB studies: Defense of USAF Forward Bases; Nuclear Command, Control, and Communications; Technology Readiness for Hypersonic Vehicles; and Combating Sexual Assault. This is not a notice of solicitation issuance. The Deputy Under Secretary of the Air Force (Space), as the Compliance Officer under the Federal Trade Commission (FTC) Decision and Order (hereinafter referred to as the ``Consent Order''), in the Matter of Lockheed Martin Corporation (LMC), the Boeing Company (Boeing), and United Launch Alliance, L.L.C. (hereinafter referred to as the ``Respondents''), Docket No. C-4188, dated May 1, 2007, is posting this announcement to publicize the Consent Order, notify the Public of a change in DOD Compliance Officer personnel and to provide points of contact for further information or for comment submittal. The Consent Order: The Consent Order requires that with regard to covered Government programs, (1) ULA afford all space vehicle manufacturers non-discriminatory treatment for launch services that ULA may provide, and that (2) LMC and Boeing, as space vehicle manufacturers, consider all qualified launch service providers on a non-discriminatory basis. Covered programs are Government programs which are delivered in orbit and utilize medium-to-heavy launch services. The Consent Order also requires firewalls to prevent information from a space vehicle provider being shared by ULA with its Boeing or LMC parent company. Similarly, Boeing and LMC must have firewalls to ensure that other launch service information is not shared with ULA. The Consent Order also requires that the Department of Defense appoint a Compliance Officer to oversee compliance with the Consent Order by all three Respondents. The Consent Order remains in full effect through 30 April 2017. The Department of the Air Force proposes to alter a system of records notice, F024 AF IL C, entitled ``Motor Vehicle Operators' Records'', in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system will be used to create and maintain records of motor vehicle operators and licenses. In addition, records are created and maintained on Air Force personnel required to drive government owned or leased vehicles that exceed 10,000 pounds gross vehicle weight and are used for emergency response and/or are equipped with four-wheel-drive. The data is used to create a printed vehicle operator identification card.

This new meeting notice is to inform GPS simulator manufacturers, who supply products to the Department of Defense (DoD), and GPS simulator users, both government and DoD contractors, that the GPS Directorate will host a GPS Satellite Simulator Control Working Group (SSCWG) meeting on 6 December 2013 from 0900-1300 PST at Los Angeles Air Force Base. The purpose of this meeting is to disseminate information about GPS simulators, discuss current and on-going efforts related to GPS simulators, and to discuss future GPS simulator development. This event will be conducted as a classified meeting.

In accordance with 10 U.S.C. 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting in Harmon Hall, United States Air Force Academy, in Colorado Springs CO on October 10- 11, 2013. The meeting will begin at 9:30 a.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. Specific topics for this meeting include a Superintendent's Update; a USAFA Non-profit Financial Support Briefing; a classroom visit and a tour of the Center for Character and Leadership Development. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR 102-3.155, one session of this meeting shall be closed to the public because it involve matters covered by subsection (c)(6) of 5 U.S.C. 552b. Public attendance at the open portions of this USAFA BoV meeting shall be accommodated on a first-come, first-served basis up to the reasonable and safe capacity of the meeting room. In addition, any member of the public wishing to provide input to the USAFA BoV should submit a written statement in accordance with 41 CFR 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Record of Decision for F35A Training Basing Final Environmental Impact Statement

On June 26, 2013, the United States Air Force signed a second ROD for the F-35A Training Basing Final Environmental Impact Statement (FEIS). The ROD states the Air Force decision to beddown an additional 72 F-35A Primary aircraft authorized (PAA) training aircraft at Luke Air Force Base, Arizona. This beddown of 72 F-35A will bring the total number of F-35A training aircraft to 144 PAA during calander year 2023. The decision was based on matters discussed in the FEIS, inputs from the public and regulatory agencies, and other relevant factors. The FEIS was made available to the public on June 15, 2012 through a NOA in the Federal Register (Volume 77, Number 116, Page 35961) with a wait period that ended on July 15, 2012. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the FEIS.

