In compliance with Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, and as part of an effort to streamline the process to seek feedback from the public on service delivery, the Department of Defense announces a proposed generic information collection and seeks public comment on the provisions thereof. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed information collection; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the information collection on respondents, including through the use of automated collection techniques or other forms of information technology.
U.S. Air Force Scientific Advisory Board Notice of Meeting

Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR Sec. 102-3.150, the Department of Defense announces that the United States Air Force (USAF) Scientific Advisory Board (SAB) meeting will take place on 7 January 2014 at the Secretary of the Air Force Technical and Analytical Support Conference Center, 1550 Crystal Drive, Arlington, VA 22202. The meeting will be from 7:30 a.m.-4:45 p.m. on Tuesday, 7 January 2014. The sessions from 7:30 a.m.-10:30 a.m., Tuesday, 7 January 2014, will be open to the public. The purpose of this Air Force Scientific Advisory Board quarterly meeting is to formally kick off the FY14 SAB studies: Defense of USAF Forward Bases; Nuclear Command, Control, and Communications; Technology Readiness for Hypersonic Vehicles; and Combating Sexual Assault. In accordance with 5 U.S.C. 552b, as amended, and 41 CFR Sec. 102-3.155, some sessions of the USAF Scientific Advisory Board meeting will be closed to the public because they will discuss information and matters covered by section 5 U.S.C. 552b(c)(1) and (2). Any member of the public wishing to attend this meeting or provide input to the USAF Scientific Advisory Board must contact the Designated Federal Officer at the address detailed below at least five days prior to the meeting date. Submit a written statement in accordance with 41 CFR Sec. 102-3.140(c) and section 10(a)(3) of the Federal Advisory Committee Act and the procedures described in this paragraph. Statements being submitted in response to the agenda mentioned in this notice must be received by the Designated Federal Officer at the address listed below at least five calendar days prior to the meeting which is the subject of this notice. Written statements received after this date may not be provided to or considered by the USAF Scientific Advisory Board until its next meeting. The Designated Federal Officer will review all timely submissions with the USAF Scientific Advisory Board Chairperson and ensure they are provided to members of the USAF Scientific Advisory Board before the meeting that is the subject of this notice.
U.S. Air Force Reminder Re: United Launch Alliance (ULA) Consent Order and Recent Change in Department of Defense (DOD) Compliance Officer

This is not a notice of solicitation issuance. The Deputy Under Secretary of the Air Force (Space), as the Compliance Officer under the Federal Trade Commission (FTC) Decision and Order (hereinafter referred to as the ``Consent Order''), in the Matter of Lockheed Martin Corporation (LMC), the Boeing Company (Boeing), and United Launch Alliance, L.L.C. (hereinafter referred to as the ``Respondents''), Docket No. C-4188, dated May 1, 2007, is posting this announcement to publicize the Consent Order, notify the Public of a change in DOD Compliance Officer personnel and to provide points of contact for further information or for comment submittal. The Consent Order: The Consent Order requires that with regard to covered Government programs, (1) ULA afford all space vehicle manufacturers non-discriminatory treatment for launch services that ULA may provide, and that (2) LMC and Boeing, as space vehicle manufacturers, consider all qualified launch service providers on a non-discriminatory basis. Covered programs are Government programs which are delivered in orbit and utilize medium-to-heavy launch services. The Consent Order also requires firewalls to prevent information from a space vehicle provider being shared by ULA with its Boeing or LMC parent company. Similarly, Boeing and LMC must have firewalls to ensure that other launch service information is not shared with ULA. The Consent Order also requires that the Department of Defense appoint a Compliance Officer to oversee compliance with the Consent Order by all three Respondents. The Consent Order remains in full effect through 30 April 2017. Privacy Act of 1974; System of Records

The Department of the Air Force proposes to alter a system of records notice, F024 AF IL C, entitled ``Motor Vehicle Operators' Records'', in its existing inventory of records systems subject to the Privacy Act of 1974, as amended. This system will be used to create and maintain records of motor vehicle operators and licenses. In addition, records are created and maintained on Air Force personnel required to drive government owned or leased vehicles that exceed 10,000 pounds gross vehicle weight and are used for emergency response and/or are equipped with four-wheel-drive. The data is used to create a printed vehicle operator identification card.

The Department of the Air Force proposes to add a new system of records, F084 NMUSAF A, entitled ``USAF Museum System Volunteer Records'' to its inventory of record systems subject to the Privacy Act of 1974, as amended. This system will maintain an official registry of individuals who volunteer to support the United States Air Force Museum System.