On May 15, 2013, the United States Air Force signed the Second ROD for the Barry M. Goldwater Range East Range Enhancements Final Environmental Impact Statement. This ROD states the Air Force decision to implement three of the remaining four proposals analyzed in the Environmental Impact Statement. These three proposals include: Proposal 2, Establishing timely reviews and approval procedures to address reconfiguration of existing air-to-ground target complexes on tactical ranges; Proposal 5, lowering the regular flight altitude floor over a portion of the Cabeza Prieta National Wildlife Refuge; and Proposal 7, allowing additional training in combat search and rescue and similar ground-based and combined air-ground operations. While no decision has been made for the final proposal at this time, the Air Force anticipates issuing an additional ROD at a future date once consultations are complete for this proposal. The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available to the public on November, 26, 2010 through a NOA in the Federal Register (Volume 75, Number 227, Page 72824) with a wait period that ended on December 27, 2010. On May 20, 2011 the Air Force signed the first ROD for six proposals that were analyzed in the Final EIS. This ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS. Describe your company's near-term and long-term plans to offer launch services to the U.S. Government. 2. What are the critical issues that concern current and prospective launch service providers who intend to provide the capability to launch national security space payloads? 3. What DoD policy recommendations would your company have to improve national launch capabilities or aid industry in lowering the cost of space access? 4. What aspects of future DoD launch service or systems acquisitions would contribute to industrial base stabilization in your respective sectors? Section 9355, the U.S. Air Force Academy (USAFA) Board of Visitors (BoV) will hold a meeting in the Russell Senate Office Building, Room SR-485, in Washington, DC on June 14, 2013. The meeting will begin at 10:00 a.m. The purpose of this meeting is to review morale and discipline, social climate, curriculum, instruction, infrastructure, fiscal affairs, academic methods, and other matters relating to the Academy. For the benefit of the public, rosters that list the names of BoV members and any releasable materials presented during the open portions of this BoV meeting shall be made available upon request. If after review of timely submitted written comments and the BoV Chairman and DFO deem appropriate, they may choose to invite the submitter of the written comments to orally present the issue during an open portion of the BoV meeting that is the subject of this notice. Members of the BoV may also petition the Chairman to allow specific personnel to make oral presentations before the BoV. In accordance with 41 CFR Section 102-3.140(d), any oral presentations before the BoV shall be in accordance with agency guidelines provided pursuant to a written invitation and this paragraph. The FTU squadron will consist of up to eight KC-46A aircraft with a mission to train personnel to safely and effectively fly, operate, and maintain the KC-46A aircraft. U.S. Air Force Space Command Notice of Test

The purpose of this notification is to inform users of an upcoming event related to the GPS satellite constellation. U.S. Air Force Space Command will be testing CNAV capabilities on the GPS L2C and L5 signals on 15-29 June 2013. There are no planned GPS satellite outages for this activity. The broadcast navigation messages will be in compliance with IS-GPS-200 and IS-GPS-705. L2C/L5 CNAV testing will be transparent to GPS receivers that do not process L2C or L5 CNAV. U.S. Air Force Space Command expects to conduct one to two CNAV tests per year over the next few years. These test events will provide an opportunity for civil users and manufacturers to participate in L2C/L5 evaluation and will result in enhanced provider and user readiness for L2C/L5 operations once the Next Generation GPS Operational Control System comes online in 2016. The draft test plan is available at (https://www.navcen.uscg.gov/L2C_ L5_CNAV_Test_Plan.pdf). The draft test plan communicates details of the broadcast, data collection, and results reporting plans. U.S. Air Force Space Command and the National Space-Based Positioning, Navigation, and Timing Systems Engineering Forum (NPEF) encourage L2C and L5 users and receiver manufacturers to review the test plan, provide comments, and participate in the evaluation process. Comments to the test plan must be submitted on a Comment Resolution Matrix (https://www.navcen.uscg.gov/L2C_L5_CNAV_Test_Plan_Comments_ BLANK.xlsx) by 29 April 2013 and sent to Smcgper@us.af.mil.
